Statement of Work for Net Repair, Multiple Award

National Oceanic Atmospheric Administration - Alaska Fisheries Science Center Resource Assessment & Conservation Engineering Division Fiscal Year 2016

Background

The Alaska Fisheries Science Center (AFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. The AFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the west coast’s marine and anadromous resources. The Resource Assessment & Conservation Engineering Division (RACE) of the AFSC is charged with conducting research and scientific analysis on the groundfish fisheries within the Exclusive Economic Zone (EEZ) off Alaska. As part of this task, the RACE Division conducts multiple fish and crab surveys in Alaskan waters using bottom trawls. Data from these surveys are critical to completing the annual stock assessments for commercial fisheries in Federal waters.

The RACE has a requirement to obtain the services of a commercial trawl net fabricator/net repair shop for net mending, repair, consultation, and for trawl net certification for up to 3 different types of trawls (Poly Nor’eastern, 83-112, and Aleutian Wing Trawl). This will be defined as trawl net support services. Standardized nets are a requirement to the successful completion of the 2016 field season which includes an eastern Bering Sea Shelf bottom trawl survey, an eastern Bering Sea slope survey, an Aleutian Islands bottom trawl survey, and several midwater acoustic trawl surveys.

Objectives

· Mend and repair trawls according to strict national requirements specified in RACE-furnished documents (net diagrams and net descriptions),

· Demonstrate to RACE representative that all of the trawls meet the national requirement and can be certified as meeting those standards,

· Deliver all certified bottom trawls to NOAA no later than April 15, 2016 so that the certified nets may be shipped to Alaska and used on the AFSC surveys.

Scope

The RACE Division seeks to accomplish full repair of existing bottom trawl nets so that they are certified to use on a standardized trawl survey. Certified nets are required for use on these fish stock assessment cruises to ensure comparability of data from one survey to the next. The government is not interested in improving or making modifications to the net design as this would make new data obtained with the nets incompatible with the existing data time series.

This solicitation is separated into multiple awards; each award or Line item is a different type of trawl. Vendors may bid on one, two, or all Line items.

Tasks

Mending and repair of nets must be strictly according to materials and design specified in attached documents. No deviations from the attached specifications in materials or repair are permitted. There are three Line Items:

Line Item 1 – mend and repair up to 20 AFSC Poly Nor’eastern bottom trawls

Line Item 2 – mend and repair up to 6 AFSC 83-112 bottom trawls

Line Item 3 – mend and repair up to 3 Aleutian Wing midwater trawls

For each Line Item the following steps are required

· Receive nets from the AFSC, open individual nets, and inspect for damage. Plan repairs and obtain materials.

· Mend and repair nets according to net diagram and description supplied by the AFSC.

· Schedule net certification inspection by the AFSC representative.

· Participate in certification inspection. If net does not pass, the contractor shall make the necessary modification(s) to bring the net to the correct standards. If the net passes certification, then stack the net according to specifications in Delivery Section below.

Delivery The contractor shall deliver the completed and certified nets and any associated footropes and roller gear to the AFSC net loft at Hanger 32, 7600 Sand Point Way NE Seattle WA. Multiple nets may be delivered at one time. Each net shall be labeled with the original metal band containing its serial number (supplied by the AFSC). The individual nets and rigging shall be delivered in orderly stacks that do not exceed the following dimensions:

· Poly Nor’eastern-4’ x 8’;

· 83-112- 4’ x 8’;

· Aleutian Wing Trawl- 8’6” x 9’8”

The nets will be offloaded by RACE personnel and stored in our net loft or directly placed on a flatbed trailer for shipping to Alaska. The last delivery of certified nets shall be no later than April 15, 2016. The contractor shall notify the RACE representative of the scheduled delivery at least 24 hrs in advance so that WASC Security can be notified of the delivery. Proper invoices will be delivered with each net shipment and submitted by AFSC to the finance office for payment.

Government Furnished Property, Material, Equipment and Information The government shall furnish the nets, a net construction diagram and list of approved materials for use in the repair. The contractor shall furnish all repair materials, but must use those from the approved materials list.

Security There are no unique security requirements. The contractor shall notify AFSC no later than 24 hrs prior to a visit to the AFSC so that the WASC Security can be notified of the visit.

Travel The contractor shall deliver the completed and certified nets to the AFSC as specified in Section 5.0 above.

Special Material Requirements Material requirements are specified in supplied documents (net diagrams and net descriptions).

Other Unique Requirements

· The contractor shall accomplish the work in the Greater Seattle commuting area (within 50 mile radius of the AFSC) to minimize the travel required by AFSC to inspect the repairs and certify the nets.

· The net loft (fabricator) shall have covered open space with winching capabilities to open the trawls.

· The net loft (fabricator) shall have open covered work space of no less than 60’ X 160’ (9600 ft2) to unfurl and open a net inside the net loft.

· The net loft (fabricator) shall have a minimum of one, five ton overhead winches for net stacking and lifting in the net loft.

· The net loft (fabricator) shall be able to pull up to 1,000 pounds of tension on riblines or like manufacturing capability inside the net loft.

· The net loft (fabricator) shall have a codend jig and the ability to place up to 1,000 pounds of tension on a codend while under construction or testing.

· The net loft (fabricator) shall have additional covered space to cut web of approximately 40’ X 60’ (2400 ft2).

· The net loft shall have a swedging machine to fabricate wire rope thimble eyes with swedged ends.

· The net loft (fabricator) shall have the ability to keep a significant inventory of net mending material specific to the AFSC trawls so lead time for repairing webbing, floats, chain, rubber disks is not lost.

· The net loft (fabricator) shall have a minimum of one forklift with one or more forklift having over a ten thousand pound capacity.

· The net loft (fabricator) shall provide storage for multiple trawls

· Line Item 1 – Up to 10 trawls;

· Line Item 2 – Up to 6 trawls;

· Line Item 3 – Up to 3 trawls.

· The net loft (fabricator) shall have the ability to put 400 to 600 pounds of tension on rigging while it is measured and color coded. Color codes will be provided to contractor.

· The contractor shall have intimate knowledge of net mending and repair.

· The contractor shall be able to understand and interpret net diagrams, net descriptions, and net certification checklists (attached with SOW).

· The contractor shall have a resource channel to procure all specific materials listed in the net diagrams and net descriptions. No deviations from listed material will be accepted.

· The contractor shall have intimate knowledge of the construction and repair of the nets they are bidding on and all hardware used for that trawl (net diagram and net descriptions included with SOW).

· The contractor shall demonstrate that they have commercially built the type(s) of nets that they are bidding on in the past two calendar years.

Due to National Trawl Standardization Rules, all nets are required to be “certified” prior to deployment. This includes measuring rigging and framing lines in the trawl, and measuring all seizings, benzels, lacings, and floats. It also includes counting meshes in every panel and a check of every mesh in the trawl (estimate is approximately 500,000 meshes per trawl). We estimate that 40 – 60 minutes of shop time per net will be required in the certification of each trawl after it has been repaired. All discrepancies from the net diagrams/net descriptions shall be fixed before the net can be recertified.

Protocols for net certification include removing the footrope from the fishing line to analyze each unit individually.

Place of Performance The work shall be performed at the contractors work facility. The facility must be within the greater Seattle commuting area so that a representative of the AFSC can easily travel to the contractor’s and certify that the repairs were made correctly with the specified materials.

Period of Performance The period of performance shall be from 1 January to 30 October 2016
