Text version

The 99th Air Base Wing is eager to announce an exciting new opportunity!

You are invited to participate in an opportunity to open a restaurant on Nellis Air Force Base and cater to a previously unreachable population of fellow Nevadans hungry for your business.

The United States Air Force is seeking potential sources interested in opening a restaurant on Nellis Air Force Base, to include providing a facility, running food services, serving alcoholic beverages, providing carryout services, and presenting live non-theatrical entertainment (such as darts, bowling, slots, shuffle board, arcade games, redemption games, and carnival games). Interested parties should respond with specifics of the food, beverage, and entertainment services they are capable of providing and describe how they would proceed with this effort, to include land and utility requirements, maintenance requirements and associated costs, and the size of the required customer base to keep a restaurant operational.

In the near future, the Government intends to have this establishment become part of the United States Air Force’s Food Transformation Initiative or FTI, a program designed to provide Airmen with greater variety, availability, and quality of food. Inclusion into this program would further boost the customer base and make the restaurant a frequented option for on-base residents provided with a Government paid for meal plan (sometimes referred to as a Meal Card).

The Government is holding an Industry Day on Friday, 16 November 2018, to discuss the requirement, potential arrangements, and proposed locations on the base to operate this establishment. Specific instructions, time, and meeting location of the Industry Day will be publicized through an amendment to this notice at a future date. Any and all questions should be sent in writing to the Points of Contact (POCs) listed below by 31 October 2018 at 3:00 PM Pacific Daylight Time. Submission of questions via email to both POCs will ensure your questions are properly answered and documented.

All interested parties are asked to submit their response demonstrating their capability and plan to provide these items to the POCs listed below.

Capabilities Package/Business Plan: All interested firms are invited to submit a capabilities package/ business plan that clearly demonstrates their capability to provide the required services. The capabilities package/business plan should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements.

Information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any Government assessments. The Government's assessment of the capability statements/business plans received will factor into whether any forthcoming solicitation will be conducted.

Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The decision to solicit for a contract shall be solely within the Government's discretion.

The NAICS Code assigned to this acquisition is 722511 (Full-Service Restaurants) with a size standard of $7.5M.
