STATEMENT OF NEED
NF-FP7230-23-00338
1) Organization: The National Oceanic and Atmospheric Administration (NOAA) Northwest
Fisheries Science Center (NWFSC) is a government agency charged with the mission of stewardship for living marine resources.
2) Background: The NWFSC Manchester Research Station has provided safety net rearing of
Snake River Sockeye Salmon listed as endangered since 1991 under the United States Endangered Species Act (ESA). The Burley Creek Hatchery has been the freshwater rearing station for these ESA-listed salmon since 2001. These captively-reared fish are critical to the recovery of this salmon population in the wild.
3) Objective: The Burley Creek Hatchery requires five (5) 12-foot diameter fiberglass aquaculture tanks to replace aging tanks.
4) Technical Specifications: Construction and delivery of five (5) 12-foot diameter circular round fiberglass tanks, with the following specifications.
a) Tanks must be one single molded piece with no seams
b) 12-feet in diameter
c) 4-foot wall depth
d) 0.125” or greater fiberglass inner and outer layers, 24 oz. woven roving, min 24” up sides, min 12” under bottom from radius
e) Minimum 3-inch rim around top of tank
f) Each tank must include a 4-inch Schedule 40 PVC center drain coupler fitting encapsulated securely in the bottom that will accommodate a NOAA installed 4” Schedule 40 PVC pipe (see attached description statement and photos)
g) Tanks will be flat bottom with no slope, no sump box, no center depression where the coupler attaches.
h) Tanks sit on flat concrete floor, straddling either an 18-inch or 24-inch wide sump. Tank bottoms must provide long-term support of the weight of a full tank of water across this sump.
i) Tank sides must support the long term force and weight of a full tank of water without deformation.
j) Gray color.
k) Minimum 25 mils outer gelcoat layer
5) Deliver To: Northwest Fisheries Science Center’s Burley Creek Hatchery located at 11421
Bethel Burley Road SE, Port Orchard, Washington 98367. (NOTE: Burley Creek Hatchery is part of the Manchester Research Station, but is physically at a different location.).
6) Delivery Schedule: Deliver within 60 days after award.
7) Delivery Hours: Normal business hours are 8:00 a.m. to 4:00 p.m. daily. Delivery must be pre-arranged during these hours. NOAA will provide a telehandler and personnel for unloading the tanks.
8) Shipping Instructions: Quote must include shipping costs.
9) Government Points of Contact: On site contact personnel is Debbie Frost (360) 990-5629, Debbie.Frost@noaa.gov Off-site contact personnel is Bryon Kluver (360) 731-7463.
10) Invoice: Send to Debbie.Frost@noaa.gov and Linda.Kim@noaa.gov.

NOAA Burley Creek Hatchery Five (5) 12-foot diameter circular round fiberglass tanks
Flat bottom pools sit flat on concrete floor and straddle sumps (18” or 24” wide). Drainpipe runs under pool in sump. Tank drain is a vendor-installed 4” PVC coupler to which we (NOAA) attach a 4” 90-degree PVC elbow. We run a 4” pipe from the elbow (Fig 1) to an external standpipe (Fig 2) that maintains water level. We install a 4” PVC perforated center standpipe (Fig 3) that sits in the vendor-installed 4” coupler inside the tank and filters solids and holds fish back when external standpipe is pulled.
Figure 1. NOAA-installed 4” 90-degree PVC elbow (circle) attached to the vendor-installed 4" PVC coupler.
Figure 2. NOAA-installed 4” horizontal pipe (arrow) runs to our external standpipe that maintains water level in tank.
Figure 3. NOAA- installed 4" PVC perforated center pipe inserted into the vendor-installed 4"PVC coupler. Note, tank is flat bottom with no center well or depression.
