Section 1: Overview The Urban Institute (UI) and Princeton Survey Research Associates International (PSRAI) conducted a pilot study of 302 adults to evaluate question wording and survey design for the 2008 Survey of Public Participation in the Arts (SPPA). The 302 interviews were conducted in English by Princeton Data Source, LLC from April 19 to May 2, 2007. These were all telephone interviews with one randomly selected adult (18+) interviewed in each sampled household. The telephone households were selected using a random digit dial sample design that gave most continental United States telephone households a chance of selection.

This report will summarize both UI and PSRAI’s observations and provide recommendations for the upcoming 2008 SPPA. A review of the completed interviews indicates that the instrument was largely successful and that most respondents in the pilot study were cooperative, regardless of whether they participated in very many of the activities or not. Proxy interviews were also successfully completed with most respondents saying that they were easily able to recall the activities of their spouse or partner. There are, however, a few suggested revisions to both the survey design and questionnaire summarized in the final section of this report.

Section 2: Summary of the survey design The pilot questionnaire asks a variety of questions about participation in the arts and other cultural activities in the past twelve months. The questionnaire was divided into sections. All respondents were first asked the Core questions and at the end of the survey were asked demographic questions. In addition, respondents were randomly assigned to complete two of four different modules described in table 1. Respondents who live with a partner or were married were also asked about the activities of their partner or spouse in the Core section and Module C.

Table 1: Pilot Study Modules

Module Description A Additional reading questions and music preference B Participation via Internet and other media C Leisure activities D Arts learning

Although telephone households were selected randomly and respondents were randomly assigned to two of the four modules, the completed interviews are not a representative sample of the US population. For example, the pilot study contains more women and older respondents than the US population. This is largely due to the small number (N=302) of completed interviews and limited call design of three to five calls before a number was replaced. In a RDD national telephone survey with a typical size of 1,000 or more and a standard call design, the over-representation of any demographic group would be minimized and appropriate weights would be applied to the final data to match population parameters.

The average length of interview for the pilot study was 7½ minutes this estimate includes a few demographic questions that will not be asked as part of the 2008 SPPA Current Population Survey supplement. The Core section of the questionnaire took roughly three minutes on average. The length of the modules was between one and two minutes.

Table 3 shows the average length of each module, on average, Module A and B each took roughly one minute to complete, Module C took nearly two minutes, and Module D took just under one minute to complete.

Section 3: Summary of PSRAI’s recommendations1

As is the case with most surveys of the public, respondents were hesitant to participate for a variety of reasons. Interviewers were often able to keep respondents on the phone by simply stating clearly that the survey was about leisure and cultural activities. That seemed to lower the resistance somewhat and allow the interviewer to jump right in to the survey. Overall, respondents seemed to follow the questions and stay engaged, even if they had not participated in very many activities.

However, PSRAI noted a few areas to potentially improve the flow of the survey.

• Accessibility appears to be a problem for some respondents, particularly elderly respondents. Some respondents mentioned that they are disabled or their partner or spouse is disabled and therefore the respondent did not think they would have much input. Disability was also an issue when respondents were asked about their reading habits in the Core section or the additional reading questions in Module A. Interviewers were able to keep these respondents on the phone and get them to participate, and a couple of people who mentioned disability as an issue nonetheless participated in activities that required leaving their home. So, while it is worth noting this that this sometimes occurs, UI does not agree with changing the questionnaire or adding a non-accessible option that would allow the respondent to move past a number of questions. Primarily because there would be

benchmarking concerns, but more importantly these are not that common and people with disabilities often still find ways of participating.

• When people say they are not able to read (or can’t read – not clear if unable to read or unable to see well enough to read), it seems a bit awkward and it might be insensitive to go through the whole series. PSRAI suggests skipping the reading questions if the participant states that they cannot or are unable to read. Again UI does not favor changing the questionnaire or adding unable to read option since it is possible for people to listen to books or have others read to them. In addition, the series of reading questions is short, so adding an unable to read option would not effectively reduce response burden.

• The introduction before question B6 in Module B appears to confuse people when not read very slowly (“These next questions are about watching or listening to a live broadcast or recorded arts performances using your TV, Radio, Computer, or through a portable media device such as a laptop, cell phone, IPOD or portable DVD player). PSRAI recommends clarifying what “these devices” refers to in one or two of the questions in this series so that it is clear to respondents what the questions are referring to. As a result of the pilot study, the introduction to question B6 has been revised and changes were made to each of the questions B6 through B13.

• PSRAI recommends that some accommodation be made for conducting interviews in Spanish. PSRAI typically include Spanish interviews in their nation-wide surveys and believe this is very important in accurately sampling the Hispanic population.

Section 4: UI analysis and recommendations

Substantive questions Analyzing the responses to the questions reveals very little in the way of concerns or need for changes to either the data collection procedures or the questionnaire itself.

However, here a few points worth mentioning:

• The new Core question asking about attending a live Latin, Spanish or Salsa music performance was asked of 1/2 the sample. One concern we had was that adding this question to the core questions could possibly inflate the answers to the other arts participation question. This did not happen. But, interestingly all but one of the respondents who said they did attend a Latin, Spanish, or Salsa music performance said no to attending all the other Core arts participation questions.

So it appears that this question is picking up a unique group that would have been previously not included in the estimates of numbers of people who have attended an art performance in the past 12 months.

• The number of “refused or don’t know” responses was remarkably low on all questions including the spouse/partner proxy questions. The only exception being the high percentage of respondents not being able to provide the education level of their parents. While many respondents had trouble recalling their parent’s education, this question is such a strong predicator of arts participation that keeping this question even with less than complete data is of value.

• A large number of respondents who reported reading (24%) answered yes to having read anything else that I have not mentioned. However, in looking over the open-ended responses most people were reporting reading magazines and newspapers rather than then another topic they like to read. While there were a few new reading topics mention, no new topic received more than one response.

So, the recommendation is that the current topics are ok, but the questionnaire should be revised to be more parallel with the music preference questions so that the respondents better understands that we are interesting in the reading topic rather than medium.

• Finally, 13 percent of the respondents mentioned that they like to listen to a type of music other than the list of music options we read to them. Of these responses only one type of music received more than 1 response. That was contemporary Christian or Christian rock, which received 4 responses. Probably still not enough responses to warrant adding another question to the already lengthy list of music genres. However, with 13 percent of respondents reporting listening to an other type of music it makes sense that we continue to ask people if they like to listen to any other types of music.

Post interview questions Most respondents in the pilot study say they found it easy to recall their activities or the activities of their spouse or partner. As table 4 shows, most respondents (84%) say it is was very easy (20%) or easy (64%) to recall the recreational and cultural activities they did during the past 12 months. And nearly all respondents (91%) from Module D (Arts Learning) say it was very easy (18%) or easy (73%) to recall taking classes or lessons.

Respondents who were living with a partner or married also say it was easy to recall what their partner or spouse had done. Nearly all respondents (90%) say it was very easy (23%) or easy (67%) to recall their partner’s or spouse’s activities.

Proxy reporting Respondents in the pilot study seem to easily recall the activities of their partner or spouse. In many cases, this was because the activity was done with the partner or spouse. When asked about reading, people seem to have a little more difficulty recalling what their partner or spouse has read. In a few cases, people were saying things like “yes, she reads novels” but not necessarily answering that their partner or spouse has done this in the last year. Interviewers will need to be very clear that we are asking about actual reading during the last 12 months and not whether the person generally has an interest in something.

Some respondents who do not do very many of the activities seem annoyed when they also get asked questions about the activities of their partner or spouse. Others went through the series without complaint, including some respondents who laughed when asked about their partner or spouse doing some of the activities (sewing, playing classical music, needlepoint, for example).

The pilot data indicates that respondents and their spouse or partner were equally likely to participate in the activities we asked about. But on four questions, overall participation was higher for respondents than the participation they reported for their partner or spouse in the past twelve months. As shown in the table 5, respondents were more likely to visit a crafts fair or visual arts festival than their spouse or partner (43% vs. 31), as well as read books (78% vs. 66), read poetry (27% vs. 11%) and read novels or short stories (66% vs. 49%). These differences could be explained by the unequal distribution of male versus female respondents. Of the 166 respondents who provided proxy responses for their partner or spouse, 104 of these were females (63%) and female respondents have traditionally had higher reading rates as well as higher rates of attending arts performances.

Section 5: UI Recommendations from listening to the recorded interviews

By listening to the recorded interviews we were able to identify a small number of issues that respondents had when answering the questions. While most of the recorded interviews were rather uneventful there were a few questions that some respondents had difficulty answering. The following is a list of such issues and suggested solutions:

• Respondents were often frustrated or bored with the repeating of the entire question for the spouse partner. Suggested solution: Give the interviewer increased flexibility so that they can either repeat just part of the question or ask “What about your spouse/partner?”

• Many respondents wanted to provide estimates that were a range rather than an actual number (i.e. “2 or 3” or “4 or 5”) but were pressed by interviewers to choose. This causes some difficulty and frustration. Suggested solution: I think that census interviewers should be trained on how to respond when this occurs and try to reduce frustration. However, I think we should avoid accepting range responses they tend to be difficult to accurately record and code. Also, for repeat questions there will be an issue of backward compatibility.

• Question 5a, – Operetta seems to confuse respondents. Suggested solution: Drop “or an Operetta”

• Question 8a – Suggested change: add or Broadway Style, so it would read “… other than ballet, such as modern, folk, tap, or Broadway style” – recommend making this change to the ½ core sample.

• Question Q13a – It should be easier for respondents to have just reported number of books to then answer whether they have read any novels or short stories rather than first asking about plays and poetry. Suggested solution: Switch the order of “a. Plays with” with c. Novels or short stories”. – recommend making this change to the ½ core sample.

• Module A, Question A3 - It is not clear whether respondents are answering in terms of all reading or just about books read in the last 12 months. Suggested solution: Make the reading preference questions parallel the music preference questions and drop the 12 months criteria.

• Module A, Question A3 and A5 – some respondents answered and “yes and yes” or “yes and no” for the options that had an “or” component. Suggested solution:

Make mysteries or thrillers two categories since they start the list and are somewhat different genres.

• Module B, Question B6 to B13, with the long list of media devices, some respondents may have been forgetting about watching or listening on the TV or radio. Suggested solution: drop the reminder wording of “use any of these devices” from the individual questions and move TV, Radio, Computer to the end of the list of devices and finally drop laptop as a separate device.

• Module C, Question C5a, Suggested change: adding the word “any” before volunteer

• It sounded awkward reading “Spouse or Partner” over and over. Suggested solution: For interviews where we clearly know whether or not the respondent is reporting for their “spouse” or for their “partner”, have the CATI system fill either spouse or partner depending upon which is appropriate.

Section 6: Conclusions and summary of the final changes to the

SPPA

Final changes to the data collection procedures Based on the pilot study there are very few changes that we recommend be made to the data collection procedures. Given the importance of getting accurate reporting from Hispanic population, the most important recommendation is to offer Spanish speaking respondents a Spanish version of the SPPA.

Another recommendation to the data collection procedures includes having the random ½ core assignment to not only include asking or not asking the new Spanish Salsa question, but also the re-ordering of the reading of question Q13 and the revised dance question Q8a.

Finally, we recommend that Census give the interviewers more flexibility in not repeating the entire question when asking about the spouse or partner’s participation.

Final changes to the questionnaire The recommended 2008 SPPA questionnaire is included in Appendix B. There were very few changes made to the version of the questionnaire that was pilot testes by PSRAI.

The following is a list of changes that were made:

• Core Question 5a and B9 – the wording “or Operetta” was dropped

• Core Question Q8aa was added which is to be given to a random ½ of the overall sample (the other ½ get the original version Q8a)

• Core Question Q8cc was added which is to be given to a random ½ of the spouse/partner sample (the other ½ get the original version Q8c)

• Core Question Q13aa was added which is to be given to a random ½ of the overall sample (the other ½ get the original version Q13a)

• Core Question Q13bb was added which is to be given to a random ½ of the spouse/partner sample (the other ½ get the original version Q13b)

• Module A, Question A3 was re-written so that the question would be a reading preference questions that parallels the music preference question

• Module A, Question A3 mysteries and thrillers were made separate categories

• Module A, Question A3 and A4 the “anything else I have not mentioned” option will be included on the main study

• Module B, the introduction to questions B6 through B13 was revised to place more emphasis on TV, Radio, and Computer

• Module B, Questions B6 through B13 the optional reading “use any other devices” was replace by “recorded or live broadcasted”

• Module B, Questions B6, B7, B8 – the term performance was dropped

• Module B, Question B7 was added to capture Latin, Spanish, and Salsa music – subsequent questions in this section were appropriately re-numbered

• Module C, Question C1a and C1b– Option category “0” was added for people who watch less than 1 hour of TV

• Module C, Question C26a and C26b – the word “any” was inserted before word volunteer
