STATEMENT OF WORK
PROFESSIONAL SERVICES FOR
NATIONAL MARINE FISHERIES SERVICE
WEST COAST REGION
CALSIM SUPPORT
June 2, 2016
A. Background: The storage of water is a vital part of California’s water infrastructure that supports more than 37 million residents, a thriving agricultural economy as well as industrial industry. In order to meet future water needs and adjust to the impacts of climate change, new investments and strategies are needed. The potential benefits and impacts of new water infrastructure and operations to the aquatic environment in the Central Valley are often modeled (simulated) using a program called CalSim. This contract is needed to operate CalSim and interpret the benefits and impacts of two new potential storage systems.
The California Department of Water Resources and the U.S. Bureau of Reclamation, working in cooperation with other federal, state, and local agencies, are studying the potential feasibility of alternative plans to build an offstream surface storage north of the Sacramento-San Joaquin Delta as part of the North-of-the-Delta Offstream Storage (NODOS) Investigation. NODOS proposals claim the project will provide a set of benefits, including water supply reliability for municipal and industrial uses, agriculture, and wildlife refuges; ecosystem enhancement actions to improve fish survival in major northern California rivers and the Sacramento-San Joaquin Delta (Delta); water quality improvements for Delta water users and estuarine species; flexible hydropower generation to support renewable energy sources such as wind and solar; recreation opportunities at the new reservoir and improved recreation at existing reservoirs; and local flood damage reduction below the new reservoir.
The Los Vaqueros Expansion II Project is one of five potential surface storage projects identified for project-specific review in the CALFED Record of Decision (ROD). Language in the ROD is as follows: “Expand Los Vaqueros Reservoir by up to 400 TAF with local partners as part of a Bay Area water quality and water supply reliability initiative.” The current study is a collaborative effort to evaluate the feasibility of expanding the existing Los Vaqueros Reservoir to as large as a 500,000 acre-foot reservoir. The expansion would improve water supply reliability and water quality for Bay Area water users, including emergency storage.
The applicants of both these projects have stated potential fish benefits and evaluated the various benefits of different scenarios, however, NMFS must model these scenarios with CalSim in order to adequately verify the benefits. Contract support is needed to populate the CalSim model with scenarios, run the model, and interpret the results. This information will be used to analyze the potential impacts of the project to listed species.
B. Objectives: Provide contractor support for the NOAA/National Marine Fisheries Service (NMFS) West Coast Region’s work in its activities associated with water operations-related modeling in the California Delta. NMFS seeks professional modeling support to help with the evaluation of potential water storage projects in the Central Valley, California. The contractor will provide professional computer skills and CalSim operational support services. The contractor will be required to assist with the preparation of pre-modeled data for CalSim input, running of CalSim, presenting and interpreting the results of model runs.
C. Scope: The Contractor will provide professional CalSim modeling services to carry out the following general tasks:
· Project Management, Administration, and Budget
· Project Team Communication and Coordination, including group and individual communications, as directed by the NMFS Project Leader
· Gather information needed to develop model scenarios
· Execute CalSim model with selected scenarios
· Post process results of CalSim model in NMFS desired format
· Interpretation assistance and follow up tasks as needed
Tasks:
Task 1: 75 hours are anticipated for this task.
Gather flow-related data (Likely in tabular format such as Excel or DSS) from up to 6 alternative flow scenarios from NODOS and Los Vaqueros Expansion II projects needed to evaluate flow scenarios with CalSim. Flow-related data collected for each scenario to be delivered to NMFS in digital format.
Task 2: 200 hours are anticipated for this task.
Adjust input variables and CalSim modeling parameters of selected flow scenarios and evaluate them with CalSim model (up to 6 model scenarios) illustrating potential benefits and impacts to anadromous fishes. Input variables, CalSim modeling parameters, and CalSim modeling results to be delivered to NMFS in digital format.
Task 3: 200 hours are anticipated for this task.
Post-process DSS results of CalSim model scenario runs into Microsoft Excel summary format (up to 6 model scenarios). Microsoft Excel summaries and charts and graphs of key findings related to anadromous fish to be delivered to NMFS in digital format.
Task 4: 75 hours are anticipated for this task.
Assist NMFS with model run results interpretation as needed (up to 6 model scenarios). Conference calls and/or meetings will be needed to deliver this task.

D. Period of Performance: October 1, 2016 - September 30, 2017.
E. Place of Performance: Contractor place of business.
F. Reimbursable Expenses (Travel, Conference, Training, Equipment, Materials, Etc.):
a. Minimal local travel may be required for data gathering from multiple sources in the California Central Valley and meetings at local NMFS WCR facilities. Travel costs for these activities are capped at $2,000.00.
b. No Conference, Training, Equipment or Materials are required.
G. Education/Experience Required:
a. Expert working knowledge of CalSim modeling system
b. Familiarity with water operations of the State Water Project and Central Valley Water Project
c. Knowledge of anadromous fish life histories in California Central Valley and the effects of water operations on these species
H. Other Unique Requirements:
Because this need requires data gathering from multiple sources in the California Central Valley and the ability to work with the CalSim Program on data specific to the California Central Valley this request will best be filled by a local vendor.
