Statement of Work
National Marine Fisheries Service
National Observer Program
Marine Safety Instructor Training Certification and Refresher
Background and Objectives
Section 403(b) of the Magnuson-Stevens Fishery Conservation and Management Act directs the
Secretary of Commerce, in cooperation with the states and the National Sea Grant College
Program, to establish appropriate training programs for fishery observers and to ensure that they are competent to perform their mission.
In April 1999, the National Marine Fisheries Service (NMFS) contracted with the Atlantic States
Marine Fisheries Commission (ASMFC), to conduct a Needs Assessment Survey to determine the core competencies for fishery observer training programs. The survey addressed observer competency in such areas as fisheries science, statistical analysis, and vessel safety. Subsequent reviews of the national and regional observer programs resulted in further recommendations for improvements in observer safety training.
In January 2004, NMFS observer safety trainers met and developed safety training standards for all NMFS fisheries observers. These standards require that all observer safety trainers successfully complete a United States Coast Guard (USCG) approved Marine Safety Instructor
Training (MSIT) course prior to conducting safety training. Certified trainers are also required to complete a 3-day refresher course every 3 years. This work statement provides for a MSIT course and refresher training for up to 20 observer trainers, to be conducted simultaneously.
The objectives of this contract are to maintain the number of regional observer training staff, sustain the quality of safety training provided to observers in all regional observer programs, and maintain consistent observer safety training standards nationwide. In order to meet these objectives, the National Observer Program (NOP) is seeking a contractor to conduct a United
States Coast Guard (USCG) approved Marine Safety Instructor Training (MSIT) certification and refresher course.
Project Overview
This contract will be a one (1) base year contract with 3 option years. The NOP will contract a provider to conduct annual MSIT certification and refresher trainings for fisheries observer safety trainers.
Topics will include, but are not necessarily limited to, the following:
preparation for at-sea emergencies, small boat safety, cold water near drowning , hypothermia;
cold water survival;
sea survival, proper handling of equipment (e.g. life raft, EPIRB, pEPIRB, survival suit, PFD), procedures and drills (e.g. pool and open water drills, firefighting, pyrotechnics, dewatering, MOB, and food and water in a survival situation), and
U.S.C.G. updates on marine safety relative to the commercial fishing industry
New trainees and returning certified trainers will participate in each annual training session. The contractor must customize the Methods of Instruction (MOI) portion of their standard MSIT training to make it applicable for NMFS observer trainers, but the MOI should focus on refresher training for the returning certified trainers. The contractor will ensure that participants make at least two presentations (one five minute, one 15 minute), covering an element of safety training.
Each presenter will be allowed an opportunity to review their teaching style and habits.
Instructors and other trainers will provide suggestions on how the material could be taught more effectively.
The agency reserves the right to unlimited duplication of training materials provided by the contractor and shall credit the contractor in print on appropriate media and uses of the training materials.
Deliverables
Unless otherwise noted, the contractor will meet the following requirements each year the contract is in effect:
The contractor will coordinate with the NMFS, to ensure all logistics for training are met, e.g. use of pool, vessels, and other facilities as needed.
Contractor shall develop an instructor manual for each participant that will include all material presented during the course
The contractor will provide an instructor manual to each of the participants in the course
(approximately 20 attendees), and one additional manual will be provided to the NOP one week prior to the course start date.
The contractor will conduct the MSIT course (minimum of 40 hours) and refresher training (minimum of 24 hours) for up to 20 attendees, selected by NMFS, at the time negotiated by the contractor and the NMFS requesting official.
The contractor will conduct either a MSIT course or refresher training for up to 20 attendees in the event an insufficient number of participants are available for certification and refresher training, at the time negotiated by contractor and the NMFS requesting official.
Upon completion, the contractor will provide the NMFS COR documentation of all participants and their training status, grades, evaluations,.
IT Security
The contractor must meet the Department of Commerce IT Security Program Policy and
Minimum Implementation Standards (found at http://www.osec.doc.gov/cio/ITSIT/DOC-IT-
Security-Program-Policy.htm). The contractor must also adhere to NOAA and NMFS security policies (found at https://www.csp.noaa.gov/policies/).
Period of Performance
The base period of performance is January 1, 2019 through December 31, 2019.
Option 1 will be January 1, 2020 – December 31, 2020
Option 2 will be January 1, 2021 – December 31, 2021
Option 3 will be January 1, 2022 – December 31, 2022
Place of Performance
Work shall be performed at an agreed upon location within the contiguous United States.
