STATEMENT OF WORK

For Non Destructive Testing (NDT) Training At

SCOPE OF WORK
1. GENERAL REQUIREMENTS: The work consists of providing all labor, materials, training aids, course material, equipment and certified Non-destructive Testing (NDT) Level III person to provide NDT Level 1 and Level II training and certification in methods Visual Testing (VT) and Visual Dye Liquid Penetrant Testing (PT) to 10 people in accordance with (IAW) the American Society for Nondestructive Testing (ASNT), Recommended Practice No. SNT-TC-1A (Current edition), ASNT Standard for Qualification and Certification of Nondestructive Testing Personnel, CP-189 (Current edition) and ASNT Standard Topical Outlines For Qualification Of Nondestructive Testing Personnel, CP-105 (Current edition) and provided company written practice at U.S. Coast Guard Surface Forces Logistics Center (SFLC), Industrial Operations Division (IOD), 300 East Main Street, Suite 900, Norfolk, VA 23510.
2. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: Upon acceptance, the contractor shall contact the project lead, DCCM Richard M. Freeland at 757-483-8781 or richard.m.freeland@uscg.mil NLT five (5) days after notice to coordinate viable training dates, location and classroom/lab accommodations and complete training within thirty (30) working days after contract award. Training location site will be Base Portsmouth, Naval Engineering Department, Portsmouth, VA 23703. Training schedule should be adjusted so entire curriculum is completed within five (5) working days.
3. SCOPE OF WORK: The contractor shall supply a NDT Level III person to provide Non-destructive Testing training to include the following:
a. Training:
(1) Provide NDT Visual Testing (VT) Level I training with adequate training hours not exceeding the recommended eight (8) hours as outlined in ASNT Recommended Practice No. SNT-TC-1A, to include the Visual Testing Topical Outline guidelines as outlined in ASNT CP-105.
(2) Provide NDT Visual Testing (VT) Level II training with adequate training hours not exceeding the recommended sixteen (16) hours as outlined in ASNT Recommended Practice No. SNT-TC-1A, to include the Visual Testing Topical Outline guidelines as outlined in ASNT CP-105.
(3) Provide NDT Visual Dye Liquid Penetrant Testing (PT) Level I training with adequate training hours not exceeding the recommended four (4) hours as outlined in ASNT Recommended Practice No. SNT-TC-1A, to include the Visual Dye Liquid Penetrant Testing Topical Outline guidelines as outlined in ASNT CP-105.
(4) Provide NDT Visual Dye Liquid Penetrant Testing (PT) Level II training with adequate training hours not exceeding the recommended eight (8) hours as outlined in ASNT Recommended Practice No. SNT-TC-1A, to include the Visual Dye Liquid Penetrant Testing Topical Outline guidelines as outlined in ASNT CP-105.
b. End of course examination administration:
(1) Derive appropriate number of questions and administer general examination questions for methods Visual Testing (VT) and Visual Dye Liquid Penetrant Testing (PT) for NDT Level II. General examination and grading criterion shall be IAW ASNT Recommended Practice No. SNT-TC-1A and company’s’ written practice.
(2) Derive appropriate number of questions and administer specific examination questions for methods Visual Testing (VT) and Visual Dye Liquid Penetrant Testing (PT) for NDT Level II. Specific examination and grading criterion shall be IAW ASNT Recommended Practice No. SNT-TC-1A and company’s written practice.
(3) Administer practical examination for NDT Level II that demonstrates the candidates’ proficiency in selecting and performing the applicable NDT technique with Visual Testing (VT) and Visual Dye Liquid Penetrant Testing (PT) and interpreting and evaluating the results of one or more specimens or machine problems approved by a NDT Level III.
c. End of course completion documentation: Upon a student’s demonstration of satisfactory qualification, provide training certificate along with NDT qualification record signed by the designated ASNT NDT Level III.
d. Review existing written practice:
(1) Review company’s existing Non-destructive Testing (NDT) written practice and provide documented recommendations that will improve the program and further align with companies’ objectives and policy.
4. ACCEPTANCE CRITEREA: Class 3 of MIL-STD-2035A The Department of Defense Nondestructive Testing Acceptance Criteria is utilized to determine the acceptability of discontinuities for weld components and NAVSEA 0900-LP-001-700 Fabrication and Inspection of Brazed Piping Systems for brazed joints. A copy of these documents will be provided upon request.
5. SITE VISIT: All bidders are strongly encouraged to visit the site to verify any/all quantities before submitting bids. Interested parties shall make arrangements for a site visit with DCCM Richard M. Freeland at 757-483-8781, richard.m.freeland@uscg.mil.
6. DESIGNATED CONTRACTING OFFICER’S QA EVALUATOR (QAE) REPRESENTATIVE: The designated contracting officer’s QAE representative for this project is DCCM Richard M. Freeland at 757-483-8781, richard.m.freeland@uscg.mil. Inquiries concerning any phase of the specification before or after award shall also be made to DCCM Richard M. Freeland at 757-483-8781, richard.m.freeland@uscg.mil.
7. CONDITIONS AFFECTING THE WORK: The offeror should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents.
8. AFTER AWARD OF THE CONTRACT: The contractor must immediately notify the contracting officer’s QAE representative of his intended start date and coordination of suitable training location. The work shall be done in accordance with the specification.
9. ORAL MODIFICATION: No oral statement of any person other than the Contracting Officer shall in any manner or degree, modifies or otherwise affect the terms of this contract.
10. WORKMANSHIP: All work shall be accomplished with the best standard practices, and by personnel thoroughly experienced in the required trade. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer.
11. PERMITS: The contractor shall without additional expense to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor shall comply with all applicable federal, state and local laws.
12. CLEAN UP: All trash and debris shall be removed from the site daily. The job site shall be left in a clean and neat manner.
13. WORK OUTSIDE REGULAR HOURS: If the contractor desires to carry on work on Saturday, Sunday, holidays or outside the unit’s regular hours, must submit their request in writing to the Contracting Officer’s QAE Representative for approval consideration. The contractor shall allow ample time to enable satisfactory arrangements to be made by the government for inspecting the work in progress.
14. UPON COMPLETION OF WORK: Contact the Contracting Officer’s QAE Representative to arrange for inspection/acceptance of work.
15. IDENTIFICATION OF CONTRACTOR PERSONNEL AND VEHICLES: The contractor shall provide a detailed list of all employees to the QAE Representative five (5) days prior to commencing work. The employee list shall contain the employee’s full name, male or female, date and place of birth, driver’s license/state ID number, current address, last four (4) of SSN, citizenship status and company name. The local Security Officer will be given a copy of the employee list and a pass will be issued for entry. Each contractor provided vehicle or towed trailer shall show the contractor’s name so that it is clearly visible on the vehicle. A valid state license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair.
16. SAFETY REQUIREMENTS:
General:
a. Responsibilities: All contractors working on U.S. Coast Guard property shall abide by all federal safety regulations as published by the Occupational Health and Safety Administration, 29 CFR 1910 (series) and 29 CFR 1926 (series). Contractor written safety programs shall be reviewed by the Safety Officer prior to starting work.
b. Rights: Every employee working for the U.S. Coast Guard has the right to a safe and healthy work place. The contractor has the responsibility and right to stop unsafe work. QAE’s and the Safety Officer may also institute a work stoppage relating to unsafe practices or immediate danger to life and health situations.
COVID-19:
c. All contractors working on U.S. Coast Guard property must wear face coverings recommended by the Center for Disease Control (CDC) when transiting through any building and when at least 6 feet of social distancing cannot be maintained.
d. Any contractor experiencing COVID-19 symptoms must immediately notify the designated Contracting Officer and follow CDC guidelines.
17. ENVIRONMENTAL PROTECTION REQUIREMENTS:
a. All contractors working on U.S. Coast Guard property shall abide by all federal environmental regulations as published by the Environmental Protection Agency, 40 CFR (series). Contractor written environmental management and pollution prevention programs shall be reviewed by the Environmental Protection Specialist, prior to starting work and must be in accordance with the Unit Environmental Guide.
b. Written notification must be provided to the Environmental Protection Specialist of any activity that could potentially cause a permit violation. Some examples of qualifying activities are: any activity that could result in a spill or discharge into a waterway or introducing a hazardous material into the environment.
c. Copies of the following must be provided to the Environmental Protection Specialist prior to starting work in affected areas: Safety Data Sheets.
d. Hazardous materials used by a contractor are required to be disposed of by that contractor. Disposal must be in accordance with federal, state, and local guidelines.
