Scope of Work for completing the Central Power Plant Continuous Emission Monitoring Systems

The Continuous Emission Monitoring system at Central Power Plant was installed in early 2016, however, the contractor was never able to get the system to work properly. The CEMS is required for Boilers 1 and 2 by the West Point Title V permit (3-3336-00022/00055) that went into effect in March 7, 2017. NYSDEC has inquired West Point multiple times on the status of the CEMS and certification report.

1. Objectives The objective of this contract is to evaluate, repair and configure the current West Point CEMS system to meet the requirements of 40CFR60 for CEMS units. Commissioning test and certification report to NYSDEC are also part of the end product of this contract.

2. Scope of work The contractor, as an independent contractor, and not as an agent of the Government, shall use its technical expertise in the subject areas to evaluate the current West Point CEMS system (software and hardware), provide recommendations and detail plans on how to fix the issues of current CEMS, such as replacing the PLCs, configuring the CEMS with PLC, and conducting the commissioning test and providing certification report required by 40CFR subpart 60. The contractor shall insure the completed system will work reliably and collecting data continuously and meet all the applicable requirements of 40CFR Part 60 Appendix B and Appendix F.

The contractor shall evaluate all the components of current West Point CEMS system, including sampling assembly, gas extractive probe, tubing and conditioning equipment, analysis enclosure assembly (2-bay dual accessible full-height w/rack), NOx analyzers with internal Paramagnetic O2 sensors, calibration gas cylinders, alarm and signal processing (PLC), Thermo Fisher Model 42iLS NOx/O2 or Teledyne Monitor Labs Model T200M NOx/O2 analyzers, M&C or Universal Analyzer Sample Conditioner, and Automation Series 205 Model 260 PLC. Previous contract W911SD-15-P-0489 (original contract for CEMS) will be provided to the contractor for technical and function specifications of the current West Point CEMS.

The contractor shall provide a single Allen Bradley to handle the monitoring for Boilers 1 and 2. This PLC will handle the calibration marking and control for the two NOx/O2 systems for the two boilers. The contractor shall remove one of the existing two PLC's for Boiler 1 and 2 monitoring and install the Allen Bradley CompactLogix in its place. The other PLC shall be left in place but will not be functional. The contractor shall remove all wiring to it and it shall sit dormant. The Allen Bradley CompactLogix to handle Boilers 1 & 2 will be made up of 16 Digital Inputs and 16 Digital Outputs and shall handle the calibration control for the system. Analog signals to the DAS software shall continue to be route directly from the analyzers (Thermo NOx and O2) via Modbus and shall not route to this new PLC.

The contractor shall provide and separate PLC for Boiler 3. This shall have the same scope as the PLC for Boilers 1 and 2. This PLC shall also have analog inputs to accept analog signals in addition to digital signals.

After replacing PLCs, the contractor shall perform diagnostic tests consist of running calibrations to verify that valid calibrations can be performed and perform necessary checks to verify that good samples are being delivered to the analyzers.

The contractor shall go through all of the sampling system to make sure it is set up correctly and verify proper samples are reaching the analyzers. Then run an initial test with calibration gas to verify that (1) the correct logic is provided to complete the calibration test functions (2) the analyzers can respond correctly with the times provided and (3) operator HMI functions for the PLCs work correctly to start/stop functions and change values.

The contractor shall run at least one complete hands-off calibration to verify, record and verify the results to confirm that the system is complete and functions properly. The data verification consists of manually collecting data, record it in a spreadsheet and calculate averages, etc. for applicable time periods and compare the results against the data recorded by the DAS to verify accuracy.

The contractor shall verify the PLC data backup function and go through a recovery procedure to make sure that the process works correctly.

The contractor shall provide all documentation to the government upon completion and the contractor shall provide technical support for the completed system for a year starting from the date of completion.

The contractor shall perform 168 hour Drift Test, cycle/response time tests, CGA/Linearity Test and Relative Accuracy Test Audit (RATA) for the completed CEMS per 40CFR60 requirements and provide certification report to be submitted to NYSDEC.

Quality Assurance: The contractor is expected to conduct its own inspection of the work as the equipment is being installed, following its own standard commercial practices, to ensure a quality installation and that the equipment performs per the Manufacturers Specifications. The contractor shall perform the NYSDEC required acceptance testing, including the 168 hour Drift Test, Calibration Linearity Test and Relative Accuracy Test Audit (RATA). The Drift, Linearity and RATA tests must pass the applicable required NYSDEC and USEPA Standards for Emissions Monitoring Systems, before the contractors work will be accepted.

Warranty. The contractor shall guarantee new PLCs against any defects in workmanship, material, and performance, for 1 year after written acceptance date.

Period of Performance: The contractor shall have 120 days from the date of award to furnish and install the equipment and complete all the test and report requirement.

3. General conditions

3.1 Special Qualifications: Bidders must have completed at least one (1) project which required design, programming and configuration of Trace 2000 Software in a Predictive Emissions Monitoring System and at least two (2) extractive CEMS that required programming, installation and configuration of Trace 2000 CEM DAS software and Database reporting systems. Visual aids, software and text developed in performance of the Specifications listed herein, will be the property of the Government. The contractor or persons employed by, or in any way responsible to the contract, in respect to accomplishment of this Statement of Work, shall make themselves available to respond to technical issues.
