Department of Homeland Security (DHS), Office of Public Affairs Request for Information (RFI) For News Clipping Services
SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.
PURPOSE OF RFI:
This RFI is to conduct market research for planning purposes only and shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. No solicitation document exists, and a formal solicitation may or may not be issued by the Government as a result of the responses received to this RFI. DHS may (or may not), at the agency’s sole discretion, issue a formal solicitation for this requirement at a later time. The Government will not pay for any response or demonstration expenses. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
The purpose of this RFI is for the Department of Homeland Security (DHS) to identify qualified and interested small and/or other socioeconomic groups with experience within the referenced requirement, request recommended labor categories, and request vendor comments on the below stated information to help narrow the scope of the requirement. This RFI is being issued solely for DHS’ informational and planning purposes, as it may relate to acquisition strategy, planning schedules, feasibility of the requirement, and development of the requirement.

BACKGROUND
The Office of Public Affairs (OPA) is the Department of Homeland Security’s (DHS) primary point of contact for the news media, organizations, and the general public seeking information about the Department of Homeland Security’s programs, policies, procedures, statistics, and services. The office assists the Secretary on all public affairs as well as strategic and internal communications.
PRODUCTS AND SERVICES REQUIRED
The DHS OPA is seeking contractor support to provide a complete and comprehensive review and summary of news stories affecting the U.S. Department of Homeland Security (DHS). The News briefing shall be timely, relevant, and focused on the latest developments of DHS, including coverage of all of the components within DHS.
Accordingly, DHS requires the contractor to be capable to perform the following:
· Review and understand a wide range of news outlets
· Understand the complex national security environment and DHS’ subject matter
· Remove duplicate of non-critical information and disseminate breaking news and issues relating to DHS and its components
· Extract critical information and indicate where stories post is imperative.
The specific tasks include:
1. Provide complete and comprehensive access to media sources including but not limited to national and local television, radio internet, magazines and periodicals, newspapers, news wire, trade journals, social media, specialty publications and Spanish-languages media (translated to English) in electronic form.
2. Compile and distribute a summary of news coverage to DHS employees by 6:00 a.m., EST every weekday and by 8:00 a.m. EST on weekends.
3. Provide real time news alerts throughout the day to senior staff every weekday.
4. Briefings are not required on Federal holidays.
5. Provide real time monitoring of television and social media to also be included in clips and real time news updates.
6. Provide media sources that reflect news topics related to homeland and national security including but not limited to aviation security, border security, cargo security, citizenship issues, counterfeit goods, Congressional activity, customs investigations, cyber security, emerging technologies, federal law enforcement, immigration enforcement, immigration services, intelligence, international trade, maritime security, national security, national disaster, port security, preparedness, response and recovery, and terrorism.
7. Provide summary/briefing that shall be organized by story and subject, including a customized index divided by subject matter and shall be in printable format for distribution.
8. Provide summary service to cover holidays and weekends, with holiday news presented on the first workday following the holiday.
ANTICIPATED PERIOD OF PERFORMANCE
The anticipated period of performance consists of a 12-month base year and four (4) 12-month option periods to be exercised at the discretion of the Government.
RESPONSE TO RFI
DHS is requesting all interested vendors to provide a full written Capability Statement to this RFI to provide the following information:
1. Cover sheet that includes:
· Company name and address;
· Website Address;
· Points of contact including phone number and e-mail address;
· Business Size and Type of Ownership (i.e., 8A, Other than Small, Small, Small Disadvantaged, Woman-owned, Hub-zone, Service-Disabled Veteran, etc.)
2. The remaining of the capability statement shall include the following:
a. Capability Statement to include how the vendor’s solution meets DHS’s requirements addressing each of the Tasks (1 through 8) above.
b. A description of the applicable capabilities of your company and the nature of the services you provide. Include a description of your staff composition and management structure.
c. Contract Vehicle and Contract Number where services are available. i.e., Open Market; Government-wide Acquisition Contract; GSA Multiple Award Schedule to include schedule number and SIN, NAICS, etc. If applicable, identify any DHS Strategic Vehicles that you are currently an awardee under the services described in this notice.
d. A description of your company's experience within the past three years on previous projects that are the same or similar to this requirement. Include contract and task order numbers, a brief description of the work performed, and the periods of performance. Provide no more than three examples.
SUBMISSION OF RESPONSE
Submissions shall be made using Microsoft Office or Adobe Acrobat applications. The cover sheet and table of contents, if any, shall not be included in the 5 page limit. Font shall not be smaller than 12-point Times New Roman. Respondents are responsible for clearly identifying proprietary information. Responses containing proprietary information must have each page containing such information clearly marked with a label such as “Proprietary” or “Company Proprietary.” DO NOT INCLUDE ANY CLASSIFIED INFORMATION IN THE
MARKET RESEARCH RESPONSE.
All e-mail responses MUST include the subject header “RFI Response: “News Clipping Services” in responding to this RFI.
Your response must be delivered via email to the individuals via the email addresses identified below by the response due date.
Response due date: no later than (Monday), November 21, 2022 10:00 AM Eastern Standard Time.
