This notice does not constitute a commitment by the United States Government (USG) to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary. The USG will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the USG. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential Offerors to monitor this site for additional information pertaining to this potential requirement.
DESCRIPTION
The Headquarters, Mission Installation Contracting Command – Theater Support Center (HQ MICC-TSC) hereby provides notice of its intent to award a competitive Firm Fixed-Price (FFP) Multiple Award Task Order Contract (MATOC). The MATOC will provide maintenance, repair, and minor construction acquisition support to seven (7) sites in the National Capital Region (NCR). This MATOC covers six (6) U.S. Army Garrison Directorate of Public Works (DPW) and, the Arlington National cemetery (ANC). The six sites are 1. U.S Army Garrisons Aberdeen Proving Ground (USAG-ABER), 2. Fort Belvoir (USAG-FBVA), 3. Fort Detrick (USAG-DET1),
4. Fort George G Meade (USAG-MEAD), 5. Fort Walker (USAG-WALK), and 6. Joint Base Myer-Henderson Hall (USAG-MYER)., to support six (6) United States Army Garrisons (USAGs) – USAG-Aberdeen Base Myer-Henderson Hall (USAG-MYER) – and Arlington National Cemetery (ANC). This acquisition will be conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) 16.504 Indefinite-quantity contracts and FAR 16.505 Ordering.
The Government intends to make an award by 16 January 2026. This contract has a five-year base period and two (2) one-year option periods for a total ordering period of seven (7) years.
Interested firms may submit a capability statement no later than 28 February 2025 at 2:00 pm EST (Eastern Standard Time).
The DPW Engineering and Construction Divisions at each of the seven (7) Garrison/locations have a requirement for sustainment, restoration and modernization (SRM) projects to include repair, maintenance, demolition, restoration, modernization, and minor construction.

Request for Information/Sources Sought:
1. Does your company currently possess the capabilities to perform all of the tasking within the draft Statement of Work (SOW) as the Prime Contractor? If not, what areas would require subcontracting, joint ventures, or teaming arrangements that will be pursued, if any?
2. How would you incentivize and measure performance of the tasking in the draft SOW?
3. Does your company have the capability to provide personnel with the requisite security clearances?
4. Describe what tasks your company would need to accomplish during a phase-in period to commence full performance based on the draft SOW? How long would you need to accomplish this?
5. Provide information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.
6. Does the draft SOW contain information that would enable you to adequately respond to a Request for Proposal (RFP)?
7. Does your company possess the capabilities to provide the entire range of the requirements referenced in Attachment 0001 – Draft NCR MATOC Statement of Work dated 1/28/2025? If not, please list which requirements your company can and cannot provide.
8. Please discuss your processes and procedures.
9. Do you have experience working on/with DoD bases/facilities and do you have the ability to obtain access to Government facilities?
Please advise regarding any potential Organizational Conflicts of Interest (OCI). Provide a brief outline describing how your organization could avoid actual or perceived OCI (See
FAR 9.5).
10. Have you or do you operate on a contract that includes a collective bargaining agreement?
11. Do you have the capability to meet the contract duration outlined in the draft SOW?
12. Are there any tasks in the draft SOW that you feel could not be done utilizing a firm-fixed price CLIN? If so, please identify the specific tasks?
13. Can or has your company managed a team of subcontractors before? If so, provide details.
14. Does your company have policies, procedures, and practices for preparing cost estimates/price proposals that provide reasonable assurance that cost estimates are allowable, allocable and reasonable for reimbursement under Government contracts in accordance with Federal Acquisition Regulation (FAR) and contract terms. Does your company possess a Defense Contract Management Agency (DCMA) Approved Purchasing Accounting System?
15. What percentage of this effort would you ensure is captured in small business participation?
The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act and the Davis-Bacon and Related Acts or, a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify subcontracting opportunities.

3. Responses: Provide a short description of experience performing relevant and recent (within the last 3-5 years) MATOC construction and/or SRM projects.
Please limit your response to twenty (20) single space 8.5X11 inch pages. Capability Statements must be submitted in Microsoft Word format. Submit response via e-mail to the Points of Contact (POC) provided herein.
