STATEMENT OF WORK

Steelhead Research in Hood Canal, Washington

NFFP7230-16-01919CM

1.0 Organization The Northwest Fisheries Science Center (NWFSC), National Marine Fisheries

Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources.

2.0 Background and Objective

The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the West Coast Region’s marine and anadromous resources. This contract provides support to a NWFSC experiment to determine the benefits and risks of steelhead supplementation efforts in Hood Canal, Washington. The contractor will rear steelhead and provide biological data, biological samples, and written documents.

3.0 Services Required This contract is comprised of three primary tasks: adult O. mykiss culture and release, redd surveys, and fish collections. Data will be collected and recorded per NWFSC guidelines. All data collected will be entered into pre-formatted electronic spreadsheets. All data will be verified by cross-checking the hand-written data with the electronic spreadsheets.

Task 1. Rear and release adult steelhead Approximately 250 brood year 2012 Duckabush steelhead and 50 brood year 2013 Dewatto steelhead will be reared separately as adult release groups. The adult release groups will be reared in 20-ft diameter vessels at densities not to exceed 70 fish per tank. Fish will be fed to satiation at least 4 times per week. Fin clips will be removed from all fish and preserved in 100% ethanol for DNA analyses. Mature adults from each brood year will be released into their natal river in winter or spring of 2017 depending on their maturation timing. Fish will be checked for signs of sexual maturation in January, February, March and April. When the first females in a population begin ovulation, the entire group will be released for natural spawning in their natal river. All adults will be tagged with individually numbered Floy anchor tags that will be provided by the NOAA.

Task 2. Redd surveys and measurements Redd abundance estimates will be made on the Duckabush River and Little Quilcene Rivers. Redd surveys will be conducted in the anadromous zones of each watershed bi-weekly from February through May of 2017. The number of new redds constructed will be recorded along with their location (river kilometer and right or left bank). Each redd will be measured (length and width). Project management milestones indicating sampling and survey dates will be updated weekly.

Task 3. Juvenile steelhead collections.

The Contractor will collect 90 juvenile steelhead (parr and smolts) each from the Duckabush and Little Quilcene Rivers by hook-and-line (August of 2016). The contractor will collect smolts from the Skokomish River two days per week from a screw trap (April 30 to May 1 2017). Each captured fish will be measured (fork length), weighed (nearest 0.1g). All captured smolts will be released approximately 0.5 km upstream from the trap location. All captured parr will be released at their sampling location. Scales and a DNA sample will be collected and appropriately preserved for later analysis by NOAA. A unique number will be assigned to each sample. Every captured fish will be scanned for the presence of a PIT tag and all PIT-tag numbers will be recorded with the corresponding data.

All biological information will be recorded on preformatted data sheets.

5.0 Period of Performance: July 1, 2016 to June 30, 2017 6.0
