STATEMENT OF WORK
USCG NCRADF Generator Maintenance
1.1 INTRODUCTION:
This specification defines the requirements for Generator service and load testing of Kohler 400REOZJ/GM76156GA2 S/N SGM322K2L with located at Hanger 5 Reagan National Airport.
Location of work:
National Capitol Region (NCR) Air Defense Facility 1 Reagan National Airport STOP 7700 Washington, DC 20593
1.2 SCOPE OF WORK:
The contractor shall provide the tools, a Kohler factory trained technician, and equipment for the cleaning, inspecting, and the maintenance for 1 tank mounted generator. This unit is located at an airport which requires an escort on and off the facility. The technician that is providing the work will hold a valid government issued ID in order to be allowed on the government installation. Contractor shall provide written documentation for every visit outlining the preformed work. The contractor shall provide the following service as described below.
Monthly
1. Visual check unit for leaks.
2. Wipe unit down.
3. Check fluid levels.
4. Check unit start time (5 sec. too full speed.)
5. Check battery cables for corrosion.
6. Check battery clamps and hold down clamps for tightness.
7. Check to ensure engine block heater is working correctly.
8. Visually ensure display functions properly.
Annually
1. Change all filters, (oil, fuel and air).
2. Change oil following manufactures requirements.
3. Fuel and coolant testing. Send samples to an independent lab for analysis. Provide the report to the QAE via email directly from lab.
4. Fuel will be testing: D482,D524,D976,D2500,D130,D1298,D86,D93,D1796/D2709,D4294/D5453,D445 and Micro Organisms(yes or no).
5. Coolant will test for the following:
Freeze point, PH, nitrate, Glycol% / antifreeze%, metal analysis, boil point, SCA# and total hardness.
6. Load test unit to 100% for 6hrs.
1.3 ON-SITE SUPERVISOR:
The contractor shall have in its employment an on-site supervisor, certified in accordance with OSHA, EPA, Virginia, MWAA and local laws and regulations regarding hazardous materials, de-energizing, or operating any device on the generator. The on-site supervisor shall coordinate with the QAE to ensure that precautions are taken to prevent damage to planes and other equipment. The identified on-site supervisor of the Coast Guard will be MK2 Mason Bohanon and can be reached at 703-417-2266. This representative is NOT a loud to change any service requirements outside the scope of work. If there are any items outside of the scope of work or outside the dollar agreement the contracting officer is the only member who can authorize any such work or costs.
1.4 OTHER MATERIALS:
All cleaning and lubricating materials needed to complete the job shall be provided by the contractor including any absorbent materials needed for cleaning accidental spillage of oil, sludge, sand, contaminated water or cleaning materials/solvents. The contractor shall be responsible for the clean-up of any spills or system discharges. The contractor shall remove from the premises any liquid that cannot be safely flushed into the sewer system. Drains must be closed with a liquid tight seal to prevent leakage and must be approved by the Environmental Protection Specialist. All waste shall be packaged properly labeled and removed by the contractor after completion.
1.5 PROTECTION AND CLEAN UP:
The contractor shall protect his work as necessary by means of protective barriers and signs. After completion of work the contractor shall remove such protective devices and any debris from his operations.

1.9 SCHEDULE OF PERFORMANCE:
All quote submissions are required to be returned to the Air Station contracting officer NLT the date set in solicitation within the RFQ. Performance period is 01Oct20 thru 30Sept21. The date that the work will commence on will be scheduled between the contractor and the QAE within Seven (7) days of award notification.
All work shall be performed between the times of 9:00 am and 2:30 pm daily. The job shall commence on a Wednesday so that there shall be time to complete the job, including any remedial action or repairs, prior to the end of the day.
1.10 INSURANCE REQUIREMENT AND EVIDENCE OF COVERAGE:
In accordance with the clause entitled "INSURANCE-WORK ON A GOVERNMENT INSTALLATION" (FAR 52.228-05, PAR 1983), the contractor and each subcontractor and/or transporter shall be required to procure and maintain during the entire period of performance under this contract the following minimum insurance and email a certificate thereof to the contracting officer prior to the award of contract. As required by USCG TAR 1228.90 and FAR 28.302, the certificate(s) must contain an expiration date and an endorsement stating that "Any cancellation or material change in the coverage adversely affecting the Government's interest shall not be effective unless the insurer or the contractor gives written notice of cancellation or change to the contracting officer".
a. General Liability Insurance. Comprehensive general liability insurance to ensure against bodily injury in the minimum amount of $500,000.00 per occurrence.
b. Workman's Compensation. Full insurance coverage in accordance with the State Workman's Compensation Law.
c. Automobile Liability. Automobile Liability insurance written on the comprehensive form of the policy must be maintained. The policy shall provide for bodily injury and property damage liability covering the operation of all vehicles used in connection with performance under the contract. Coverage of at least $200,000.00 per person and $500,000.00 per occurrence for property damage shall be provided.
d. Liability Insurance During Transport. Due to the nature of the transport of hazardous material, contractor shall maintain a minimum of one million dollars ($1,000,000.00) in liability insurance. This shall cover damages due to contractor or driver negligence, which might occur during actual transport of the hazardous material from time of pick up until cargo is receipted for by the designated disposal facility. Certificates as described above shall be presented to the contracting officer prior to contract award.
1.11 COAST GUARD REGULATIONS:
The contractor and all its employees shall obey applicable Coast Guard regulations, including fire prevention. It shall be the responsibility of the contractor to familiarize all of its employees with Coast Guard regulations, such as speed limits, parking regulations, etc., in force during the contract term.
1.12 WAGE AND FRINGE BENEFIT DETERMINATION:
