Statement of Work For

Design –Build of Marine Recirculating Aquaculture System At Northeast Fisheries Science Center Sandy Hook J.J.Howard Laboratory

74 Magruder Road Sandy Hook, NJ

PURPOSE:

The Northeast Fisheries Science Center (NEFSC) has been tasked with developing its capabilities to study emerging needs of regional aquaculture by constructing a new state-of-the-art marine finfish Recirculating Aquaculture System (RAS). In support of this task we propose construction of a new RAS to conduct research to evaluate feed efficiency, waste production, growth, as well as yet unforeseen emerging needs brought forth by the aquaculture industry and stakeholders in the region. This system will need all the standard components of a RAS (specifications listed below) as well as the flexibility to be modified to future needs. This system will be the first installation of a two part system for experimentation and will occupy half of the room, in which it is to be located. The system will be a scaled down version of a typical land-based aquaculture facilities but capable of supporting similar densities.

PART 1 GENERAL

1.0 Description

a. The James J. Howard Marine Laboratory part of The Northeast Fisheries Science Center (NEFSC) is located at 74 Magruder Road Sandy Hook NJ, 07732. All inquiries or questions about the Request for Proposal or scope of work shall be submitted to Contract Specialist.

b. The Contractor shall design and build this RAS. All work shall be performed to meet or exceed all contract requirements, manufacturer's recommendations, professional organizations federal, state and local codes, regulations, laws and requirements. Contractor shall supply all labor, engineering, design, drawings, testing, programming, monitoring, equipment, permits, fees, supplies, tools, and materials required to complete the project.

c. Design review and progress meetings shall be conducted weekly.

d. The Contractor shall be engaged in design and installation of Marine Recirculating aquaculture systems, and shall have a minimum of four (4) years verifiable experience related to this type of work.

2.0 Site Location

3.0 Extent of Work

a. Provide all labor, materials, supplies, tools, equipment, and supervision necessary to complete the work described and in accordance with the manufacturer’s most current specifications and details to ensure the requirements meet or exceed the best practices as recommended by Government Agencies, Professional Associations, Councils, Institutes, Manufacturers, Codes and Standards. See appendix #2 for a list of Professional Associations, Organizations, Councils, and Institutes.

b. The contractor shall be fully knowledgeable of all requirements of the contract and shall make themselves aware of all job site conditions that will affect their work.

c. The contractor will be responsible for proper clean-up following installation.

d. Design and install a Marine Recirculating Aquaculture System (RAS) that meets or exceeds the needs and technical specifications listed.

1. NEEDS:

a. A custom RAS designed to occupy half of the space provided.

b. The water/power/drainage of the space needs to be evaluated so recommendations can be made to support the design.

c. A list of all parts required for design.

d. CAD drawings of design.

e. Installation of the system.

f. Testing to evaluate that system meets all technical specifications.

g. Instructions on running and maintaining each component of the system.

2. TECHNICAL SPECIFICATIONS:

Experimental RAS should have the following:

a. 2-3 large circular culture tanks (space dependent), ~1500 gal each

b. total system volume 8000-15000 gal

c. Solid waste separation via dual-drain system and or swirl separators.

d. Adequate sump collection.

e. Mechanical, chemical, and biological filtration.

f. Adequate pumpage utilizing variable flow design.

g. Able to support running at salinities from 0-38 ppt without deleterious effect to system.

h. Able to run at temperatures ranging from 4 to 26 degrees C.

i. Able to support fish densities of up to 0.5 lbs/gal.

j. Remote monitoring, alarm, safety and control system.

k. Automated oxygen support system and delivery system.

l. Identifiable power, water and drainage needs.

m. Variable water flow and meters to culture tanks to meet the needs of fish densities.

n. All connecting PVC/valve/fittings.

o. All processes need ability to be bypassed.

p. Supporting structure for system components.

q. Run and secure tubing for gas cylinders to be located outside of the room to the RAS.

r. Run water to heaters/chillers to be located outside room.

s. Noise reducing structures (walls) separating culture tanks from filtration processes (up to fire code).

t. Evaluate the use of existing deep floor drain system as a sump.

u. All plumbing and fittings to be schedule 80 PVC.

v. All fasteners and hardware to be stainless steel or plastic.

w. On site, test for leaks and make sure everything works properly.

Due to the custom nature of the request products, the government highly recommends a site visit in order for the vendor to provide design drawings and the most accurate pricing.

4.0 Submittals

a. The contractor shall submit the following:

1. Project approach plan including materials, methods, construction, testing and startup 15 days after the notice to proceed,

2. Schedule 15 work days after NTP,

3. Safety Data Sheets (SDS) 15 work prior to start of construction,

4. Safety plan prior to start of work

5. Spill protection plan prior to start of work

5.0 Product Delivery, Storage and Handling

a. Deliver materials to the job site in the manufacturer’s original, unopened containers or wrappings with the manufacturer’s name, brand name and installation instructions intact and legible. Deliver in sufficient quantity to permit work to continue without interruption.

b. Comply with the manufacturer’s written instructions for proper material storage.

c. Any materials which are found to be damaged shall be removed and replaced at the contractor’s expense.

6.0 Work Sequence

a. Care shall be exercised to minimize disturbances of surrounding activities, and to provide protection of surrounding structures, parking lots, and landscaping.

7.0 Use of the Premises

a. Before beginning work, the contractor shall secure approval from the building owner’s representative for the following:

1. Areas permitted for personnel parking.

2. Access to the site.

3. Areas permitted for storage of materials and debris.

4. Security: Obey the owner’s requirements for personnel identification, inspection and other security measures.

5. Coordinate parking, staging, and other conflicts that may arise.

b. The Northeast Fisheries Science Center is a smoke-free campus. The Contractor and its employees shall adhere to all applicable rules and regulations regarding maintenance of a smoke free environment on the job site.

c. Use of Government Facilities

1. Water and normal electricity for construction purposes are available at the work site.

2. Contractor shall provide storage for tools and materials. The

Government is not responsible for providing storage or security of materials, tools, or equipment.

d. The premises will be occupied during the performance of the work. Contractor to coordinate work with the Contracting Officer and Government Technical Representative to accommodate the work schedule, facility access and completion date.

e. Working hours shall be 7:30 AM – 4:30 PM, Monday through Friday. Contractor shall observe all federal holidays.

8.0 Existing Conditions

a. If discrepancies are discovered between the existing conditions and those noted in the contract documents immediately notify the Contracting Officer.

9.0 Pre-Proposal Site Visit

Prior to proposal submission, the contractor shall schedule a job site inspection to observe actual conditions and verify all dimensions. For access to the site prior to the quote closing date, the contractor must contact the Government Technical representative, Dan Wieczorek at 732-872-3113, daniel.wieczorek@noaa.gov, to coordinate an appropriate time. Coordinate site visits at least two working days in advance of intended site visit.

10.0 Facilities and Controls

a. The contractor shall remove and dispose of all debris, demolition, and trash from the job site in a timely manner and in accordance with local regulations.

b. Contractor shall comply with all applicable Federal, State, and local laws and regulations concerning environmental pollution prevention control and waste disposal.

c. Contractor shall immediately inform the Contracting Officer and Government Technical Representative of any environmentally hazardous situations that may arise as well as contact required regulatory agencies.

11.0 Job Site Protection

a. The contractor shall adequately protect the site from damage while performing the required work. Provide boards, barriers, signs, cones, and other devices as necessary for protection. Remove protection materials, devices at the completion of the project on a daily basis (when necessary). The contractor shall repair or be responsible for costs to repair all property damaged during the performance of work.

b. Best management practices shall be exercised to provide protection of the building, and existing building infrastructure (utilities, seawater pipes, etc.).

12.0 Safety

a. The contractor shall be responsible for all means and methods as they relate to safety and shall comply with all applicable OSHA, NEC, ACOE, NFPA, and EPA, local, state and federal requirements. Safety shall be the responsibility of the general contractor. All related personnel shall be instructed daily to be mindful of the full time requirement to maintain a safe environment for the facility’s occupants including staff, visitors, customers and the occurrence of the general public on or near the site.

b. The Contractor shall comply with the requirements of 29 CFR, Part 1910: Occupational Safety and Health Administration (OSHA) General Industry and Health Standards, and Health Administration (OSHA) General Industry and Health Standards and 29 CFR, part 1926 Construction Standards. The Contractor shall promptly notify the Contracting Officer of any non-complying work or conditions. Contractor shall be responsible to ensure its work does not affect the safety of the public or employees of the Government. Neither the Government nor its representatives shall bear any responsibility for safety precautions at the project work site. If, however, in the opinion of the Contracting Officer a life-threatening condition exists, then the Contracting Officer will orally (to be confirmed in writing) require the Contractor to immediately suspend work in the affected area until the condition is rectified. Whenever Contractor’s operations may create a hazardous condition, it shall at its sole expense, furnish, install and maintain such guards, fences, barricades, railing, light, signs, or other devices necessary to prevent accident, injury or damage to people or equipment.

c. Safety plan shall include but not be limited to OSHA requirements, welding, open flames, debris, cleanup, workplace safety methods, and emergency procedures. The Safety Plan must be available on site at all times and must be reviewed with all subcontractors working under this contract for the duration of the contract project.

d. The contractor shall ensure all employees; sub-contractors, venders, and other company representatives adhere to all safety rules, regulations, policies and practices.

e. The contractor shall keep the project site in a neat and orderly condition at all times.

13.0 Workmanship

All work shall be of the highest quality and in strict accordance with the manufacturer’s published specifications and the building owner’s satisfaction, most recent codes and standards.

14.0 Quality Assurance

a. Unless otherwise noted in the design documents, the contractor shall comply with the manufacturer’s current specifications and details.

b. Provide adequate number of experienced workmen regularly engaged in this type of work who are skilled in the application techniques of the materials specified. Provide at least one thoroughly trained and experienced superintendent on the job at all times when work is in progress.

c. There shall be a site superintendent on the job site at all times while work is in progress.

The site superintendent must be an employee of the general contractor.

d. There shall be no deviations made from this specification and accepted design without the prior written approval of the Contracting Officer via contract modification. Any deviation from the manufacturer’s installation procedures must be supported by a written certification on the manufacturer’s letterhead and presented for the specifier’s consideration. All substitutions requests for products, equipment, materials and methods described within the contract documents shall be submitted to the Contracting Officer. Substitution requests are not permitted prior to the Notice to Proceed.

Substitute products will be considered when the request is submitted in writing to the Contracting Officer. The Contracting Officer will have ten (10) working days to approve / disapprove substitution request. Substitution request shall not result in schedule extensions.

e. Professional agencies, associations, councils, institutes, codes, and standards as required or referenced by law, statue or manufactures recommendation including those listed in Appendix #1 are part of the contract requirements.

15.0 Job Conditions, Cautions and Warnings

a. Safety Data Sheets (SDS) must be on location at all times during the transportation, storage and application of materials. A separate set shall be given to the Contracting Officer five (5) days prior to start of construction.

b. The Contractor shall not cause or permit any hazardous material to be brought upon, kept or used in or about the premises by its agents, employees, or subcontractors without the prior consent of the Contracting Officer. Hazardous materials that are necessary to the performance of this contract shall be used, kept and stored in a manner that complies with all laws regulating any such hazardous material brought upon or used or kept at this site. Contractor shall provide Safety Data Sheets to the Contracting Officer for any hazardous materials used in the performance of this contract.

c. As used herein, the term “Hazardous Material” means any hazardous or toxic substance, material, or waste, including but not limited to, those substances, materials, and wastes listed in the Department of Transportation Hazardous Material Table (49 CFR 172.101) or by the Environmental Protection Agency as hazardous substances (40 CFR Part 68.130) and amendments thereto, petroleum products, or such other substances, materials, and wastes that are or become regulated under any applicable local, state, or Federal law.

16.0 Warranty

The contractor shall provide the Government all documentation associated with any manufacturer warranties covering the installed equipment.

PART 2 INSTALLATION STANDARDS

17.0 General

a. Deliverables:

1. All work shall be performed in accordance with the most recent revisions listed for applicable codes, standards and regulations, as of the published date of this solicitation.

2. Any code or standard, which is adopted by the above codes or standards and made a part thereof.

3. Contractor to involve the Contracting Officer and Government Technical Representative for overview and input during all phases of design and installation.

PART 3 EXECUTION

18.0 General

a. Comply with the manufacturer’s published instructions for the installation of specified products, and installation requirements per the contract documents.

b. Comply with all federal, state, and local rules and regulations for the installation.

c. The Contractor is responsible for his/her own security arrangements including subcontractors, material, tools, equipment, and personnel.

d. Work in Progress: The Contractor shall be responsible for the protection and safe keeping of all work in progress prior to occupancy or final acceptance by the Government.

e. All methods, materials and workmanship provided by the Contractor under this contract shall, as a minimum, be performed in accordance with professional industry standards and shall comply with applicable codes for construction. Field measurements are the responsibility of the contractor.

19.0 Product

a. The design and final product shall meet or exceed all needs and technical specifications listed in 3.0 (Extend of Work)

b. Contractor is required to start, test, and demonstrate the finish system.

c. Contractor is responsible for providing a user's manual and initial instruction on the use and maintenance of the system.

d. Contractor shall be required to return to evaluate the performance of the system after six (6), and twelve (12) months of initial start-up.

e. If at any point during these evaluations it is discovered the system is not performing properly or as described it is the contractor's responsibility to make correction at their cost.

20.0 Specific Tasks

a. Improvements :

1. Design, Supply and install Marine Recirculating Aquaculture System;

2. Supply and install all controls, wiring, and supports, etc.

3. Supply and install all piping, valves, connections, pipe insulations, hangers, and supports.

4. Supply and install all electrical wiring, conduit, hangers, and grounding,

5. Supply and install all safety device, alarms, emergency shutoffs, warning signals as stated in the contract and as required by latest code(s),

6. Provide onsite: 4 hours training for users.

b. Access to Work Site:

1. All persons employed within the boundaries of the property or restricted-access areas therein, and all persons permitted to enter such property and areas shall comply with the security regulations provided during pre-construction meeting.

2. The Government reserves the right to close down the job site and order Contractor personnel off the premises in the event of a national emergency or a shut-down, for as long as security problems persist. The Contractor may only return to the site with verbal approval from the Contracting Officer.

3. The Government reserves the right to exclude or remove from the site or building any employee of the Contractor or a subcontractor whom the Government deems incompetent, careless, insubordinate or otherwise objectionable, or whose continued employment on the work is deemed by the Government to be contrary to the public interest.

4. Personnel may be subject to inspection of their personal effects when entering and leaving the facility. In addition, unscheduled inspections of personnel may be made when entering or while on site.

c. Final Acceptance and Inspections:

1. Inspection of work to be performed by the Government Technical Representative with coordination with Contracting Officer. Any corrective action required as a result of the inspection will be accomplished prior to final billing.

2. The Contractor may be notified of deficiencies in performance in writing by the Contracting Officer. Oral deficiency notifications will be confirmed in writing. Prompt action shall be taken by the contractor upon notice of deficiency.

3. The contractor shall advised the Contracting Officer when all work is completed. The Government will not accept the work until it determines that all work has been satisfactorily completed within the terms of the contract.

21.0 Clean Up

Perform daily clean-up to collect all wrappings, empty containers, paper, and other debris from the project site. Upon completion, all debris must be disposed of in a legally acceptable manner. The Contractor shall ensure that the project area and areas adjacent to the project area are maintained in a clean and safe condition.

The period of performance shall be one year with the installation occurring within the first 90 days of the project and after notice to proceed (NTP) is issued. System testing and evaluation will occur a minimum of three (3) times after installation and within a one year period.

Recommended testing and evaluation to occur as follows:
