About this file
This is a Scope of Work document prepared by the City of Pittsburgh Office of Management and Budget on behalf of the Department of Public Works (DPW) for the design of a new Schenley Park Division maintenance facility. The project involves architectural and engineering services for the design and construction of a new maintenance building to be located on an adjacent site to the existing facility in Schenley Park. The scope outlines the comprehensive design requirements including site planning, building systems, operational layouts, and compliance with local, state, and federal regulations. The facility is intended to replace the existing maintenance operations with a modern, efficient building that meets current operational standards and environmental requirements. Specific response deadlines, site visit schedules, pre-bid meetings, and award timelines should be referenced in the associated procurement solicitation documents.
The document establishes the technical and operational requirements for the design phase, including building performance standards, sustainability considerations, and integration with existing park infrastructure. The design must accommodate maintenance operations, equipment storage, and administrative functions while addressing site-specific constraints and environmental considerations. Funding sources, budget parameters, and any specific cost constraints are typically detailed in the formal solicitation documents accompanying this scope of work. The project represents a significant capital investment by the City of Pittsburgh to upgrade critical public works infrastructure and improve service delivery capabilities for park maintenance operations.

Request for Proposal #2026-RFP-157 Title: New Schenley Park Division Facility - Design
1. Introduction
1.1. Summary
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works
(DPW), is requesting proposals to provide Professional Architectural & Engineering services for the design and construction of the new Schenley Park maintenance building on a new adjacent site from the existing facility.
1.2. Background
The new facility will be relocated to Prospect Drive in Schenley Park. The project must include a comprehensive civil site design to bring utilities to the site, accessibility, stormwater management
(SWM) since this is a new location in the park with its own terrain constraints.
This project is essential for the core functions of the Schenley Park maintenance division. Their duties generally include maintenance tasks of all city parks in the geographic vicinity of Schenley Park, not just
Schenley, and can range from tree maintenance, trail maintenance, building signs and small repairs, emptying litter cans, snow and ice removal, street sweeping, collaborating on small improvement projects and overall park cleaning and maintenance.
The City has long wanted to achieve the ideal level of maintenance required to keep the entire park system in excellent condition. A new facility inside the park will allow the proper space for all of the park's maintenance needs.

3.5. I. Goals & Objectives
The design, materials, and construction methods developed for the project must be appropriate to, and respectful of, local context. The basis of materials selection shall include existing City design standards.
All materials proposed for the project must be durable and be considered permanent, meaning that the project will have a lifespan of 50-years, except for the play environment/other detail, which should have a projected 25-year lifespan. Due consideration must be given to ongoing maintenance by the City of
Pittsburgh, Department of Public Works, and ease of procurement for replacement parts and materials.
The design must include from a net zero stand point a thermal envelope area to consider reasonable for this goal, like office spaces, conference room(s), restrooms and kitchenette should be included. The rest of the areas will need constant door operations for the vehicle needs and could be considered to be outside of the thermal envelope.
The new untouched site brings a challenge to the new development and that is to not cause any environmental damage to the surrounding ecosystem, and rather improve the site's capacity to infiltrate water while also improving of the park's maintenance operations.
Proposals for the new Schenley Park Maintenance Facility should demonstrate the areas where these goals can be integrated in the proposed design by incorporating solutions utilizing the scope details listed below.
3.6. II. Scope Details
The design process shall include, but not be limited to:
• Interviews with key personnel from Park Maintenance Division, Bureau of Facilities and Bureau of
Operations
