Section C - Description/Specifications

Scope of Work

STATEMENT OF WORK

ELP ATRAM Preventative Maintenance – El Paso, TX

Mt. Franklin State Park, W Gunnison Drive, El Paso, TX 79904

SCOPE

The contractor shall furnish all labor, equipment, supplies and materials required to provide preventative maintenance for the Federal Aviation Administration’s ATRAM located within the Mount Franklin State Park in El Paso, TX 79904. Contractors will be required to be escorted at all times while working on FAA equipment.

Contractor shall adhere to all State and Federal regulations pertaining to the Park.

SUPPLIES, MATERIALS AND UTILITIES

The Government will furnish electricity and water as needed to perform maintenance to the ATRAM. All other supplies, tools, appliances, and material necessary to perform this service shall be furnished by the contractor. The FAA will supply a personnel lift for use at the base only. The FAA will supply grease and lubricants upon request from the maintenance team. The maintenance team shall place all oil/lubricants for disposal in proper hazmat containers for transport by the FAA.

PERIOD OF PERFORMANCE:

The proposed contract will be awarded with a base year plus four option years. The Period of Performance (POP) is expected to begin on October 1, 2017. The end date of the contract if all option years are exercised would be September 30, 2022.

Base Year: 10/01/22 – 09/30/23 Option Year 1: 10/01/23 – 09/30/24 Option Year 2: 10/01/24 – 09/30/25 Option Year 3: 10/01/25 – 09/30/26 Option Year 4: 10/01/26 – 09/30/27

SUMMARY

All maintenance services will be performed between the hours of 8:00 a.m. and 5:00 p.m. or during times negotiated. Services will be performed during the work week Monday through Friday excluding Federal holidays.

All maintenance services will be scheduled with the FAA El Paso Terminal Radar SSC Manager and IAW FAA Order 6000.15.

Maintenance services shall be coordinated with:

SITE VISITS

- Annual Service Inspection o Perform magnetic rope test on haul rope (non-destructive test) o Gear Box Temperature Controller

§ Verify if set point (SP1) has dropped below current temperature that cooler is activated § Verify if set point (SP2) has dropped below current temperature that “Gearbox

Temperature Fault” is activated o Service Brake

§ Disassemble, clean, inspect and re-assemble brake § Disassemble and inspect the spring washers § Lubricate the brake system § Torque all bolts § Check brake position switch for correct adjustment § Conduct pull test o Bullwheel Brake Cylinder § Disassemble the brake(s), clean and inspect all parts § Lubricate the spring washer friction surfaces and main shafts § Check condition of hanger bolts, springs and brake assembly § Re-assemble and check for proper operation o Hydraulic Brake Unit § Check the condition of the fluid and refill as required § Check and adjust the accumulator charge pressure § Clean filling/breather cap o Sheave Trains § Check for proper articulation of the rocker components § Check condition of bearings. Replace if necessary and add grease. Leitner-Poma sealed bearings are specifically designed for this facility and shall be extensively used as replacement bearings.

o Fixed Leitner and Fixed grips § Visually inspect grips. Perform non-destructive testing § Check tightness of needle bolts § Clean and lubricate the thread on the mobile jaw and the nut § Clean and grease the stack of spring washers, as well as the outer part of the spring washer bushing

· Leitner grip relocation o Move position of grip on cable o Dismantle each grip completely o Clean all parts o Verify absence of wear o Replace any rusted springs o Reassemble and lubricate the grip o Tower Structures/Upper Terminal/Lower Terminal § Check protective coating. If need, apply new protective coating after properly preparing the base surface.

§ Visually check for alignment of top of tower on centerline of ropeway § Check the sealant around the base plate § Probe the weep hole for debris and clear if necessary § Ring each tower to ensure tower is not full of water § Check tightness of anchor bolts in foundations § Verify condition of ground wire and its connection to tower. Repair if necessary § Check exposed concrete surfaces for staining, chipping, cracking or anomalies § Check for displaced or eroded soil at the edges of the foundation and immediate vicinity.

Repair as needed.

o Cabin Inspection

§ Inspect and ensure operation of sliding doors § Check framework, body support, and tow-hanger. Conduct magnetic particle non-destructive testing of connection points o Drive gears

§ Conduct full operational testing of backup and evacuation drives § Perform generator power tests and record data § Inspect limit switches, drive safeties, return safeties and all safety sensors. Adjust as required o Electrical System

§ Perform control system test procedure. Note and report any discrepancies.

§ Dust and clean the Programmable Logic Controller (PLC) Rack and control components § Inspect crimps and connections in the motor junction box.

§ Confirm the accuracy of the lift speed encoder o Reports § Provide analytical data reports with results of all testing conducted and adjustments made § Provide certification documentation verifying operation of Tram in accordance with ANSI standards

- 6 Month Inspection o Leitner grip relocation § Move position of grip on cable § Dismantle each grip completely § Clean all parts § Verify absence of wear § Replace any rusted springs § Reassemble and lubricate the grip o Perform grip slip test o Tower visual inspection o Sheave Trains lead in rocker lubrication o Cabin Hanger inspection and lubrication o General Tram inspection o Documentation of work performed

CERTIFICATIONS / REQUIREMENTS OF WORKERS

The contractor is required to be approved by Leitner-Poma of America, Inc. (LPOA) to maintain equipment as directed within the facility maintenance handbook. Inspectors shall be qualified to at least Level II Examiner, as specified by the American Society of Non-Destructive Testing TC-1A. The LPOA Maintenance Handbook has been written specifically for use at the FAA ATRAM facility due to its specific construction. Additionally, all maintenance procedures shall be in accordance with the American National Standard for Passenger Ropeways – Aerial Tramways, Aerial Lifts, Surface Lifts, Tows and Conveyors – Safety requirements, ANSI B77.1-1999.

The contractor shall have five (5) years minimum experience in maintaining Leitner-Poma equipment and machinery used in aerial tramcars.
