Statement of Work NSIL Walk In Freezer ReFit
NF-FKF700-21-02197
BACKGROUND
The National Seafood Inspection Laboratory (NSIL) maintains two walk in freezers that are located in Room 274 and are integral to the NOAA Fisheries building. These freezers are getting near the end of their normal life cycle and are beginning to cost more in maintenance each year. NSIL proposes to have all the refrigeration equipment inside the units and the controls package replaced with new equipment. The intent is to leave all piping and the construction components as is.
1.0 INTRODUCTION
The National Seafood Inspection Laboratory has two walk in freezers for sample storage. The contractor shall provide all equipment, personnel, tools, materials, supervision, and other items and incidental services necessary to perform a complete replacement of the evaporators in the units and the condensers on the roof with equal or better within current design parameters as prescribed in the manufacturer’s maintenance manuals and technical bulletins and in keeping with good business practice in accordance with this Statement of Work (SOW). This service will be performed at the National Seafood Inspection Laboratory, at:
3209 Frederic Street, /F/SF7, Pascagoula, MS 39568-4163.
1.1 CURRENT SYSTEMS OVERVIEW
See the Visuals Package for plans and visual details for the existing equipment and physical location in relation to the facility. A Non-disclosure agreement must be signed before viewing the Visuals Package.
1.1.1. Walk In Freezer (Rapid Pull Down or Blast) NSIL Designation WI1: This freezer consists of a 20000BTU evaporator piped into a 4.5hp scroll condensing unit located on the roof accessible by standard door. Factory model number MEL0228.0X7A, Frost Model number FERE200B/2. Serial Number: 223926.0001; Condenser Model Number BZT045L6C.
1.1.2. Walk In Freezer (Storage) NSIL Designation WI2: This freezer consists of a 16000BTU evaporator piped into a 3.5hp scroll condensing unit located on the roof accessible by a standard door. Factory model number MEL0155.1X4, Frost Model number FERE160B/2. Serial Number: 223925.0001. Condenser Model Number BZT035L6C.
1.1.3. Control Panel: The walk in freezers in 1.1.1 and 1.1.2 are both controlled by the same control panel that is a Global Link Controller HLLC2 with a back up control that is a Johnson Controls A419 controller.
1.2 SCOPE
The contractor shall provide all personnel, equipment, tools, services, and supervision necessary to replace the evaporator, condenser, and controls of both units detailed above in section 1.1. This equipment and installation are to be performed at the National Seafood Inspection Laboratory, at 3209 Frederic Street, Pascagoula, MS. The contractor shall perform all installation tasks in accordance with the manufacturers’ recommendations as well as the standards and procedures defined in this contract.
1.3 EMPLOYEES
Certifications: The contractor shall be licensed to conduct refrigeration work in the State of Mississippi and have 5 years of experience in refrigeration equipment service as detailed in serviceable items listed in 1.1 above. The contractor’s onsite worker should be trained and certified for conducting maintenance and repair on refrigeration equipment as detailed in serviceable items listed in 1.1 above. Vendor to provide verification of above requirements with proposal.
1.4 HOURS OR OPERATION
1.4.1 Normal Hours: The contractor shall complete work during the following normal hours of operation for the SEFSC Main Lab Building: Monday through Friday 8:00 am to 5:00 pm.
1.4.2 Recognized Holidays: The contractor will not provide service on federal holidays.
1.5 SAFETY
1.5.1 Contractor Compliance: The contractor and its subcontractors shall comply with Public Law 91-596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and Occupational Health (ESOH) (DODD 4715.1E). These requirements shall be incorporated into the contractor’s safety and health program.
1.5.2 Mishap Notification and Investigation: The contractor and its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation. The contractor shall notify (via telephone) the cognizant contracting officer, the contracting officer’s representative, and/or other applicable members within four (4) hours of all mishaps or incidents. The Government person notified by the contractor will in-turn notify the Safety office. Contractor notifications made after duty hours shall be reported to the appropriate installation
Command Post. If requested by the cognizant contracting officer, the contracting officer’s representative, and/or the cognizant program manager, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the Government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the Government personnel until the investigation is completed.
1.5.3 Environmental Requirements
1.5.3.1 All work performed under the PWS will completed in accordance with Environmental Protection Agency (EPA) requirements for handling of refrigerants and hazardous materials (HAZMAT).
1.5.3.2 All provisions of the Clean Air Act (CAA) and Clean Water Act are to be followed with respect to the handling, disposal, and record keeping requirements for ozone depleting substances and other hazardous materials (HAZMAT) used in the performance of this contract.
1.5.3.3 All oils and solvents, or consumables contaminated with HAZMAT are to be removed from the premises and properly disposed of.
2.0 GENERAL REQUIREMENTS
2.1 NON-PERSONAL SERVICES
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
2.2 BUSINESS RELATIONS
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 CONTRACT ADMINISTRATION AND MANAGEMENT
The following subsections specify requirements for contract, management, and personnel administration.
2.3.1 Contract Management
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at the National Seafood Inspection Laboratory and the contractor's corporate offices.
2.3.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.
2.3.3 Property Control:
The contractor shall obtain approval of the contract representative or the contracting officer before removing any item from its existing location.
2.4 CONTRACTOR PERSONNEL, DISCIPLINES, AND SPECIALTIES
The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories as defined in the Labor Categories document (see attachment), labor rates, and man-hours utilized in the performance of the requirements. The successful contractor must be properly certified refrigeration technician and be able to provide a valid business license and certification alone with a document a work history performing similar tasks within the last twelve months and provide references for that work performed.
2.5 PERIOD OF PERFORMANCE
Work is to begin within 60 days of the award of the contract with coordination with the Government sample/analytical work load in consideration. Each unit is to be replaced consecutively as detailed in section 4.0 below to ensure adequate freezer space. Work should be completed and any as-built drawings or equipment manuals provided to the Government within 90 days of the start of work.
3.0 TERMS OF THE SOW
The contractor will be responsible for the scheduling and coordination of work on the site. The contractor shall provide all labor, materials, tools, supplies, equipment, transportation, supervision, incidental engineering and management necessary to perform all tasks.
4.0 PERFORMANCE TASKS
The following section specifies the Performance Objectives and Performance Elements for the contract.
4.1. TASK 1: First freezer. Whichever freezer is completed first is at the discretion of the vendor. Demolition of old equipment.
• Lock and tag out equipment per OSHA regulations.
• Remove and recover refrigerant from the system and dispose of it according to EPA Regulation.
• Disconnect electrical.
• Disconnect copper refrigerant connections.
• Remove fan coil from inside the walk in freezer and the condenser from the roof, providing the crane.
4.2. TASK 2: First freezer. Whichever freezer is completed first is at the discretion of the vendor. Provide and install new equipment. New evaporator and condenser of equal BTU to that which was removed to be installed to factory specifications.
• Flush refrigeration line sets.
• Hang and install inside fan coil unit including fasteners and straps.
• Connect drain line including heater tape.
• Braze and connect copper line.
• Connect electrical connection.
• Provide outdoor condensing unit and placement on roof providing crane.
• Provide wind rated straps to outdoor unit.
• Connect copper and electrical on outdoor unit.
• Pressure test the system to 400PSI with nitrogen to industry standards.
• Provide a triple deep vacuum to 500 microns for proper dehydration of the system.
• Charge system to factory specifications.
• Provide unit installation to mechanical code standards.
4.3. TASK 3: Second freezer. Demolition of old equipment.

4.5 TASK 5: Removal of the old control panel. This task should be completed in such a way as to not affect the performance of the freezers in any way for longer than a few hours to maintain the integrity of any samples present in the other freezer.
4.6 TASK 6: Install the new control package. The new controls should be analog controls. Digital controls or communication with the building automation system is not a requirement.
4.7 TASK 7: Provide documentation for the new equipment and provide for up to one hour of training for up to 3 employees on the use of the control panel.
