STATEMENT OF WORK

NF-FP7000-21-01695

PURPOSE: Assist in operation and maintenance of a Seabed Autonomous underwater vehicle (AUV) as well as assistance in organizing and analyzing imagery and other associated data collected at sea.

SCOPE OR MISSION: Requires attendance and assistance in operations at sea. Services, non-personal, to provide all equipment, labor, and material (unless otherwise provided herein) necessary for scientific and technical support in operating a Seabed Autonomous Underwater Vehicle (AUV) owned by NOAA National Marine Fisheries Service (NMFS). Particularly managing and assisting with collection of optical imagery including camera calibration and review of photos and data collected from imagery and other data collected by the AUV.

BACKGROUND: The North West Fisheries Science Center (NWFSC) provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. In order to collect the scientific information needed to manage groundfish and their habitats as well as cold-water corals and sponges, we are using optical methods deployed from an Autonomous Underwater Vehicle to collect information on fish, biogenic habitats and associations between them on the West Coast.

TECHNICAL SPECIFICATIONS: Assistance in operating a Seabed AUV owned by NOAA NMFS and in analyzing the data collected by the AUB. Particularly managing and assisting with collection of optical imagery including camera calibration, review of photos and data collected from imagery for quality and assistance in analysis of data collected by AUV. Three cameras are mounted on the AUV: a pair of 5 megapixel digital still cameras mounted to acquire downward-looking stereo photos, and an 11 megapixel digital still camera mounted to acquire photos at an oblique angle and used to aide in identifications of fish and invertebrates in photos. Requires knowledge and experience in using cameras on a Seabed type Autonomous Underwater Vehicle, experience in conducting underwater optical surveys and using LBL and USBL navigation systems. Professional experience in electrical engineering (at the minimum a Bachelor of Science in Electrical Engineering) is required. This service will require participation on research cruises with minimal notice. The exact location of some of the cruises are not known at this time but will include as many as four cruises from West Coast ports. Two cruises are known, one from Coos Bay/Newport, OR and the second off Ventura, CA. Cruises will generally be from ten days to two weeks. The time at sea will be no greater than 40 days in total.

PERIOD OF PERFORMANCE:

Base Year: July 15, 2021 to July 14, 2022 Option Year 1: July 15, 2022 to July 14, 2023 Option Year 2: July 15 2023 to July 14, 2024

DELIVERABLES:

Attend cruises as needed and assist in operation of Seabed AUV: Provide information required in AUV dive sheets for each dive conducted.

Assist maintenance of AUV. Provide notes in provided logbook which documents maintenance conducted.

Assist or conduct camera calibrations: Provide electronic copy of camera calibrations.

Assist in analysis, organization and archiving of Seabed collected data. Review image quality at sea: Provide notes on image quality and quantity at sea. Attend and provide oral and email updates on analysis during routine AUV meetings. Provide final electronic copies of all analyses. Provide electronic documentation of all software and database changes.

SECURITY:

· Personnel performing work will work primarily off-site

· Personnel performing work will require access to NOAA facilities.

· Personnel performing work will require a PIV or CAC.

· Personnel performing work will require a NOAA email address.

· Personnel performing work will require use of DOC owned IT Equipment (Laptop, Desktop Computer).

· Personnel performing work will not require Non-Government IT equipment to interconnect to a DOC network.

· Personnel performing work will require access to non-public DOC/NOAA data.

Personnel shall be screened in accordance with the requirements for Moderate Risk contracts as specified by CAM 1337.70 section 2.2 (Oct 2015), as determined by the Contracting Officer; specifically, in accordance with CAR 1352.237-70, Security Processing Requirements—High or Moderate Risk Contracts (April 2010). Any access by contract personnel who are Foreign Nationals shall be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (APR 2010).

The contractor shall comply with the IT Security requirements of the Department of Commerce as outlined in Commerce Acquisition Regulation (CAR) 1352.239-72, Security Requirements For Information Technology Resources (April 2010).

The contractor shall submit security forms required by CAR clause 1352.237-70 two (2) weeks prior to each new contract employee’s start of work so that the NOAA staff has sufficient time to process requests for background checks, NOAA badges, and network access.

DATA PRIVACY:

Should work on this agreement require that personnel have access to Privacy information, personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

Data created, obtained and collected during the performance of this agreement is the property of NMFS. Data may not be released by any party without written consent from the NMFS POC. Data must be protected from unauthorized disclosure. Personnel must comply with all Federal, DOC, NOAA, and NMFS policies relating to IT and data security.

NON-PERSONAL SERVICE:

Personnel performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Personnel will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The NMFS will perform the inspection and acceptance of the completed work.

COVID 19 REQUIREMENTS:

The Contractor and all employees must be in compliance with all State and Local COVID19 guidelines from the various ports. Please notify the TPOC and CO immediately if any of the Contractor’s employees or subcontractors have tested positive for COVID19 and provide a plan for continuing the work as specified in this Statement of Work.
