SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, National Oceanic Atmospheric
Administration (NOAA) Acquisition and Grants Office (AGO), Western Acquisition Division (WAD)-Seattle, National Marine Fisheries Service (NMFS), and Southwest Fisheries Science Center (SWFSC).
2. Description of supplies or services required to meet agency needs (including the estimated value). The NMFS requires the purchase of services to support Cisco infrastructure upgrades and deployment of the geographically separated contiguous network that supports the SWFSC in different locations (Santa Cruz, Monterey, and La Jolla, CA) including training of IT support staff at SWFSC on applicable applications. The network supports voice, video, wireless, and mission-critical data applications.
This will be a Firm-Fixed-Price (FFP) contract for subject services. The total estimated cost of this requirement is $40,500.00. The required period of performance is one base period plus four option periods (29 September 2019-28 September 2024).

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Compatibility to existing systems or equipment - The required services must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. Xceptional provided the enterprise original design architecture by developing a highly available and secure, intelligent and complex, layered network infrastructure to support voice, video, wireless, and mission-critical data applications. This unique design uses a building block approach leveraging a high-speed routed core network layer to which are attached multiple independent distribution blocks. The distribution blocks comprise two layers of switches:
the actual distribution nodes that act as aggregators, and the wiring closet access switches. The hierarchical design segregates the functions of the network into these separate building blocks to provide for availability, flexibility, scalability, and fault isolation. The distribution block provides for policy enforcement and access control, route aggregation, and the demarcation between the Layer 2 subnet (VLAN) and the rest of the Layer 3 routed network. The core layers of the network provide for high capacity transport between the attached distribution building blocks. This intricate topology supports a multi-clustered, geographically separated contiguous network that supports the SWFSC in different locations (Santa Cruz, Monterey, and La Jolla).
Utilizing Xceptional is therefore the most cost-effective and secure approach to deployment and upgrade, as this enhancement is a part of an in-progress integration; a substantial duplication of effort would be realized with any other vendor and would not

Xceptional has worked with SWFSC Information Technology Support staff extensively on infrastructure design and implementation and is in the best position to advise and complete the installation/configuration in a timely manner. It does not require additional time and resources to review the details of the existing Information Technology environment and will provide project planning, before moving on to the implementation stage. Therefore, no additional costs would be incurred and the continuity and uninterrupted service will continue. It is in the interest of economy and efficiency to award this work to Xceptional. It has extensive knowledge and understanding of this acquisition. Award to another contractor would have result in significant rework, delays, and substantial duplication of effort and costs and would not be in the Government’s best interest.
5. Market Research. The market research report is attached.
6. Technical/Requirements Representative Certification
