SEQ CHAPTER \h \r 1STATEMENT OF WORK MANCHESTER B12 HVAC and DOWNSPOUT REPLACEMTN
1.0 Organization. The Northwest Fisheries Science Center (NWFSC) is a marine research organization owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). The regional headquarters for NWFSC is located at 2725 Montlake Blvd E., Seattle, WA 98112. This Statement of Work requires the contractor to perform tasks at the Manchester Research Station.
2.0 Manchester Research Station (MRS). The Manchester facility is located on 22 acres land at 7305 Beach Drive, Port Orchard, WA 98366-8204. The campus has 21 major buildings structures (see Figure 2a). Some of them were built in 1944 with the latest structure built in 2014. These buildings range from a simple 120 SF storage shed to a 9,300 SF 2-story stick built structure to a 15,000 SF fish tank butler style structure. The total square footage of all buildings is about 60,000 SF.
3.0 Services Required. The contractor shall provide all required service, labor, parts, equipment, and materials to replace the following components as described below. The contractor shall use only components and materials designed for marine coastal environment application where applicable. All work shall meet applicable federal, state, and local requirements. In particular all electrical work must comply with requirements outlined in the 2020 National Electrical Code and performed by qualified electrician with Level-01 certification in Washington State. If none exists, all work shall meet industry standards.
3.1 Task 1 – Building 12 HVAC System Replacement. The existing variable refrigerant flow (VRF) system was engineered with a complicated control system and improper material selection for marine coastal application. Additionally, it was improperly installed with dissimilar metals that caused corrosion and premature system failure. Attempts have been made to fix the system but unsuccessful. The HVAC system is currently non-functional and does not provide adequate climate control for staff offices or specialized equipment such as -80 and -20 freezers, fish rearing spaces, and computer rooms. The existing VRF Daikin unit has 11 AHUs in the various rooms of building 12. These components are listed in Table 1.

3.1.1 As noted in Table 1, Building 12 houses offices, dry labs and wet labs to support commercial and conservation aquaculture. The building requires a reliable HVAC system to support its research activities in this building.
3.1.2 This is a project to replace the existing VRF Daikin systems servicing Building-12 at Manchester with similar capacities and functions for all the spaces listed in Table 1. The replacement system must meet the following objectives:
3.1.2.1 size the equipment based on the space usage and normal operating temperature range requirements as noted in Table 1;
3.1.2.2 zoning based on similar usage;
3.1.2.3 easy to install, operate, maintain, and repair;
3.1.2.4 reliable to operate in a marine coastal environment;
3.1.2.5 outdoor units are built for use in a coastal marine corrosive environment; e)
3.1.2.6 BACnet ready components (e.g., RBGY wired thermostat, control panels, etc);
3.1.2.7 BACnet ready temperature sensors on the room supply airflow.
3.1.3 The Manchester Building Floor Plans as referenced in Section 7.1 provide additional information to assist with the zoning of new HVAC system.
3.1.4 One possible acceptable replacement approach is using 3 or 4 standalone mini-split heat pump systems to meet the objectives as outlined in Table 1. The new systems could involve three zones: Zone 1 (12-3B, 12-6B) will require constant cooling for the freezer and computer rooms; Zone 2 (12-4A, 12-4A1) will provide heat for larval feed production rooms; and Zone 3 will heat or cool remaining rooms (e.g., offices and lab spaces).
3.1.5 Work shall include all control wiring, factory authorized start up and commissioning, BACnet controls integration with campus BMS including global controller interface, communications wiring, network drivers, and graphics. Include 3-year extended warranty on all parts and labor. Provide 8 hours of owner training and system performance demonstration.
3.1.6 Work Plan Requirements. The contractor shall submit a work plan to NWFSC for approval. It must address, but not limited to, the following:
3.1.6.1 Project schedule and coordination;
3.1.6.2 Design to meet the following:
3.1.6.2.1 Addresses the parameters described in 3.1.2 of this SOW;
3.1.6.2.2 Capable of delivering the required normal operating temperature range in spaces as listed in Table 1;
3.1.6.2.3 Material selection to be based on component designed for marine coastal application;
3.1.6.2.4 Electrical power;
3.1.6.2.5 Open source BACnet platform;
3.1.6.2.6 Open source DDC components with BACnet capability;
3.1.6.2.7 Low global warming potential (GWP) refrigerants as listed by EPA;
3.1.6.3 System testing and commissioning;
3.1.6.4 Preventive maintenance schedules and procedures; and
3.1.6.5 Training on system operations and preventive maintenance work.
3.1.7 Installation Phase. The contractor shall provide all necessary labor, materials, tools, and equipment to complete the installation as specified in the approved design and work plan documents.
3.1.8 Test and commission. The contractor shall have a manufacturer’s certified technician test and commission all systems to ensure they are operational as designed before turning them over to NWFSC for acceptance. The contractor shall prepare and submit a report on the testing and commissioning effort and results.
3.1.9 Training. The contractor shall provide training to NWFSC maintenance personnel within 5 working days after the commission of the systems. The training shall cover both operations and preventive scheduled maintenance work on the system. The contractor shall submit the training records upon completion of training.
3.1.10 Warranty. The contractor shall complete the required documents and register all system components for warranty purposes.
3.1.11 As-built Drawings (e.g., electrical, controls, mechanical, plumbing, etc.). The contractor shall provide (2) hard copies, one (1) electronic PDF copy of the hard copy, and one (1) ACAD format copy of all drawings.
3.1.12 Operation and Maintenance Manual. The contractor shall provide two (2) hard copies and one (1) electronic PDF copy of the operation and maintenance manual.
