About this file
This is a Solicitation Addendum Questions and Answers document issued by the Nebraska Department of Education for the Child Nutrition Compliance and Monitoring contract (NDERFP260429), with a solicitation opening date of July 17, 2026 at 11:00 AM. The solicitation requests proposals for compliance and monitoring oversight of USDA child nutrition programs, including the National School Lunch Program (NSLP), School Breakfast Program (SBP), Summer Food Service Program (SFSP), and Summer Meal Option (SSO) across Nebraska's approximately 380 sponsors. The contractor is expected to complete 55-65 Administrative Reviews of school food authorities operating NSLP/SBP annually and conduct 15 or fewer SFSP Compliance Reviews each year. Compliance monitoring will initially be conducted via email for setup, with on-site visits used to observe meal services, review records, and provide technical assistance. The contract term begins October 1, 2026, with a base term of 12 months and four renewal options extending through Year 5. Bidders must submit technical proposals and complete vendor cost sheets with labor category rates, travel expenses, and other direct costs, and should identify all specific professionals who will work on the project, including names, titles, reporting relationships, and assigned responsibilities.
Contractors may propose their own format for monthly status updates and may add line items as needed under Other Associated Costs, though technical assistance visits and training sessions will not be considered in scoring. Procurement reviews should be priced as part of the Administrative Review line item that includes one required site visit, while SFSP Compliance Reviews should be priced as a sponsor review with one required site visit, with additional site visit costs identified separately. The solicitation funding derives from federal USDA appropriations designated for child nutrition program administration and monitoring. Bidders are responsible for monitoring the State Purchasing Bureau website for all addenda or amendments, and the addendum clarifies that NDE does not currently have a regional breakdown of sponsor locations but will provide contractors with a list of sponsors requiring reviews for each operational year.

Solicitation Section Reference
Solicitation Page Number
Questions
Answer
Section V.A – Project Overview / Section V.I – Deliverables
33
NDE states there are approximately 380 sponsors operating NSLP, SBP, and/or SSO in Nebraska. Please provide the anticipated number of Administrative Reviews, Procurement Reviews, and SFSP Compliance Reviews the Contractor will be expected to complete in each contract year, so bidders can develop an accurate staffing and cost proposal.
Expectation to complete 55-65 Administrative Reviews of school food authorities operating the NSLP/SBP each year. Expectation to conduct 15 or fewer Summer Food Service Program each year.
Section V.I – Deliverables, Item 5
34
Is there a required or preferred format/template for the monthly status update due to NDE by the 10th of each month, or may the Contractor propose its own reporting format?
The contractor may propose its own format
Attachment A – NDE Vendor Cost Sheet
39
The Cost Sheet provides line items only for "Completion of one (1) Administration Review including one required site visit" and "Compilation of additional site visits." Please clarify whether pricing for the Procurement Reviews should be included as part of the Administrative Review or separately. Please confirm how SFSP Compliance Review pricing should be indicated on the pricing tool. Should they be added as a new line item, or priced through the "Other Associated Costs" section?
Procurement reviews should be included in the price quote for the Administratrive Review that includes one required site visit. SFSP compliance reviews should be priced as a sponsor review with one required site visit. The cost of additional required site visits for each program should be identified.
Attachment A – NDE Vendor Cost Sheet
39
The Cost Sheet notes that bidders may "add line items as needed" under Other Associated Costs. Please confirm that bidders may insert multiple individually priced line items in this section (for example, a training session and a technical assistance site visit, each priced separately), and that doing so will not affect the responsiveness of the Cost Sheet.
We are not requesting technical assistance visits or training sessions; these can be added but won't be considered in the scoring. The NDE expects that necessary technical assistance will be provided throughougt the review to bring SFAs into compliance
Attachment A – NDE Vendor Cost Sheet
39
The Cost Sheet includes pricing columns for Years 1 through 5, consistent with the base term plus four renewal options. Please confirm that "Year 1" refers to the full first 12-month term beginning with the Vendor start date of 10/01/26.
Yes, year 1 refers to the full first 12-month term with start date 10/1/2026
Section V. Project Description and Scope of Work, B. Project Environment
32
Section V Paragraph B states, "Initial set up of compliance monitoring reviews of the Child Nutrition Programs will be completed using email; on-site visits will be used to observe meal services, review records, and provide technical assistance."
Are all records reviewed on-site or is collection and analysis of review records able to be conducted electronically prior to conducting the on-site review?"
Per Section V.B, initial set up of compliance monitoring reviews will be completed using email. Collection and analysis of review records may be conducted electronically prior to the on-site visit. On-site visits are specifically used to observe meal services, review records, and provide technical assistance.
Section V. Project Description and Scope of Work, A. Project Overview
32
Section V Paragraph A states, "The Contractor’s staff must have a thorough understanding of NSLP, SBP, and SSO program regulations, an ability to interpret and apply federal regulations, and to assess compliance." Subsequent paragraphs, however, regularly refer to USDA’s Summer Food Service Program (SFSP).
Does NDE intend to assign the contractor both NSLP and SFSP reviews? If so, should a separate cost sheet be submitted for each?"
Yes, NDE intends to assign the contractor both NSLP/SBP Administrative Reviews and SFSP Compliance Reviews. A single Cost Sheet should be submitted. SFSP Compliance Review pricing should be added as a separate line item under 'Other Associated Costs' as bidders may add line items as needed.
General
N/A
What is the anticipated annual review volume? Approximately how many NSLP and SFSP reviews is the contractor expected to be assigned each year?
NDE expects 55-65 Administrative Reviews of school food authorities operating the NSLP/SBP each year, and 15 or fewer Summer Food Service Program (SFSP) compliance reviews each year.
General
N/A
Can NDE provide a regional/geographical breakdown of where NSLP sponsors are located?
NDE does not have a regional breakdown to provide at this time. Nebraska has approximately 380 schools and residential care institutions (sponsors) operating the NSLP, SBP, and/or SSO statewide. The Contractor will be provided a list of sponsors for which reviews need to be completed in each operational year.
Section VI A.1.i
35
"Section VI A.1.i states, "The bidder should identify the specific professionals who will work on NDE’s project if their company is awarded the contract resulting from this Solicitation."
Is it sufficient to identify the specific key personnel, which included the project management team, or does NDE want vendors to include all staff who will work on the project?
Bidders should identify the specific professionals who will work on the project, including names and titles of the team proposed for assignment. This should include team leadership, interface and support functions, reporting relationships, and the primary work assigned to each person. All staff expected to perform work on the project should be identified.
