About this file

This is a Sources Sought Notice for .338 Norma Magnum (NM) Anti-Materiel Precision Ammunition. The United States Army Contracting Command-New Jersey (ACC-NJ), on behalf of the Project Manager for Maneuver Ammunition Systems (PM MAS), is seeking sources to manufacture .338 Norma Magnum anti-materiel precision ammunition utilizing a high-performance case for use in the U.S. Army's Mk22 Precision Sniper Rifle (PSR) platform. The ammunition must meet all requirements outlined in Military Detailed Specification MIL-DTL-XM1224, which is marked Distribution D and restricted to the Department of Defense and DoD contractors. Offerors must be registered with the U.S./Canada Joint Certification Office and are required to submit certification via DD Form 2345 (Military Critical Technical Data Agreement) along with AMSTA-AR Form 1350 (Technical Data Request Questionnaire) and a fully executed Non-Disclosure and Non-Use Agreement to obtain the specification and technical drawings.

The cartridge case must consist of steel or brass capable of reliably functioning at chamber pressures between 85 and 90 kilo-pounds per square inch (ksi) without imparting additional rearward force on the bolt face or requiring increased extraction force compared to standard brass cases at 62 ksi. Foreign offerors requiring subcontractors must apply for export licenses. The notice emphasizes that delays in obtaining DD Form 2345 certification or export licenses will not be grounds for extending future proposal closing dates. This pre-solicitation notice is issued by the Department of the Army Materiel Command Contracting Command Picatinny Arsenal and serves to identify potential qualified sources prior to formal solicitation.
