Sources Sought (NFFP5000-19-03538) Questions and Answers

1) Does NOAA intend to release the resultant RFP under ProTech Fisheries?

No, the RFP is anticipated to be posted to FBO.

2) Is this a new requirement?

No, this requirement is a recompete.

3) Is the work currently being conducted under an existing contract(s)?

Yes.

4) If so, who is/are the incumbent(s)?

The current incumbent is Leading Solutions, LLC.

5) What is/are the incumbent contract number(s)

AB-133F-15-CQ-0031

6) Are any of the positions covered under the Service Contract Act?

Yes.

7) Are any of the positions unionized?

No.

8) Will the request for proposal/evaluation require resumes for each labor category?

There are no resumes required at the base contract level for each labor category or key personnel. Key personnel, if necessary, will be determined at individual task order level.

9) Will the requirement consist of an onsite program manager?

The contractor shall demonstrate how they will manage the administrative and non-scientific support services, with an emphasis on services in the remote areas of Alaska and Hawaii as well as the West Coast.

10) The RFI states “… proactively break down broad program needs into clearly defined projects with objectives, work products that meet predefined performance metrics, and delivery schedules.” Does this refer to a change in the manner that task orders and services are currently performed?

The anticipated needs of the program include both short and long-term projects within the limits of the overall contract ceiling value.

11) Will the requirement include part-time or seasonal positions?

Task orders are either full-time or part-time positions, depending on program needs.

12) How many FTEs are expected to be on this contract?

Task orders are either full-time or part-time positions, depending on program needs.

The anticipated needs of the program include both short and long-term projects within the limits of the overall contract ceiling value.

13) When can we expect a Draft and Final RFP for this effort?

End of 1st Quarter or early 2nd Quarter

14) Can the Government provide historical performance metrics for the existing environment?

The base contract will be an Indefinite Delivery/Indefinite Quantity vehicle with task orders issued as Labor Hours, Time and Materials, Or Firm Fixed Price depending on the specific requirement. The contractor is responsible for providing candidates who meet the minimum qualifications set forth in the Performance Work Statement.

Historically, this requirement award ceiling has been $9,999,999.00 for five years but the solicitation may include a higher ceiling.

15) Can any of the functional requirements be performed at the Contractor’s facility?

Offerors may assume that the majority of task orders will have a place of performance within NOAA offices, with limited performance at the contractor site.

16) Can we recruit for most (but not all positions), are we able to bid on just the roles we specialize in?

For the sources sought, the contractor shall demonstrate experience recruiting, retaining, and managing administrative and non-scientific support services, with an emphasis on services in the remote areas of Alaska and Hawaii as well as the West Coast.

17) Does this opportunity require a contractor already have a schedule or MAS in place with GSA or be on an existing NOAA contract vehicle (since it is an IDIQ).

No.

18) Does the company need to have a physical location in one or more of these geographies? Will a majority of the work also be conducted onsite or on the contractor site.

Vendors must be capable of performing recruiting, retention, and management of activities in the areas required by each Performance Work Statement.

19) For the sources sought, do you need a pricing schedule for all listed resources.

Pricing schedules are not required at this time.

20) Do you have any indication as to what vehicle you might use (GSA PSS or FBO)? It greatly impacts which prime we would subcontractor to/partner with. I know WAD is using PSS quite a bit which is great as many of our partners have the MOBIS SINs but want to be best prepared for whichever route you go.

The RFP will be posted through FBO.

21) Also any indication of timing (proposal submission and start date)?

Proposals will likely be due early spring or 3rd Quarter. The anticipated start date is 4th Quarter.
