Amendment 0001, Questions and Answers (Q & A’s)

Solicitation Request for Proposal (RFP 10-08) for Consultant and Researcher Services for the PCAH

Please acknowledge receipt of the Amendment via email so that the Contracting Officer knows the paperwork was delivered and received. In accordance with the Standard Form 30 (SF30), Amendment of Solicitation the Contractor is required to sign the SF30 document and return 1 copy to the issuing office which can be submitted when prospective offerors submit their entire proposal package by 12:00 pm EST, on Friday, March 19, 2010.

Q1: Is there travel expected beyond Washington, DC, and NYC? The RFP indicates “eight trips within the U.S.

A1: Eight trips is the maximum required by the scope of this contract. It is foreseen that meetings would be held in Washington, DC, or New York City. Expenses for any required trips outside the Northeast region will be compensated separately.

Q2: The RFP requests a quote for each of the two phases do you want two types of quotes one for each phase and pricing for the task in which you will release payments?

A2: Your proposal should include one lump sum for Phase 1 and one lump sum for Phase 2 as an initial matter. You may then break down the individual elements of Phase 1 into the first five tasks in the payment schedule on page 3. You may do the same with the individual elements in Phase 2 (tasks 6 and 7 in the payment schedule).

Q3: When is it expected that a contract to perform the work will be concluded?

A3: We expect the winner of the contract to be notified this Friday, March 19, 2010 and hope to conclude the contract on the next one to two business days following.

Q4: There is very little time provided in the calendar for the concept paper to be written, reviewed, and distributed to meeting participants, even if a contractor is chosen the afternoon of the 19th and the contract awarded Monday, March 22. What are the expectations for consultation beyond the Executive Director in order to write the concept paper? Are there elements of this paper already existing?

A4: We are mindful of the very short deadline and have set our expectations accordingly. There are some elements of the Concept Brief already existing and the Executive Director will have a tentative outline to be shared as soon as the contract is awarded.

Q5: Is the discussion meeting a gathering of the President’s Committee, some other group, or a combination of PCAH and non-PCAH people?

A5: The April 1 discussion will primarily be PCAH members with 4-6 guest speakers.

The additional three discussion meetings have not yet been formatted.

Q6: If we have samples of work that are bound printed copies instead of electronic, can they be included in the package and how would you like to receive them?

A6: Please send these materials by FedEx to arrive no later than the deadline.

Q7: May we have a time extension for the due date of proposals?

A7: We know that we have a very short timeline and understand that this may place an additional burden on responders. Unfortunately, due to the impending meeting and work product required for that, we cannot give an extension for the due date of proposals.
