About this file
This statement of need requests proposals for a custom underwater electronics pressure housing in support of NOAA Fisheries' HabCam vehicle. The cylindrical housing must be rated to 500 meters depth, with optional pricing to 1000 meters. It will contain electronic equipment for the vehicle's stereo cameras, sensors, and fiber optic data transmission. Proposals are due by September 30th 2023 for delivery to Woods Hole, Massachusetts by the same date. Pricing should be itemized for one unit and shipping, with optional pricing for a second unit. Invoicing will be submitted in arrears on a monthly basis.

STATEMENT OF NEED
NF-FM7220-23-02283
HabCam Electronics Pressure Housing
This effort is in support of NOAA’s broader mission to conserve and manage coastal and marine ecosystems and resources and NOAA Fisheries Service’ responsibility for the stewardship of the nation's ocean resources and their habitat. The current Fisheries strategic plan requires “meeting the increased needs for assessment data and modeling capabilities to support optimal catch levels”. The Northeast Fisheries Science Center, Ecosystems Surveys Branch (NEFSC/ESB) is responsible for collecting data and samples that go into fishery stock assessments through multispecies resource surveys.
ESB maintains the HabCam V4 towed stereo camera vehicle to support these efforts. HabCam is used to collect massive amounts of imagery and oceanographic data in a non-lethal manner for the NEFSC. HabCam is ideally flown at an altitude of 1.5-2.5 meters from the seafloor to assess habitat and benthic species composition. Data is transmitted back to the research vessel through an armored fiber optic cable and light wavelength data is transformed for inclusion into a relational database and for real time HabCam pilot displays using custom software GUIs.
The Habcam vehicle is constructed of a rugged, stainless steel frame, stereo cameras, LED strobes, a primary and secondary electronics bottle (aka pressure housing) and a multitude of sensors connected to the electronics bottles. The primary electronics bottle contains power supplies, ethernet switches, wavelength multiplexer for fiber optic data, and strobe and camera controllers. HabCam was originally built in 2011 in cooperation with Woods Hole Oceanographic Institute. The NEFSC does not have a back up main electronics bottle. On previous surveys the main bottle has needed to be opened and repaired as various parts failed.
Ideally the NEFSC would have duplicity in electronics bottles and all electronics so there can be no single point of failure. Having a redundant system for ocean deployment is critical in case there is failure of one unit and a secondary unit could be swapped in with little downtime or configurations.
INTENDED USE / PURPOSE:
The Habcam V4 is a custom designed system that the NEFSC and Woods Hole Oceanographic created for scallop and habitat data collection. The NEFSC needs a custom built cylindrical marine grade, pressure housing with 2 endcaps rated to 500m. The housing will contain electronic equipment and end plates would be milled out and threaded for specific bulkhead connectors. Endcaps and main cylinder would be anodized. All drawings would be delivered in a format compatible with CAD software. The housing must have a practical means for opening.
SPECIAL REQUIREMENTS (ESSENTIAL SALIENT FEATURES):
Contractor shall provide all labor, materials, equipment, and delivery for a new pressure housing.
The housing must meet and/or exceed the following salient and functional characteristics that meet or exceed (these are critical criteria):
● Pressure rated electronics bottle that will be mounted to the Habcam vehicle (500m min depth rating, preferred depth rating 1000m)
● Must integrate into the Habcam vehicle frame
● Must meet all drawing requirements, see attached Appendices 1-3. (CAD drawings available on request to Rich.Powell@noaa.gov)
○ Appendix 1: main cylinder pressure housing
○ Appendix 2: endcap 1
○ Appendix 3: endcap 2
Other criteria:
● Delivery by September 30, 2023
● Base requirement is for one (1) unit (1 cylinder and 2 endcaps).
● Optional: depending on pricing and available funding (1) additional unit may be ordered
(for a total of 2 cylinders and 4 endcaps).
● When quoting, please break out each unit (1 cylinder and 2 endcaps) and shipping as individual lines so the pricing of the additional unit and shipping are clear.
DELIVERY LOCATION:
NOAA/NMFS 166 Water Street Woods Hole, MA 02543.
Attn: Charles Keith 401-366-4851 or Richard Powell 508-348-9169.
DELIVERY SCHEDULE: Deliver by 9/30/2023, between normal business hours, 8:00am – 4:00pm, Monday through Friday.

1. Payments will be based on receipt of a proper invoice and satisfactory contract performance and guidelines in FAR 32.9, Prompt Payment.
2. To constitute a proper invoice, the Contractor’s invoice shall be prepared in accordance with, and contain the elements specified in FAR 52.212-4(g), “Invoices”.
3. The Government will return invoices that do not comply with FAR 52.212-4(g), “Invoices” within 7 days after the date the invoice was received along with a statement as to the reasons why it is not a proper invoice.
4. The Contractor will send invoices in accordance with the terms and conditions of this contract to the following address (electronic submission of invoices is preferred):
