About this file

This request for quote (RFQ) solicits proposals for space debris collision avoidance software subscriptions and services. NOAA seeks four annual subscriptions for high definition ephemeris and four for safety of flight software, covering NOAA's constellation of low Earth orbit and geostationary satellites. The base period of performance is November 1, 2021 to October 31, 2022, with two one-year option periods. Offerors must provide pricing for the base year and options. The award will be made to the lowest price technically acceptable offeror meeting the requirements defined in the statement of work. Questions are due by September 8th and quotes by September 9th. The Department of Commerce National Oceanic and Atmospheric Administration will evaluate offers based on technical acceptability and price.

High Definition Ephemeris and Safety of Flight Subscription

This RFQ will result in a firm, fixed price contract to provide four (4) High Definition Ephemeris annual subscriptions and four (4) Safety of Flight annual subscriptions for the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data and Information Services (NESDIS), Office of Satellite and Product Operations (OSPO).

This requirement is being procured using North American Industry Classification System (NAICS) Code 511210, Software Publishers

BACKGROUND

The NESDIS Office of Satellite and Product Operations (OSPO) operates a constellation of Low Earth Orbit (LEO) and Geostationary (GEO) satellites from the NOAA Satellite Operations Facility (NSOF) Satellite Operations Control Center (SOCC), and is responsible for management of the Environmental Satellite Processing Center (ESPC); moreover, NOAA operates a deep space satellite from Lagrange Point 1. Protection of these active on-orbit satellite assets are vital to ensure continuity of observations; therefore, services such as object ephemeris used for collision avoidance (CA), or determining proximity of an object that may interfere with effective operations of NOAA’s satellites are necessary. OSPO requires software that can provide the services outlined in the attached Statement of Work (SOW).

Optional CLIN 0003 is being included during the base year on a monthly basis/rate since the government is currently unable to determine the exact date GOES 18 will become operational.

GOES 18 is currently anticipated to be operational by FY22. If GOES 18 does become operational during the base year, the government intends to exercise CLIN 0003 for the remaining duration of the period of performance of the base year, at the monthly rate proposed.

*In the event a purchase order were to materialize, the option price would be for an amount between the monthly price up to a monthly price annualized. The amount would be dependent upon the months required by the Government.

Option Years:

Provide a unit price and total price for CLINs 1001 and 2001. The satellites requiring service during the option periods are:

Five NOAA owned and operated on-orbit geostationary satellites-

- GOES 16

- GOES 17

- GOES 18

Note: In the event GOES 18 is not operational by November 1, 2022 (start of option year 1), the government will modify the contract to reduce the quantity by one until the satellite becomes operational.
