STATEMENT OF WORK

PROFESSIONAL SERVICES FOR

NATIONAL MARINE FISHERIES SERVICE

WEST COAST REGION

Histopathology and General Diagnostic Lab Contract for the West Coast Marine Mammal Stranding Network

A. Background:

The Protected Resources Division (PRD) is seeking to contract with a local veterinary services laboratory in California, Oregon or Washington to conduct analysis and provide histopathology and general diagnostic reports on marine mammal biological specimens collected by the West Coast Marine Mammal Stranding Network (MMSN). This contract will be a fixed price contract for processing field samples collected from dead marine mammals and submitted by MMSN Stranding Agreement holders and participating State agencies. The Marine Mammal Health and Stranding Response Program was formalized by the 1992 Amendments to the Marine Mammal Protection Act and has the following components; stranding networks, responses and investigations of mortality events, biomonitoring, tissue and serum banking, and analytical quality assurance.

B. Objectives:

The objective of this work is to evaluate and determine cause of death in stranded marine mammals in California, Oregon, and Washington. The results will be used to inform network members and NOAA Fisheries on the primary causes of death in the Region and if those causes can be reduced or mitigated to prevent them from happening in the future (i.e. human interaction cases such as ship strikes, shot cases, fishery interactions, etc.) The results will also allow us to track new and emerging marine mammal diseases.

C. Scope:

The MMSN is authorized by NMFS to investigate stranding events involving marine mammals from the Suborders Pinnipedia, Mysticeti, and Odontoceti. The field investigations include external examinations and data collection as well as internal examination, necropsy and tissue collection. Data and tissue collection and analysis will help understand the processes that led up to the stranding and add to a larger baseline data set from stranding events in the region. Tests requested under the contract are listed below under the tasks category.

D. Tasks:

Tests required under the contract include but not limited to: genetics, gross pathology, histopathology, microbiology, bacteriology, virology (including fungal testing), and toxicology. Toxicology should include heavy metal panels (methyl mercury testing should be available) and Persistent Organic Pollutant (POP) panels are also desirable. Parasites to be identified would include but not limited to; Cryptosporidium parvum, Giardia duodenalis, Toxoplasma gondii, and Sarcosystis neurona. Histologic analysis for Cryptococcus gattii should also be available. The ability to identify Herpesvirus, Salmonella, and Influenza and a lab that is able to run samples for domoic acid and saxitoxin is preferred.

General Diagnostic tests required include but not limited to: CBC and chemical screening tests. Disease screening would include Morbillivirus, Leptospirosis, Coxiella, Brucella and Protozoal encephalitis. The examinations, analysis and reports generated by the contractor will assist in the identification of diseases affecting wild marine mammal populations, detect evidence of injuries or other insults caused by exposure to chemical contaminants, harmful human interactions, or other events. The contract will assist the NMFS in meeting its mandates to collect and disseminate information on diseases and health trends affecting marine mammal populations as required by Title IV of the Marine Mammal Protection Act.

If the lab is unable to provide some of these analyses another lab should be identified for samples to be sent to and results to be shared with the Regional Stranding Coordinator and submitting party.

E. Deliverables:

Prepare and finalize a report for each animal that samples are submitted for. The report will include: the Field Identification number associated with the original stranding so it can be linked to the Level A data, detailed notes on sample analysis and findings, and final diagnosis on cause of death. A final report should be submitted to the Regional Stranding Coordinator (RSC) that submitted the samples and to NOAA Fisheries West Coast Region, Protected Resources Division, Marine Mammal Stranding Coordinator within 90 days of submission of samples. A quarterly budget statement should also be prepared with how much each case cost and the remaining balance on the account. The quarterly budget report should be sent to the Regional Stranding Coordinator following the below deliverable schedule.
