STATEMENT OF WORK

FOR

NEPHALOMETER MODEL UPGRADE

31 MAY 2023

I. BACKGROUND: The Air Force Institute of Technology (AFIT) is conducting research to enhance understanding of ambient atmospheric aerosol optical effects, including aerosol scatter. For this purpose, AFIT’s inventory of American Ecotech Model 3000 nephalometers perform well, but the American Ecotech Model 4000 upgrade improves investigation and characterization of atmospheric optical scatter by resolving first-principles optical scatter phenomenology with their inherent order-of-magnitude increase in scatter resolution capability.

II. SCOPE: This effort seeks to supplement current inventory of three existing American

Ecotech Model 3000 nephalometers with the upgraded American Ecotech Model 4000 nephalometers. The delivered capability includes all the hardware, firmware, and software and training associated with the model upgrade.

III. MINIMUM TECHNICAL REQUIREMENTS: The following specification lists the minimum requirements for the American Ecotech Model 4000 nephalometer. Objective requirements are also highlighted when available.

1. Determines light scatter at three (minimum) visible wavelengths (e.g. 0.450 microns,

0.525 microns, and 0.635 microns) and implements a polar integrating geometry design to enhance signal to noise.

2. Lambertian light source(s) (i.e. Light Emitting Diode (LED) as opposed to flash lamp light source) with negligible heating effect on sampled air; LEDs emit light at specific wavelength eliminating the need for band pass filters.

3. Measures light scatter from at least 10 degrees to 170 degrees off-axis and does so at up to 18 pre-determined angles (e.g. any angle between 10 and 90 degrees) through 170 deg.

4. Shall be able to resolve the sampled aerosol phase function from 0 through 90 degrees at an angular resolution of one degree increments with 0.5 degree accuracy

5. Determines light scattering coefficient due to aerosols over the range of at least 0.1 to 20,000 inverse mega-meters (Mm-1)

6. Continuous, 24/7 operation (when installed in all-weather climate controlled enclosure). Ambient instrument operating temperature range: -20C to 40C (threshold); -20C to 50C (objective). Ambient instrument operating relative humidity range: 0-95%, non-condensing.

7. Automatic temperature and pressure compensation when determining light scatter coefficient.

8. Bypass valve assembly and other accessories/modifications to allow cal/span checks while integrated in a common manifold

9. Precise high flow capability (up to 20lpm) via an external pump and mass flow controller

10. Automatic and manual zero and span calibration, including auto-calibration of light source— automatically adjusts the gain of the instrument at user defined pre-programmed time intervals.

11. The user shall be able to periodically calibrate the instrument without having to return the equipment item to original equipment manufacturer--Includes pre-programmed co-efficient calculations of any of the standard calibration gases used for calibration

(CO2, SF6, FM-200, R-12, R-22, R-134)

12. Internal heated inlet and internal temperature controller to modulate inlet heating.

13. Serial and analog outputs (2 voltage, 2 current), RS232 Serial Communication port and/or USB, and/or ethernet.

14. Internal data logger with data storage up to 30 days (when recording at 5min intervals, two angles only—0 and 90 degrees)

15. Internal relative humidity & temperature sensors

16. Internal temperature controller for heated sample inlet. Heating to maintain defined temperature or defined RH values.

17. Universal power supply 100-240 VAC 50/60 Hz

18. 12 VDC operation (60 watts maximum, 15 watts nominal) for mobile/airborne applications.

19. The equipment must have capability of operating for at least one (l) week unattended

20. Remote control through serial interface

21. System control / data processing designed for use with Microsoft® Windows operating systems, to simplify set up, operation, data collection, and analysis.

22. Quantity: Three (3) Nephalometer systems and associated accessories to enable turn-key operation (e.g. single kit to enable one of instrument to operate via common manifold).

IV. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

V. DELIVERY AND TRAINING: The contractor shall deliver the Nephalometer model upgrades to the location identified in this section. Besides the hardware, firmware, and software, the delivered capability shall include up to two hours virtual training for instrument installation, as well as instrument operation and maintenance.

A quantity of three American Ecotech Model 4000 nephalometers shall be delivered to the location noted below within 120 days after the receipt of order:

Government Point of Contract (POC): At contract award, a (Point of Contact) will be identified and the Contractor shall coordinate additional delivery details with the Government POC.

VI. WARRANTY: Items delivered under this requirement shall be free from defects in material and workmanship upon delivery. Warranty shall be honored by contractor for all items delivered for this requirement for at least one (1) year after receipt under normal and proper use in accordance with the maintenance manual.

VII. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.

1. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.

VIII. DELIVERY PROCEDURES COMMERCIAL VEHICLES: All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.

1. Vehicles to be inspected include, but are not limited to, the following:

i. Step van/panel truck

ii. Tractor/trailer, box, and flatbed containing cargo

iii. Tanker trucks

iv. Box Trucks

v. Tour buses

vi. Garbage/recycled waste trucks

vii. Concrete trucks/mixers, dump trucks

viii. Cranes, recreational vehicles, petroleum tanker

2. This inspection will be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:

i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.

This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours.

All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be

15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

ii. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.

iii. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre-clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.

Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
