Statement of Work National Oceanic and Atmospheric Administration (NOAA)
National Marine Fisheries Service (NMFS) Alaska Fisheries Science Center/Marine Mammal Laboratory
Pribilof Island Facilities Maintenance
PR # NF‐FS7300‐22‐01852
BACKGROUND
This Statement of Work (SOW) is for year‐round facility oversight and general maintenance services at National Marine Fisheries Service (NMFS) Alaska Fisheries Science Center (AFSC) buildings on Saint Paul Island, Alaska, with an option to provide similar services for NMFS/AFSC buildings on Saint George Island, Alaska. These remote islands are part of the Pribilof Island group, located in the Bering Sea approximately 771 miles southwest of Anchorage, Alaska, and experience Arctic weather conditions during winter. Period of performance is one base year and three option years.
The NMFS/AFSC facilities on Saint Paul Island consist of staff quarters and laboratory buildings located at 904 Polovina Turnpike, St. Paul Island, AK 99660‐0188 (see Attachment 1 for building diagrams). Oversight of these facilities requires knowledge, skills, and abilities to monitor the building's condition, and of the electric, plumbing, alarm and heating systems. In coordination with the NMFS AFSC facilities staff, the contractor shall perform routine maintenance and repairs, and conduct emergency repairs if needed. Additional assistance is required for transportation of supplies, NMFS vehicles, and NMFS personnel on island. Monitoring and checks of buildings is required six days a week. A third building located at this site is an equipment storage garage and does not require regular monitoring, but emergency and/or maintenance repairs may be requested. NMFS does not provide contractor housing.
TASKS
1. The contractor shall conduct year‐round monitoring six out of seven days per week of buildings, including heating/boiler systems each day, and of plumbing, and electrical systems over the course of the week. Increased monitoring frequency may be necessary during periods of increased risk of facilities damage (e.g., during periods of extreme weather conditions). Inspections shall include checks of building security, a walk‐through of interior spaces to monitor status of the mechanical systems, and inspections to detect the presence of fluid leaks or other indications of faulty systems. When the facilities are occupied by NMFS staff, inspections can be limited to the heating/boiler systems. Contractor shall be available for regular communication with NMFS facilities staff.
2. The contractor shall perform general maintenance, improvements, clean‐up, and repair work upon approval or as directed by the NMFS facilities staff. Expenses for parts, fluids, lubricants and other expendables for maintenance and repair are covered by the Government.
3. Contractor shall respond to building emergencies by taking actions required to safely restore building systems to operation if possible, or limit damage until a repair team can arrive.
NMFS facilities staff will work with the contractor to arrange for additional repair personnel if necessary, at Government expense.
4. The contractor shall provide facility access to NMFS‐approved guests, visitors, and contractors. Contractor shall ensure that facilities are secure after users depart. Contractor shall assist in transporting visiting staff or guests to and from the airport, relocating NMFS vehicles, and with picking up or delivering shipments as requested by NMFS facilities staff.
5. Contractor shall remove snow around buildings’ exteriors to ensure safe fuel deliveries
(access to heating fuel tanks) and to maintain unobstructed access to the buildings.
6. Optional task: NMFS/AFSC facilities on Saint George Island, approximately 40 miles away, consist of staff quarters (Cottage C) and a wash house. Oversight of these facilities involves less frequent visits, with a minimum of two visits during October 15 ‐ May 15 each year of a performance period. Contractor shall perform inspections, general maintenance, improvements, clean‐up, and repair work upon approval or as directed by the NMFS facilities staff. Expenses for parts, fluids, lubricants and other expendables for maintenance and repair are covered by the Government.
