About this file

This document is a Final Hydraulics Recommendations Memorandum for the North Dakota Federal Lands Highway Division (CFLHD) Auto Tour Route project located near Kenmare, North Dakota. The project involves roadway rehabilitation on Route 011, a two-lane gravel road spanning approximately two miles within the Des Lacs National Wildlife Refuge. Specific improvements include spot aggregate resurfacing, subexcavation in unstable soil areas, ditch grading and stabilization, and culvert cleaning and replacement.

The hydraulic analysis recommends replacing two culverts (at stations 18+26 and 72+15) with reinforced concrete pipes, cleaning two additional culverts, and replacing headwalls at one culvert location. Five ditch sections will be improved with turf reinforcement mats (TRM) to enhance drainage capacity and stability. The project will use a 25-year design storm for culvert sizing and a 10-year storm for ditch design, following Federal Highway Administration and North Dakota Department of Transportation design criteria. Stormwater control measures will include fiber rolls, culvert inlet/outlet protection, and erosion control blankets to manage runoff and minimize environmental impact.

Introduction

Auto Tour Route ND FTFW DESL 11(4) Lower Lake Road is located in the Des Lacs National

Wildlife Refuge near Kenmare, North Dakota (ND) in Ward County. Kenmare is located approximately 60 miles north-west of Minot, ND. Route 011 (RTE11) is a two-lane gravel road which has been deteriorating due to weather events, drainage and geotechnical issues and lack of routine maintenance. This is Phase 6 of work along RTE11. The scope of work includes spot aggregate resurfacing and subexcavation in unstable soil locations, ditch grading and stabilization, culvert cleaning and replacement. The Project extends from milepost (MP) 0.0 to

MP 2.0. The total length of Phase 6 is approximately two miles. This has been further divided into Schedule A, X, Y and Z. All drainage work will be included in Schedule A between Station

15+75 to 89+50. Option Z would include the same work description between Station 89+50 to

118+85.

From the centerline of road to the west is Canadian Pacific Railroad right-of-way (ROW). On the east the road alternates between Refuge, City of Kenmare and Ward County ROW. A

Memorandum of Understanding (MOU) has been written and approved between the Refuge, Canadian Pacific Railroad, City of Kenmare, and Ward County.

The scope of work initially included roadbed reconditioning of aggregate resurfacing, subexcavation in unstable soil locations, evaluation of five ditch locations of concern for capacity and evaluation of the existing crossing at 492nd Street. An existing condition hydrologic and hydraulic analysis of each culvert was done during the 30% Design. There were six specific locations identified by the Refuge with drainage concerns which include the five ditch capacity locations and the culvert at 492nd Street. To that end those five locations do not have defined roadside ditches and runoff drains across RTE11. At 492nd Street north-west the need for a new pipe was evaluated to address drainage issues. Design will follow the criteria and guidance in

Federal Highway Associations Project Development and Design Manual (PDDM) and any applicable local criteria.

(Images from NDDOT)

Criteria Hydrologic and hydraulic components of the project include developing existing conditions hydrology and culvert analysis. Proposed ditches will be added at specific locations where there are existing drainage concerns. Ditch stabilization measures were also evaluated at select locations.

The drainage criteria developed for this Project is based on the U.S. Department of

Transportation Federal Highway Administration (FHWA) Project Development and Design

Manual (PDDM) and local criteria from North Dakota Department of Transportation (NDDOT)

Drainage Manual (DM) Chapter V: Hydraulic Studies and Drainage Design. Ward County does not have design criteria. Therefore, NDDOT was referenced for local criteria.

The roadway classification is designated as a low-standard road. This is typically determined by traffic count and design speed. Traffic data was not provided but is assumed to be less than 50 average daily traffic (ADT).

Table 1 summarizes drainage design criteria for the drainage components included in the

Project.

Soil information was determined using the Natural Resources Conservation Service (NRCS)

Web Soil Survey for Ward County, North Dakota. The hydrologic soil for the surrounding area is

B and C. The majority of the basin is group B. The upper ranges of offsite basins include smaller areas of group C soils. The hydrologic soil report is included in Appendix A.

Basins exceeding 200 acres used USGS regional regression equations, in accordance with the methods described in U.S. Geological Survey Scientific Investigations Report 2015-5096.

Calculation of design discharge was in accordance with the US Geological Survey Water

Resources Investigation Report 92-4020 “Techniques for Estimating Peak-Flow Frequency

Relations for North Dakota Streams”. Methods referenced from the NDDOT Design Manual, Chapter 5, Hydraulic Studies, and Drainage Design. North Dakota has three hydrologic zones;

the project falls in Zone C. A map from Report 92-4020 and the regression equations for North

Dakota are included in Appendix A.

Hydrologic zone C equations for the frequencies used on the project are listed in Table 3.

Floodplain Impacts

The Project is adjacent to but not located in an area of Federal Emergency Management

Agency (FEMA) mapped floodplain. The adjacent floodplain is mapped Zone A. The Project is located on FEMA panels 38101C0090D and 38101C0095D. These panels as well as the Index for Ward County is included in Appendix A.

Hydraulics

Existing Conditions

There are thirteen existing culverts that cross RTE011 and one under 492nd Street. An existing conditions analysis was done for each culvert at 30% design. The analysis was done using

FHWA HY8 software. Most culverts are corrugated metal pipe (CMP) (10) some with headwalls.

Culverts at the northern limits of the project (4) are reinforced concrete pipe (RCP). Culvert condition was investigated during the 30% field review. During the field review it was determined that the majority of cross culverts were in good condition. There were four locations identified that need replacement, one location had deteriorated headwalls, and two locations with significant debris and clogging.

Table 5 summarizes the existing culverts and the hydraulic results for the major (100-year) analysis. Results for all culverts for 2-, 10-, and 50 are included in a summary table in Appendix

B. Culverts were analyzed for existing conditions with the existing roadway edge of pavement elevations.

The Refuge staff identified four areas of concern where ditch improvements are needed. Runoff drains over RTE011 because there are no defined roadside ditches to capture runoff on the north side of the road. Runoff down 492nd Street has caused erosion and sedimentation in the ditch and culvert at the intersection with RTE011. The grade down 492nd Street is greater than

10%. There are defined ditches on the upper sections of 492nd Street that drain to the south toward RTE011 but on the west the flows are directed around a berm to the west and south to a roadside ditch that runs south-east along RTE011 to an 18-inch culvert under 492nd Street. See basin map, basin ID B55.

Proposed Design

CULVERTS

An existing conditions analysis of all culverts was completed during 30% design. Not all met current design standards. However, to work within the funding of the project and based on findings of the field review the proposed culvert work will be reduced. Initially all culverts were planned to be replaced in-kind with RCP. As mentioned previously during the field review it was found that most culverts were in good condition and only two need to be replaced. Those culverts are currently CMP and will be replaced with the same diameter RCP, flared end sections and riprap outlet protection. Table 6 lists the culverts to be replaced.

Table 6 Culvert Replacement

RTE11 Station Diameter

(inches)

18+26 24

72+15 2 x 30

There were two culverts that were in good condition but need to be cleaned of debris. They are located at Station 23+36 and 33+90.

One culvert located at Station 83+52 is in good condition, but headwalls have deteriorated. The headwalls will be removed and replaced with flared end sections with riprap outlet protection.

One culvert was scoped to be added if found necessary to improve conditions at 492nd Street.

Analysis of this location found that the existing pipe diameter meets current design standards listed in the criteria section and the primary problem here was erosion of the slopes from runoff from the north into this culvert. This location will replace the existing 18-inch CMP with an 18-inch RCP, flared end sections and riprap outlet protection. The hydraulic results of the analysis are included in Table 7.

The replacement culvert will convey the 25-year peak runoff per the PDDM. In addition, roadway improvements include a ditch that will convey the design flow to meet current ditch criteria to the next downstream culvert (49+74).

The DM recommends outlet protection for outlet velocities over 7 fps in locations of unstable soils or over 10 fps. Standard riprap aprons are proposed on culverts list above with improvements to replace the culvert or end treatments in accordance with Federal Highway

Administration Standard CFLHD Detail, C251-50, Placed Riprap at Culvert Outlets. Culverts to be replaced will have flared end sections

DITCHES

Locations for ditch improvements were evaluated for the 10-year design storm for conveyance as well as stability. The analysis used FHWA Hydraulic Toolbox. Proposed ditches use a V-section with 4:1 side slopes off the road and variable backslope ranging from 2:1 to 6:1.

A stability analysis was done for the same locations. The stability analysis was also done using

FHWA Hydraulic Toolbox. Ditches were initially analyzed with vegetative lining, if it was found to be unstable turf reinforcing mats were analyzed. The vegetation parameters used a fair condition with mixed growth. The maximum shear stress for soil is 0.04, vegetation 0.569 and rolled erosion control product (RECP) is 3.11 lb/ft2 for turf reinforcing mat (TRM) type 5.A as defined by FLH FP14 Standard Specifications for Construction of Road and Bridges on Federal

Highway Projects Section S713-14 Roadside Improvement Materials, section 713.18 Turf

Reinforcement Mats, Table 713-4 Turf Reinforcement Mats. The properties for TRM 5.A allows for a minimum shear stress for channel applications of 6.0 lb/ft2 and a minimum tensile strength of 125 lb/ft. Table 8 summarizes the capacity and lining recommendations for the five ditch sections.

Additional ditch segments that were not included in the hydraulic analysis will also be lined with

TRM 5.A. These locations include ditch excavation and ditch reconditioning activity identified on the construction plans. Culvert and ditch calculations are included in Appendix B.

Stormwater Control Measures

The project’s construction stormwater discharges must include a general stormwater construction permit in accordance with NDR11-0000 00000 effective on April 1, 2020 in conformance with the National Pollutant Discharge Elimination System (NPDES). The contractor will be responsible for acquiring the permit.

FHWA standard erosion and sediment control measures will be used. Areas that are disturbed during construction will be re-established. Anticipated practices include fiber rolls as perimeter control, culvert inlet and outlet protection and in ditches. Proposed ditches should incorporate erosion control blanket to establish vegetation. Permanent controls will include turf reinforcing mats. All disturbed areas will be re-established with native seed.

Summary

The proposed drainage improvements for the project will include select culvert replacement in-kind, improved ditch capacity at select locations along with permanent stabilization to improve specific areas along the project where drainage concerns were identified by the Refuge.

Maps from the Web Soil Survey are based on the Web Mercator projection, which preserves direction and shape but distorts distance and area. A projection that preserves area, such as the Albers equal-area conic projection, should be used if more accurate calculations of distance or area are required.

This product is generated from the USDA-NRCS certified data as of the version date(s) listed below.

Description

Hydrologic soil groups are based on estimates of runoff potential. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms.

The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows:

Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission.

Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture.

These soils have a moderate rate of water transmission.

Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission.

Group D. Soils having a very slow infiltration rate (high runoff potential) when thoroughly wet. These consist chiefly of clays that have a high shrink-swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission.

If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is for drained areas and the second is for undrained areas. Only the soils that in their natural condition are in group D are assigned to dual classes.

1 Precipitation frequency (PF) estimates in this table are based on frequency analysis of partial duration series (PDS).

Numbers in parenthesis are PF estimates at lower and upper bounds of the 90% confidence interval. The probability that precipitation frequency estimates (for a given duration and average recurrence interval) will be greater than the upper bound (or less than the lower bound) is 5%. Estimates at upper bounds are not checked against probable maximum precipitation (PMP) estimates and may be higher than currently valid PMP values.
