STATEMENT OF NEED

PURPOSE:

Procurement of a shallow draft boat, outboard engine, and trailer to support NOAA Office of Law Enforcement operations in the Florida Keys National Marine Sanctuary.

SCOPE OR MISSION:

NOAA’s Office of Law Enforcement (OLE) protects marine wildlife and habitat by enforcing domestic laws and supporting international treaty requirements designed to ensure global resources are available for future generations.

OLE is dedicated to enforcing laws that conserve and protect our nation’s marine resources and their natural habitat. We ensure a level playing field for honest fishermen, defend U.S.

economic and public health interest from illegal international and domestic fishing activities, and protect vulnerable marine species in order to ensure these global resources do not disappear.

Our primary jurisdiction is the U.S. Exclusive Economic Zone, which includes waters from 3 to 200 miles off the U.S. coast, including more than 3 million square miles of open-ocean and more than 95,000 miles of coastline. This includes 13 national marine sanctuaries and four marine national monuments.

OLE enforces more than 40 laws designed to protect marine life and their habitat. One of those is the National Marine Sanctuaries Act, specifically the Florida Keys National Marine Sanctuary

(FKNMS).

The Florida Keys National Marine Sanctuary extends approximately 220 nautical miles southwest from the southern tip of the Florida peninsula. The Sanctuary’s marine ecosystem supports over 6,000 species of plants, fishes, and invertebrates, including the nation’s only living coral reef that lies adjacent to the continent. The area includes one of the largest seagrass communities in this hemisphere. The Sanctuary overlaps four national wildlife refuges, six state parks, three state aquatic preserves. The Sanctuary faces specific threats, including direct human impacts such as vessel groundings, pollution, and overfishing.

OLE directly supports the purpose of the FKNMS – to protect resources and their conservation, recreational, ecological, historical, research, educational, or aesthetic values through comprehensive long-term management and the mission of the FKNMS – to identify, designate, and comprehensively manage marine areas of national significance. National marine sanctuaries are established for the public's long-term benefit, use, and enjoyment. One of the management tools is enforcement and resource protection. OLE is the primary enforcement agency of the FKNMS and fully supports the purpose and mission of the FKNMS.

BACKGROUND:

The boat is necessary to support the mission of NOAA OLE and the FKNMS. The need for the purchase of the boat is to conduct NOAA OLE law enforcement patrols and investigations specifically in the nearshore, shallow waters of the Florida Keys National Marine Sanctuary.

Patrols in the backcountry waters within the Florida Keys National Marine Sanctuary and vessel-grounding investigations require the use of a shallow draft boat. The equipment to be purchased is an 18-foot long shallow draft outboard powered V-Hull boat, equipped with a 150-horsepower four-stroke engine and trailer.

TECHNICAL SPECIFICATIONS:

The boat shall be a 18-19 foot long fiberglass v-hull design with center console and shall also include the following industry standard features necessary to support law enforcement operations: marine grade tinned wiring as necessary for 12-volt electrical service, deck cleats, operator’s (center) console with windshield and seating, hydraulic steering system, steering wheel, navigational lights, fuel storage tank, gear storage compartments, factory rub rail, one primary and one auxiliary starting battery with associated battery switch, aft drain plug(s), bilge pump, 150-horsepower in-line four stroke outboard engine, hydraulic jack plate, 8’ power pole, 20’ carbon fiber marine push pole, aft poling platform and trailer.
