About this file
This is an operational manual for the NEADS (National Education for Assistance Dog Services) Prison Pup Partnership Program at a Massachusetts medium-security correctional facility (NCCI Gardner), effective September 2026. The manual establishes comprehensive protocols and requirements for incarcerated individuals selected to serve as puppy handlers in a service dog training program. Eligible participants must maintain a minimum of 18 months remaining on their sentence, remain disciplinary-report free for six months (or 12 months for severe infractions), demonstrate positive work history and institutional adjustment, and have no history of crimes against animals or domestic violence/crimes against children. The manual details operational procedures including selection processes, count procedures during institutional lockdowns, training schedules with volunteer trainer Michelle Kati (available Thursdays 9am-11am), puppy bathroom protocols, waste management procedures, cleaning assignments, and authorized access areas throughout the facility including dining halls and visiting rooms.
The manual establishes strict handler protocols requiring puppies to remain leashed outside secured areas, prohibiting non-approved food and treats, mandating minimum daily walk times (30 minutes twice daily, adjusted for temperature extremes), and specifying age-appropriate training schedules ranging from 10 minutes five times daily for 8-12 week puppies to 30 minutes three times daily for puppies over six months. Handlers are responsible for completing daily homework training sheets, attending weekly classes with required materials (leash, treats, cape, Gentle Leader), and using only trainer-approved correction methods while strictly forbidding physical punishment. The program includes provisions for puppies to spend weekends with community volunteers as part of their training ("Pups on Parole"). Removal from the program may result from violation of NCCI or program rules, bad behavior, prison infractions, or negligence or abuse related to puppy care. All handlers must sign a program receipt acknowledging they have read and agree to abide by the manual's rules and regulations.
