File Type: FAR Part 12 Sole Source Justification and Approval

This justification document (Control No. KNOX-SAT-2027-0003) supports a firm-fixed-price sole source contract award to WCP/Fern Exposition Services, LLC (doing business as FERN) for convention decorator services at the National Future Farmers of America (NFFA) 2026 Convention & Expo in Indianapolis, Indiana, scheduled October 20-23, 2026. The requiring activity is the U.S. Army Recruiting Command (USAREC) National Conventions Division at Fort Knox, Kentucky, with contracting authority vested in the Army Mission and Installation Contracting Command (MICC) at Fort Knox. The contract will provide carpeting, carpet padding, furniture, accessories, material handling services, vacuuming, and credit card fees for the event.

The justification cites simplified acquisition procedures under Title 41 U.S.C. 1901 as implemented by FAR 12.102(a), asserting that FERN is the sole authorized vendor selected by NFFA as the official event organizer. No competition was pursued, and market research confirmed FERN's exclusive authorization. The prior contract for this event (W9124D-26-PA004) was awarded to FERN in FY26 for $83,548.55 covering October 29-November 1, 2025. The Contracting Officer determined the anticipated cost will be fair and reasonable based on comparison with previous similar purchases under FAR 12.204(a), without requiring certified cost or pricing data since the services are considered commercial. The contract is deemed essential to support Army recruiting objectives by maintaining visible presence among high-potential young individuals.
