About this file
The document is a Sole Source Public Notice issued by the City of Salem, Oregon, regarding a contract for access to the City's Lien Docket. The city intends to award a 5-year contract to Net Assets Corporation for $70,000 annually, with an anticipated award date of June 18, 2025. The procurement will be conducted on a sole source basis, as permitted by the city's Public Contracting Rules, and the first date of public notice is set for June 11, 2025.
The sole source procurement allows for potential protests from affected persons, who must submit a written protest to the City Manager's office within seven days of the public notice, accompanied by a $500 certified or cashier's check to cover processing costs. The protest must include a detailed statement of legal and factual grounds, supporting evidence, a description of resulting harm, and the requested relief. The contract is specifically for accessing the city's Lien Docket, suggesting a specialized information service that the city has determined is only available from Net Assets Corporation.
