Voice Over IP Cabling Infrastructure
Statement of Work
June 21, 2018
Purpose
This Statement of Work (SOW) supports the National Oceanic & Atmospheric Administration (NOAA), Western Regional Center’s (WRC) Campus Network Project and involves the installation of new Cat6A copper cabling within the NMFS, WCR campus located in Seattle, WA.
Background
NMFS WCR, has requirements to upgrade their network cabling infrastructure to attain increased performance, reliability and security in order to support a campus-wide enterprise-class Voice Over IP (VOIP) network. VOIP technology will have a positive impact towards improved business productivity, collaboration, and employee satisfaction. The NMFS, WCR is seeking to provision VOIP for WCR Staff to maintain NOAA’s image and standing as a forward looking technological workplace.
Objective
The primary objective of this project is to provide a cabling infrastructure to upgrade and support a VOIP and Data enabled local area network (LAN) in Building 1 and Building 32 within the NOAA WRC campus.
Scope
The contractor shall be responsible for planning, design, and install of an intra-building cabling system. For each building, this structured cabling system will include Cat6A cabling between endpoints which may include Staff Workstations, Cubicles, Offices, Conference Rooms, etc… and the cable management system in the communications rooms/independent distribution facilities (IDF). The main components of this cabling system shall be the actual cable, cable pathways, connecting hardware, and support facilities. This will include but not limited to: cables, equipment rack, patch panels, patch cords, plugs/jacks, path and raceway components, J hooks, D rings, cable support, pull lines and accessories to provide a complete and working cable system.
The contractor shall be responsible for planning, design, and install of the backbone communications system.
This shall include, but not limited to, single mode fiber cabling from the main distribution facility (MDF)/Computer Room to the independent distribution facility (IDF)/communications rooms. The same main components specified above shall apply for this cabling system.
Part of the installation activities is the end-to-end testing of the installed cable and documentation of installed cabling and machine printed labeling is part of the scope of work.
Tasks
1. General:
a. All cabling is to be installed according to the latest EIA/TIA-568 and 569 standards and the latest BICSI proposed installation procedures
b. Reference Appendix A, Table 1 Cabling Products for recommended Cat6A and Single-mode fiber cabling products or their equivalents
c. Each cable connection (copper or fiber) is to be installed at the location marked on Attachment A, NMFS, WCR VOIP Point Cabling Locations
d. Reference Attachment B – NMFS, WCR Building Maps. The locations identified on the building map drawings for the VOIP are approximated at this time. Exact location (Wall, Height, etc…) will be determined after award.
e. Each cable is to be labeled with a permanently attached label at each end, bearing a unique identification to be supplied by the NMFS, WCR Point-of-Contact (POC).
f. Each cable is to be routed through the appropriate cable management, cubicle, and/or cable conduits in place, specified by the NMFS, WCR POC, NOAA OCIO, or NOAA NWAVE Personnel.
g. No surface or exposed cable tray/conduit will be installed without the permission of the NMFS, WCR
POC.
h. All cables are to be tested after installation and connected to receptacles/patch panels, with test results given to the NMFS, WCR POC.
i. All damage must be repaired to original state. Stations, hallways, communication rooms, ceiling tiles, etc. must be left clean and tidy, with all packaging material removed.
j. Work must be carried out during normal working hours (08:00 to 17:00), with exceptions coordinated with the NMFS, WCR POC.
k. All work and all items of equipment and materials shall be warranted for a minimum period of one year from the date of acceptance of the work. Where a manufacturer’s warranty is longer than one year, the contractor shall offer the extended warranty. The contractor shall, upon notification of any defective items, repair or replace such items within 3 business days without cost to the government
2. NMFS, WCR Building #1, #32:
a. Cat6A Copper Cabling: Provide and install all necessary - Cat6A cables (Yellow = VOIP, Blue =
DATA & VTC) to identified locations throughout Building 1 (See Appendix A, Table 2).
i. Each Cat6A cable shall be terminated with a Cat6A multi-port mount box with RJ45 jacks.
b. Relay Racks: Full height Relay Racks will be provided within IDF locations below under Cat6A Patch Panels. Exact location and position within rack to be identified by the NMFS, WCR POC.
c. Cat6A Patch Panels: Provide and install five - 24-port Cat6A termination patch panels to IDF in the following locations:
• Bldg. 1, 1st Floor, IDF 1023 (GCNW)
• Bldg. 1, 1st Floor, IDF 1057 (SPO, WCR, FSNW)
• Bldg. 1, 2nd Floor, IDF 2010 (SI, DARC)
• Bldg. 1, 2nd Floor, IDF 2030 (DARC)
• Bldg. 32, 2nd Floor, IDF 144 (SI)
d. Wall Jacks: Provide and install Wall Jacks, Faceplates, covers and termination of all wall jacks/plates for all installed Ethernet cables.
• Wall Jacks/Plates must sit flush wall or existing conduit.
• Surface Mount Jacks must be approved in writing prior to installation
• Must be compatible with Cat6A cabling
Delivery
Work will be completed within 30 days of award.
Government-Furnished Property (GFP)
None
Security Considerations
Appropriate notifications will be made with campus security. NOAA employees will escort contractors at all times during work being performed.
The following forms of identification may be required after the time of award [Real ID Act of 2005 (Public Law 109-13)]:
● Enhanced Driver's License from the states of Washington, Minnesota, and New York
● U.S. Passport
● U.S. Passport Card
● U.S. Department of Defense CAC
● U.S. Federal agency HSPD-12 compliant ID cards
● U.S. Veterans ID
● U.S. Military Dependent's ID Card
● U.S. Trusted Traveler Card – Global Entry, SENTRI, or NEXUS
● U.S. Transportation Workers Identification Credential (TWIC)
● State issued Real ID Compliant Driver's Licenses and Identification Cards.

Other Unique Requirements and Considerations
Site Walk-Throughs: NOAA strongly recommends the scheduling of a walk-through of the buildings to survey and to assess building construction. Walk-throughs of the four buildings can be done in a single day. It is anticipated that vendors will use the information gathered during the walk-throughs to more accurately develop their cost proposal.
Licensing: Contractor must have a valid “Limited energy system (06) license/certificate in Washington State.
Place of performance
All work will be completed at the NOAA Western Regional Center, 7600 Sand Point Way NE, Seattle, WA 98115, Building 1 & Building 32
Period of performance
Work will be completed within 30 days of award.
