This Statement of Work (SOW) is for architectural and engineering (A/E) services. The General Services Administration (GSA) intends to design and construct a new facility which incorporates refrigerated storage, laboratory/processing space, and support areas for the National Science Foundation (NSF) to store and process ice cores from the NSF Arctic and Antarctic study programs.
Project Description:
The U.S. General Services Administration (GSA), Public Buildings Service, Region 8, Rocky Mountain Region is seeking highly qualified Architectural/Engineering (A/E) firms interested in participating in an opportunity for A/E Design Services to design a new facility which incorporates a refrigerated storage, laboratory/processing space, and support areas for the National Science Foundation (NSF) to store and process ice cores from the NSF Arctic and Antarctic study programs on the Denver Federal Center (DFC) grounds located in Lakewood, CO for the National Science Foundation. The project site occupies approximately 20,000 SF and is located within Building 810 (CO0624) at the Denver Federal Center near the intersection of 8th St and Main Ave. The NSF Ice Core Facility (ICF) will be located in the northwest of the main entrance in the warehouse area directly north of the existing ICF.
The Denver Federal Center (DFC) is located on the former Denver Ordnance Plant in Lakewood Colorado, and includes 44 Federal buildings of office, warehouse, lab and special use space totaling four million square feet of rental space on 623 acres. There are 28 different Federal agencies on site, making it the largest concentration of Federal agencies outside of Washington D.C. One of the major employers at the Denver Federal Center is the GSA. The GSA is responsible for delivering much of the space requirements of Federal agencies, and provides national leadership, policy direction and standards in the areas of architecture, engineering, urban development, sustainable design, fine arts, historic preservation, construction services and project management
The DFC’s new ICF for the NSF will be located in the northwest of the main entrance in the warehouse area directly north of the existing ICF. The warehouse is currently shared by various tenants including some space directly to the West of the proposed location that is currently occupied by another USGS program. Building 810 was built in the mid-1960’s and was originally used as a Federal Clearinghouse Warehouse with concrete floors and barrel-vaulted ceilings. Building 810 has housed the original NSF-ICF since 1993.
The project includes space for NSF and USGS to jointly run this facility and will serve to replace the old NSF-ICF. The plan for this area is to continue running the proposed NSF-ICF for another 30 years.
The design team shall ensure a high performing building that employs a whole building design approach which maximizes the building’s original construction and inherent characteristics to drive efficiency cost effectively. The A/E will strive to deliver a cost effective and technology advanced facility, and exhibits a high degree of ingenuity, and creativity.
Scope of Work:
The GSA has been tasked with providing a new facility on the Denver Federal Center grounds for the NSF. The existing facility, currently located in Building 810, is outdated and no longer meets the needs for this type of cold storage facility. The new Ice Core Facility is envisioned as a facility that is an innovative cold storage facility designed to be highly reliable, meeting mission critical building system needs and redundancy( This facility contains irreplaceable ice core samples, as such redundancy is a key component to design).
Further, the completed building will foster creativity, collaboration and innovation for the scientific community on and around the DFC campus.
Project goals and objectives are:
● The A/E firm is to design an innovative cold storage (-40 degrees) facility.
● Analysis and optimization of thermal panels.
● Design a highly reliable, mission critical building system.
● Design a facility with redundancy in mission critical building systems.
● Design a facility with efficient refrigeration life cycle costs with the firm providing analysis and utilizing energy conserving technologies
NAICS: The NAICS code for this procurement includes 541310 - Architectural Services;
and/or 541330 - Engineering Services
Set-Aside: The Government does not intend to set-aside the requirement for small business concerns.
Contract Type: The base contract for design services is anticipated to be awarded at a firm-fixed price.
Selection Process:
This procurement will first be released with a request for qualifications (RFQ) of A/E firms interested in contracting for this work. The A/E firm as used in the RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The lead designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design.
A/E firms are advised that at least 35% of the level of contract effort must be performed within a 100 mile radius of the Denver Federal Center, Lakewood, Colorado. The A/E firm will address the contractual relationship with the lead designer and project team in Stage II. At that time, the following specialty consultants will be required: MEP Engineering Team, Structural Engineer, and Environmental Consultant (subject to change).
The A/E selection will be completed in two stages as follows: In Stage I, interested designers and associated A/E firms will submit portfolios of accomplishment that establish the design experience and capabilities of the design firm. In Stage II, shortlisted lead designer-A/E teams will be interviewed.
Stage I
All documentation will be in an 8 1/2" x 11" format. Firms providing submittals for this work must demonstrate that it’s architects and engineers will be licensed in their prospective professions to practice in Colorado and shall prepare, review and approve the design of the architectural, structural, mechanical, electrical, civil, and other engineering features of the work. The portfolio should include the following: a cover letter referencing the beta.sam announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form 330 Architect Engineer Qualifications Part II;
and responses to the submission requirements and evaluation criteria listed below. An A/E Evaluation Board will evaluate the submissions. The board will establish a shortlist of a maximum of at least three firms, which will then be considered for stage II.
Proposed Evaluation Factors for Stage I (subject to change in the Request For Qualifications) Note: All firm must demonstrate experience with Transcritical CO2 Refrigeration Systems

Stage II
The shortlisted A/E firms will be notified and asked to submit more detailed information indicating each member of the design team, including all outside consultants. Sufficient time will be provided for the A/E design firm to establish its team. The firms will be required to complete Standard Form 330 Architect Engineer Qualifications Parts I and II that reflect the entire design team. The government will establish the detailed evaluation criteria and the date that these submittals are due and provide the selection criteria for the interviews along with the Stage I shortlist announcement.
The board will interview each team. Candidates should be prepared to discuss all aspects of the criteria indicated above and evaluation criteria as established for Stage II, and demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the lead designer-A/E team’s understanding of the unique aspects of the project, their design approach, project management process, and quality assurance. Responses to the evaluation criteria and interview questions will be used to rank the A/E Teams.

All documents are subject to appropriate guidelines, protocols, and procedures to control sensitive but unclassified information.
Other Information:
All interested vendors must be registered in the System for Award Management (SAM).
Potential offerors should refer to the solicitation package regarding instructions for registration in SAM.
This Contract will be procured under the Brooks A/E Act and FAR Part 36. The government will not allow payment for travel, living expenses, computer time or hookups for the prime or the consultants during the selection process. This is not a request for proposals.
The Brooks Act (Public Law 92-582), also known as Qualifications Based Selection (QBS), which was enacted on October 18, 1972, establishes the procurement process by which a firm is selected for award of a federal government contract to perform architect/engineer (A/E) services. The Brooks Act establishes a qualifications-based selection process, in which contracts for A/E services are negotiated on the basis of demonstrated competence and qualification for the type of professional services required at a fair and reasonable price.
