STATEMENT OF WORK

NATIONAL MARINE FISHERIES SERVICE

WEST COAST REGION

VESSEL AND SCIENCE SUPPORT SERVICES

April 13, 2021

A. Background:

The NMFS West Coast Region (WCR) requires a variety of vessel and science related services to support small boat operations, underwater diving operations, equipment storage, and scientific laboratory needs. We require a comprehensive service solution to increase both the efficiency and efficacy of our field operations.

The WCR conducts field operations to support listed species recovery, habitat conservation, marine mammal and listed species stranding response, and natural resource damage assessment pursuant to our statutory and regulatory responsibilities under the Endangered Species Act, Marine Mammal Protection Act, Magnuson-Stevens Fishery Conservation and Management Act, and the Comprehensive Environmental Response, Compensation, and Liability Act. NMFS WCR maintains and implements a small boat and diving program to support our living marine resource stewardship responsibilities. In addition, WCR staff routinely respond to marine mammal and listed species entanglements and stranding events.

B. Objectives:

The objectives of the contract are to provide storage and science services to support our field operations and stranding program. NMFS staff will utilize these services to advance our science and management responsibilities.

C. Scope:

The contract is intended to cover necessary services to support NMFS WCR vessel and field operations, and stranding program.

D. Tasks:

With exception for instances that may require off-site boat and/or trailer repair and maintenance, all the services described below should be provided in one general location within reasonable driving distance (< 30 minutes) of 501 W. Ocean Boulevard, Long Beach, California.

Service 1. Boat storage and maintenance.

Storage that accommodates trailer and small boat with center console measuring approximately 28 feet in length overall. Basic safety and maintenance checks on trailer and small boat pre- and post-departure. Ability to safely transport boat and trailer to off-site repair and maintenance facility, when requested by NMFS. Ability to provide access 24 hours/7 days a week and assist with boat recovery and launching with 24 hour notice, when requested by NMFS.

Service 2. Dive locker facility.

Storage to accommodate SCUBA gear for up to eight NMFS WCR NOAA authorized divers. Hanging rack to accommodate drying wetsuit and accessories. Air compressor capabilities and staff available to fill SCUBA tanks with 24 hour notice on normal working days. Ability to provide access to gear 24 hours/7 days a week.

Service 3. Equipment storage and basic laundry access.

Indoor and secure storage facility for various scientific equipment and field gear. Ability to provide access to gear 24 hours/7 days a week. Storage space area requirement is 100 square feet. Access to running water for equipment rinse. Access and use of washer and dryer for field clothes. Temporary use of area for air drying equipment and gear.

Service 4. Wet laboratory facility.

Dedicated laboratory area for NMFS WCR use with hard countertop and access to running water and sink. Laboratory space area requirement is 20 square feet.

Service 5. Southern California Marine Institute Consortium affiliate membership.

Provide affiliate membership to NMFS WCR. Membership entails no voting rights and reduced privileges at the facility. Membership contribution based upon cost of above services.

E. Period of Performance:

Base Year: August 1, 2021 through July 31, 2022 Option Year I: August 1, 2022 through July 31, 2023 Option Year II: August 1, 2023 through July 31, 2024 Option Year III: August 1, 2024 through July 31, 2025 Option Year IV: August 1, 2025 through July 31, 2026
