STATEMENT OF WORK

National Oceanic and Atmospheric Administration (NOAA)

NOAA FISHERIES

Office Of Habitat Conservation, Chesapeake Bay Office v

I. Background/Overview:

The final product of this contract will be a report that identifies specific sites in Mobjack Bay, Virginia, and its tributaries where nearshore oyster structures can be most effective in protecting shorelines. The structures can be intertidal or subtidal, must support live oysters, and may include but not limited to stone reefs, reef balls, oyster castles. The report must include documentation of data compiled, criteria development, spatial analysis and/or modeling approaches and methods.

The National Oceanic and Atmospheric Administration has recently named the Middle Peninsula a Habitat Focus Area. The Middle Peninsula Habitat Focus Area includes the tidal watershed of the York River, Piankatank River, and Mobjack Bay in Virginia. Working with partners in the area at the federal, state, local, and tribal levels, NOAA will restore habitats for important fish and shellfish species and improve coastal community resiliency. The Middle Peninsula was selected because it presents excellent opportunities to restore oyster reefs, fish habitat, and shorelines. The area faces significant challenges from sea level rise, but nature-based infrastructure can help it become more economically and ecologically resilient. NOAA and several local, federal, state, and nongovernmental organizations have identified it as an area that needs help with habitat conservation.

Through the Middle Peninsula Habitat Focus Area, NOAA will work to conserve fish habitat and support the region’s ability to mitigate impacts to shorelines in the face of climate change. With our partners, we have developed plans for habitat restoration, water-quality improvement, and climate resilience work.

The Mojack Bay is one component of the Habitat Focus Area where we are planning a multi pronged approach to oyster restoration. The objectives of the oyster restoration in this area are:

1) restore subtidal oysters to increase reef habitat, oyster populations and associated ecosystem services 2) consider wild harvest and aquaculture enhancement into the restoration design and implementation 3) site, design and implement nearshore (shallow subtidal and intertidal) oyster reef structures to provide shoreline protection and fish habitat. This scope of work is focused on the third objective where there are significant gaps in understanding where and in what form nearshore oyster structures can best achieve the desired results. There has already been significant work on objective 1 including some spatial analysis for the Mobjack Bay and objective 2 will be addressed through other means and stakeholder engagement.

II. Scope of Work This project will result in site recommendations and design options for nearshore oyster structures specific to this system. The project will include criteria development, spatial analysis and potentially other modeling approaches to result in a tiered ranking of specific sites in the

Mobjack Bay and its tributaries where nearshore oyster structures can be most effective. These nearshore oyster structures will be sited and designed in a way that they provide shoreline protection (reduced wave energy and erosion) and three dimensional fish habitat. The sites and designs shall also avoid causing undue harm to adjacent habitats and shorelines. The tiered ranking must incorporate shoreline vulnerability and the potential of nearshore restoration to increase shoreline resilience while supporting oyster populations, growth and associated ecosystem services. The data, criteria, methods and results of the tiered ranking (which could be in the form of a decision matrix and/spatial analysis) will be provided in full as a project deliverable. The tiered ranking sites will be mapped regardless of the analytical approach used to identify them. In addition to the tiered ranking of specific sites, each site must include a menu of options indicating what type of nearshore structures would work best at the sites. This menu of options is not intended to be a site design for each highly ranked location but rather a general description of the suggested location offshore, depth, size, substrate type, and oyster enhancement needed to have a positive impact on shoreline resilience.

This tiered ranking will be used by NOAA and partners to develop project proposals for high ranking sites. It is anticipated that this spatial tool/model would need to include, but is not limited to existing shoreline parameters, physical water column dynamics, bottom type, subtidal habitat data, biological data, wind speeds and direction, wave energy, and analysis to evaluate the type (position, size) and performance of nearshore oyster structures. The oyster structures can include hard substrate that is not composed of biogenic material. Examples include concrete reef balls and castles or appropriately sized stone that maximize oyster growth and densities, and include at least 50 oysters/m2.

III. Tasks

Task 1: Kick off meeting, data needs, analysis framework Contractor meets with a steering committee organized by the NOAA Chesapeake Bay Office (NCBO) for a project initiation kick-off meeting to discuss the project goals, deliverables, timeline, data sources, and analytical approach.

The Contractor shall develop minutes for this kick-off meeting, which shall include an initial list of data to be compiled, draft criteria for site selection and prioritization, a conceptual framework or model for planned analytical or modeling products. The Contractor will meet with the steering committee again at the end of each quarter (3-month periods) to discuss progress. NCBO will schedule and coordinate the kick-off meeting, and the Contractor will be responsible for scheduling and organizing the following quarterly progress meetings. In addition to quarterly meetings, progress reports will be submitted by the contractor to NCBO. NCBO will work with the contractor to arrange any outreach to stakeholders and potentially data providers as necessary.
