About this file
Newton County Schools has issued a Request for Information (RFI) seeking detailed proposals from vendors for a Voice over IP (VoIP) enterprise phone system to replace their current Cisco Unified Communications Manager (CUCM) environment. The RFI targets a comprehensive VoIP solution for 27 sites with approximately 1,300 phone extensions, with options for cloud-hosted or hybrid deployments. Responses are due by December 10, 2025, at 5:00 PM EST, and vendors are asked to provide information on number porting, network integration, handset assessment and replacement, data migration, configuration, unified messaging, training, support, and site activation strategies.
The school district is currently operating on Cisco Unified Communications Manager version 12.5 with Cisco Unity voicemail and seeks a migration path that allows phased transitioning with minimal disruption to existing services. Vendors are requested to submit non-binding pricing estimates covering phone number porting, monthly SIP trunk service, per-user and add-on features, license costs, installation labor, and warranty coverage. The RFI emphasizes a need for seamless interoperability during the transition, compatibility with existing Cisco handsets, solutions for specialized systems like fax services and access control phones, and comprehensive training for district IT staff and end-users.

This is a non-binding request for information only. No award will be made based on this RFI. The information provided shall be used for the purpose of education on providers, their capabilities, pricing, and other items that might warrant the issuance of a formal Request for Proposals (RFP) if deemed necessary by Newton County Schools. There is no guarantee that an RFP will be issued.
No firm will be bound by any pricing quoted in response to this Request for Information (RFI).
Pricing shall be provided for information and budgetary purposes only. Information submitted in response to this RFI will not be used to pre-qualify prospective vendors or plans.
Background Information Newton County Schools operates 27 sites with approximately 1,300 phone extensions on Cisco Unified Communications Manager (CUCM) version 12.5 with Cisco Unity voicemail. We are evaluating migration options to either a cloud-hosted or a hybrid solution.
Technical requirements for the migration include:
• Support for a phased transition strategy, allowing sites to be migrated individually while maintaining interoperability with the legacy CUCM environment during the transition period.
• Seamless call routing and extension dialing between the legacy CUCM system and the new platform throughout the migration.
• Minimal disruption to end users, with voicemail, call forwarding, and directory services continuing to function during the transition phase.
• Clear migration path for Unity voicemail services or an equivalent feature set within the new environment.
SECTION II: SCOPE OF REQUESTED INFORMATION
