STATEMENT OF NEED
FOR
60 HP Stainless Steel Pump For Manchester Research Station Seawater Pumping System
PURPOSE: Purchase pump with an option to purchase a motor to be exercised if sufficient funding is available.
The minimum objective of this action is to obtain a fully assembled VIT pump section that is identical to the exiting stainless steel wet end section. The preferred option is to achieve a fully assembled VIT pump assembly identical to the existing 60 HP motor and stainless steel wet end section. Achieving this objective will enable the VIT pump, its motor or stainless steel wet end to be readily swapped out with the existing VIT pumps should they fail. In addition, it will provide a full inventory of replacement parts for making repairs to the existing pump if that is the most expedient course of action. Both these approaches require the new requested pump wet end and optional motor be identical to the existing 60 HP stainless steel pump and motor. In addition, all components must be manufactured of identical materials used in the existing pump and motor to avoid corrosion issues when parts are interchanged between units. The only exception to the components being manufactured of identical materials is the existing column manufactured from steel is to be replaced with an identical column manufactured of 316 stainless steel. Pumps configurations and models from other manufacturers will not match up with the Station’s seawater delivery plumbing infrastructure and are thus unacceptable.
MISSION: The Northwest Fisheries Science Center (NWFSC) National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources.
1) BACKGROUND: The NWFSC operates two VIT 60 HP stainless steel pumps that work in tandem to deliver 2,400 gpm of processed seawater to the fish and shellfish culture facilities at the Manchester Research Station. Each VIT pump consists of a 60 HP electric motor coupled to a pump (wet end) section. The electric motor powers the submerged pump section that in turn pumps the seawater required for life support for fish listed as endangered under the United States Endangered Species Act, and for marine finfish and shellfish species in research aquaculture programs. It is crucial that the station maintain its full pumping capability at all times, so a complete functional spare VIT pump (60 HP electric motor and wet end) is maintained in the Station’s warehouse. The spare can replace a complete VIT pump or its individual motor or pump section as needed in the event of a VIT pump failure. Having a spare unit on hand is essential as VIT pump components (bowls, turbines, shafts, etc.) are not readily obtained in an emergency because they require extensive lead time (several months) for manufacture. The Station’s spare VIT pump was recently deployed due to pump failure, and currently there are no functional spare pump sections (wet end) available for future pump failures. We need to acquire a new VIT pump wet end to ensure we can rapidly replace the remaining operational units should they fail. A complete pump including motor and wet end is an option that will be exercised if funds are available. Although it is our intention to operate the motor and pump section as a matched set, they should remain fully interchangeable with the existing 60 HP motors and stainless steel pump sections to maintain maximum flexibility during replacement events and maintain a constant flow of seawater to the Station’s Endangered Species and other research critical stocks.
2) TECHNICAL SPECIFICATIONS: The vendor shall be required to furnish all identical replacement parts in a fully assembled wet end for the seawater pump currently used at Manchester Research Station. The option will be to furnish an identical motor for the seawater pump currently used at the Manchester Research Station. The pump wet end, motor and parts will be OEM and must meet name plate replacement requirements.
The stainless steel pump section (wet end) will be shipped fully assembled, the optional motor will be shipped fully assembled, and in separate crates, with all components necessary to connect the new stainless steel pump section and motor together or with pump sections and motor currently being used. In order to facilitate matching the existing VIT-pump the Goulds Pumps Inc Pick List, VIT-CF W/L Layout, Order Specifications and Requirements, Pump Data Sheet and Motor documentation supplied by Goulds Pumps for the original pump is attached. In addition the Excerpted Build Description, Pump Data Sheet, Dimensional Outline, Hydraulic Analysis, Sectional and Adders supplied by the original pump are attached.
