AMENDMENT 0001, QUESTIONS AND ANSWERS (Q & A’S)

Solicitation RFP 15-28 2017 SPPA Execute Planning Study 2 components Planning Phase and Pilot Study.

Please acknowledge receipt of the Amendment via email so that the Contracting Officer knows the paperwork was delivered and received. In accordance with the Standard Form 30 (SF30), Amendment of Solicitation the Contractor is required to sign the SF30 document and return 1 copy to the issuing office at the time proposals are due.

Q1: Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number.

A1: Yes, a contractor has performed similar work to this in the past. The incumbent contract number is C10-84, and the contractor was Silber & Associates.

Q2: If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

A2: See A1.

Q3: Is there an incumbent?

A3: See A1.

Q4: Is there a budget, and if so, how much?

A4: It is expected that the total costs will not exceed $65,000.

Q5: Is an executed GSA Schedule required to be awarded the contract for this solicitation?

A5: No.

Q6: Have similar studies been conducted prior to previously issued SPPAs? If so, will these study reports be available to the Contractor as part of the documentation provided by the Project

Director upon award of the contract?

A6: Yes, similar planning studies have been conducted prior to previously issued SPPAs, and these reports will be available to the Contractor as part of the documentation provided by the

Project Director upon award of the contract.

Q7: Is there opportunity for quarterly billing with the completion of smaller milestones such as completion of Task C .3.3. a - the Literature Review? As this is a small business set-aside solicitation, quarterly billings with the completion of smaller milestones would help with operation cash flow that typically challenges small businesses.

A7: While this is not what was included in the original RFP as the recommended pay calendar, this is negotiable.

Q8: Who is the incumbent firm that designed the 2012 survey instrument and will that firm be eligible to bid on this project?

A8: See A1. And yes, they will be eligible to bid on this project.

Q9: During the pilot study, will we need to conduct the survey collection through various means including:

a) web-based surveys providing links via email to potential survey takers and providing the back-end database to capture the survey responses

b) telephonic surveys where we provide a resource to collect information from a potential survey taker over the phone

c) hard copy surveys where we mail the survey to potential survey takers, provide return addressed envelopes and manually enter survey responses into a database?

A9: It is expected that the Contractor will use telephonic survey methods to conduct the pilot, given that the SPPA 2017 will be administered by the Census using telephone surveys.

Q10: As the various means for collecting data above have associated costs, do we provide estimates for Other Direct Costs separately, or include the ODCs in the Firm Fixed Price?

A10: The Contractor is to provide a cost estimate breakdown.

Q11: If we utilize a subcontractor, do we need to provide a relevant past performance for the proposed subcontractor?

A11: Yes.

Q12: How many FTE does the government envision would support this effort?

A12: In addition to the Contracted personnel, there will be Project Director within the NEA’s

Office of Research & Analysis, and up to 12 interviewees among NEA staff. There will be no full-time commitment to this project beyond the contracted personnel.
