About this file

This single source justification document outlines the renewal of NOAA's annual McIDAS software license and maintenance agreement with the Space Science and Engineering Center at the University of Wisconsin-Madison. The McIDAS software is used to analyze geophysical data such as satellite and radar imagery, observational reports, and numerical forecasts. It is designed to efficiently handle large datasets and provides image processing tools and applications. SSEC is the proprietary developer and sole authorized distributor of McIDAS in the United States. The market research found no alternatives that provide the same capabilities. Therefore, NOAA determined SSEC is the only company reasonably available to meet its needs.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

Requisition NE-ED0000-23-00580

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office

(AGO), Satellite and Information Acquisition Division (SIAD), and NOAA National Environmental Satellite, Data, and Information (NESDIS), Center for Satellite Applications and Research (STAR).

2. Description of supplies or services required to meet agency needs (including the estimated value).

NOAA requires an annual renewal of its Man computer Interactive Data Access System (McIDAS) software and maintenance to support STAR’s daily scientific data analysis.

The McIDAS software is used with geophysical data, such as satellite and radar imagery, in-situ observational reports, and gridded numerical forecasts. Other functions include acquiring, displaying (static and time-lapse), and analyzing, interpreting, and managing said data. The McIDAS software is designed to handle large amounts of data in a convenient manner and provides a resource of image-processing, applications programs, and subroutines.

3. Identification of the single source or the brand name to be solicited.

Space Science and Engineering Center (SSEC) University of Wisconsin-Madison 1225 W. Dayton St.

Madison, WI 53706-1695 POC: Becky Schaffer, Program Manager, McIDAS User Services, beckys@ssec.wisc.edu

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights, or secret processes with regard to the supplies or services required.

Another company cannot satisfy the Government’s need because SSEC “is the [proprietary] developer of McIDAS Software Acquisition and Distribution. The policy, states that “others cannot distribute the software without [SSEC’s] written permission.” The CO further notes that SSEC is the “sole distributor of McIDAS-X in the United States and the only agency that sells the licenses and support needed.” Finally, the McIDAS software is copyrighted and may not be reproduced or redistributed. This information confirmed in writing via a sole source letter from SSEC to NOAA dated June 15 1, 2023 regarding its “McIDAS Software Distribution Policy”.

(Insert PR/RFQ number, as applicable)

5. Market Research.

Only one business source could be found, and STAR knows of no alternatives to the requested software that exhibit all of the capabilities inherent in the McIDAS software. Therefore, STAR recommended to the CO that the Government make a sole source award to SSEC based on the results of their market research.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

Jerome Dorsey, IT Specialist Date

7. Determination

I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
