OVERVIEW

The principle purpose of this agreement is to work cooperatively with LCSC-CAH to develop and host a Nez Perce Community Art Exposition to be held in conjunction with the 50th Anniversary of the creation of Nez Perce National Historical Park (NEPE) and a celebration of Nez Perce culture as expressed through the traditional artistry of the Nez Perce people.

STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN

RECIPIENT INVOLVEMENT

1. Collaboratively undertake the development and hosting of the Nez Perce Community Art Exposition at the LCSC-CAH facility for approx. four months from August through December of 2015.

2. Appoint CAH Director Debra Fitzgerald as the Key Contact.

3. Provide administrative support for hosting the Nez Perce Community Art Exposition.

4. Work with the NPS to develop “exhibit furniture” for each of the individual artwork pieces to insure the artwork is properly exhibited.

5. Be responsible for obtaining insurance coverage for all exhibit artwork on display at the CAH. The coverage shall begin on the date of arrival of the items at the CAH and extend through the exhibit closing until all items are no longer in the custody of the CAH. Insurance is to be based on the appraised value of each artwork piece as determined via an appraisal provided by the NPS.

6. Work collaboratively with the NPS to promote and publicize the Nez Perce Community Art Exposition through the development of press materials for the media and community. This will also include the organizing and hosting of a public reception held in conjunction with the opening of the exhibit at the CAH facility. No food or alcohol can be purchased with federal funds for the public reception.

7. Work with the NPS to facilitate attendance of the artists whose artwork is on display at the reception event, including providing for travel reimbursements and honorariums according to the attached budget spreadsheet.

8. Work collaboratively with the NPS to produce a 25-35 page exhibit catalog to accompany the exposition.

9. Acknowledge the NPS in any published or formally presented material developed or derived from this Cooperative Agreement.

10. Work collaboratively with the NPS to hold public workshops in conjunction with the Nez Perce Community Art Exposition featuring Nez Perce artisans.

11. Work collaboratively with the NPS to develop short video interviews with at least four artists discussing their work and the stories behind their pieces chosen for display.

NATIONAL PARK SERVICE INVOLVEMENT

1. Collaboratively undertake the development and hosting of the Nez Perce Community Art Exposition at the LCSC-CAH facility.

2. Provide uniformed interpretive personnel at the public reception and periodically throughout the Art Exposition.

3. Provide financial assistance as provided for in Article VI. The budget, as Attachment B, is hereby incorporated.

4. Assign Jason Lyon as the Agreement Technical Representative (ATR) and Bob Chenoweth as Key Contact.

5. Work with LCSC-CAH to insure the exhibit hall meets all NPS exhibit facility requirements.

6. Identify and secure all the artwork pieces to be displayed in the Nez Perce community art exposition. This will include contacting the artists, identifying individual artwork pieces for display, developing loan agreements with those artists for each of the artwork pieces, and securing physical custody of the items prior to installation of the exhibit at the LCSC-CAH facility, and regaining physical custody after the exhibit ends.

7. Provide technical expertise to the LCSC-CAH in development of “exhibit furniture” and for final installation of the exhibit at the LCSC-CAH facility. This includes writing and developing exhibit labels, descriptive text, photographs, videos, or other media determined as needed and appropriate by the parties.

8. Have each of the artwork pieces appraised by a professional appraiser, mutually agreed upon by the parties, for insurance purposes, and provide that information to LCSC-CAH at least two months in advance of the expected exhibit opening.

9. In cases where the owner of the artwork pieces requires the provision of insurance as a condition of the transaction, provide insurance coverage for the artwork pieces up until custody of the artwork pieces are transferred to the LCSC-CAH. NPS insurance coverage will resume upon completion of the exhibit and transference of the artwork pieces back to NPS custody.

10. Work cooperatively with LCSC-CAH in the development of all media, press materials, and special events for the opening of the Nez Perce Community Art Exposition.

11. Work with LCSC-CAH in the development of an exhibit catalog for the exposition. The NPS shall provide professional quality photographs of each of the artwork pieces, written text, and artifact labels to be utilized in the document.

12. Acknowledge the LCSC-CAH in any published or formally presented material developed or derived from this Cooperative Agreement.

13. Work collaboratively with the LCSC-CAH to identify artisans to participate in public workshops.

SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR

SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

NPS did not solicit full and open competition for this award based the following criteria:

(4) Unique Qualifications. This partnership was chosen primarily because of LCSC-CAH’s success and expertise in working on such exhibits in the past, and the LCSC-CAH has the venue that is closest to the park that meets all NPS requirements to host an exhibition such as this. The LCSC-CAH also has access to existing publicity and marketing programs to disseminate information throughout the community and region. The NPS and NEPE have trained curatorial and exhibit design staff that will work with LCSC-CAH in the design and installation of the exhibit. NEPE also has established relationships within the tribal communities and can line up interested artists and work with them to select and prepare their artwork for exhibit.
