The Na�onal Capital Planning Commission (NCPC), is seeking a qualified consultant team to provide professional services to prepare the New Pennsylvania Avenue Plan (New PA Plan) through a Full and Open Compe��on.

Federal and District agencies have come together and agree that now is the �me to update the an�quated Pennsylvania Avenue Plan 1974 (1974 Plan) to guide physical improvements and opera�ons for the next 50 years. Building on the vision, early concepts, and studies completed to date, the NCPC in collabora�on with federal and District partners, seeks a qualified consultant team to prepare the New Pennsylvania Avenue Plan (New PA Plan). The New PA Plan will include a Public Space Master Plan and an Implementa�on Program for the Pennsylvania Avenue corridor.

The 1974 Plan focuses on an approximately 116-acre area that encompasses the Pennsylvania Avenue corridor from 3rd Street, NW to 15th Street, NW and several blocks to the north along its length. Federal law and a Memorandum of Agreement established the 1974 Plan and its jurisdic�onal and regulatory framework that is further defined by a combina�on of overall General Guidelines and specific Square Guidelines for each block.

The New PA Plan should be a usable and comprehensive document that will guide decision making on planning, design, development, opera�ons, and programming into the coming decades. It should include:

• A new stewardship en�ty or partnership to implement the New PA Plan:

• A Public Space Master Plan to guide urban form, public space, roadway, security, and infrastructure improvements.

• An Implementa�on Program, including a funding strategy to administer and/or coordinate the future opera�ons, maintenance, and programming of the Avenue.

• An updated regulatory framework, including guidelines, to ensure that urban form, land uses, and any new or modified site or building development, modifica�ons, or redevelopment, reflect best urban development prac�ces.

This work will entail obtaining required jurisdic�onal approvals and poten�ally assis�ng with any future legisla�ve ac�ons necessary to implement the New PA Plan.

The Scope of Work (SOW) to prepare the New PA Plan entails two primary phases that will be contracted separately through two Request for Proposals (RFPs) that must be closely coordinated. This first RFP, phase one will focus on the Implementa�on Program; the second RFP, phase two will focus on physical design. A future RFP for the third phase will include implementa�on of the New PA Plan, such as prepara�on of design and construc�on documents. This phase will be scoped and released by the new stewardship en�ty a�er the New PA Plan is accepted by the required congressional subcommitees.

NCPC will issue two RFPs in 2023, procured and awarded as separate contracts.

• The first is RFP 1/ Phase 1, the Implementa�on Program which includes four sub-phases. Phase 1a is the basis of this solicita�on.

• The second is RFP 2/ Phase 2, A Public Space Master Plan /Concept Design that will be issued in the 1st Quarter of

2024.

RFP 1 / Phase 1 Implementa�on Program: This RFP includes Phase 1a; however, Phases 1b and 1c may be awarded as op�onal phases following comple�on of Phase 1a. Phases 1b and 1c are intended to be done in collabora�on with work developed in conjunc�on with Phase 2.

• Phase 1a focuses on tasks to define, develop, and seek approval of the Implementa�on Program, including:

developing the event and public space program of requirements to inform concept development in Phase 2;

develop a baseline economic model(s) to build the preliminary business case for the vision; and develop an implementa�on program framework that includes poten�al strategies for: a new stewardship en�ty; on-going opera�ons and maintenance; regulatory requirements; daily/event programming; and funding.

• Op�on Phase 1b – In coordina�on with development of preferred alterna�ve(s) under the Phase 2, refine the economic models to finalize the business case, and to inform the implementa�on program.

• Op�on Phase 1c – In coordina�on with development of the Master Public Space Plan under the Phase 2, prepare the New Pennsylvania Avenue Plan and manage the Na�onal Environmental Policy Act (NEPA) and the Na�onal Historic Preserva�on Act (NHPA), and Agency approvals to include:

o The Public Space Master Plan and Concept Design to guide physical infrastructure, public space, roadway, and security improvements.

o An Implementa�on Program, including a new steward, a governance en�ty or partnership, to implement the Public Space Master Plan and administer the implementa�on program.

• Op�on Phase 1d – Support Project Partners in seeking required legisla�ve changes to update the 1974 Pennsylvania Avenue Plan and associated jurisdic�onal and regulatory provisions.

RFP 2 / Phase 2 Public Space Master Plan / Concept Design: This phase focuses on design tasks related to the physical design of the right-of-way, parks, building yards, and infrastructure. It will be developed in coordina�on with and based on findings of Phase 1 and in compliance with the Na�onal Environmental Policy Act (NEPA) and the Na�onal Historic Preserva�on Act (NHPA), and Agency approvals.

• Phase 2a focuses on development of a preferred conceptual design alterna�ves(s) as informed by Phase 1a.

• Phase 2b, in coordina�on with Phases 1b and 1c, focuses on development of a concept design in compliance with federal regulatory and approval processes.

RFP 3 / Phase 3 - Final Design (FD) - This solicita�on will be procured and awarded as separate contract(s) a�er the IP and MP work is successfully completed. NCPC will not likely be the en�ty to procure and award this phase of work. The Scope of Work for Phase 3 will be determined based on the IP and MP findings, including programming, phasing, budget, and stewardship, and will use the Public Space Master Plan to complete design development through final design and construc�on. Teams involved with the IP and MP efforts will not be precluded from proposing on the Phase 3 RFP(s).

This solicita�on will be a full and open compe��on for a firm-fixed price performance-based contract. All responsible sources may submit a bid, proposal, or quota�on which shall be considered by the agency. Proposals will be evaluated by a Selec�on Panel comprised of representa�ves from the Project Partners. Offeror’s must submit a Technical Proposal and a Fee Proposal. Factors used to evaluate the Technical Proposals include technical excellence; scope experience, relevant projects, and past performance; management capability, firm qualifica�ons, and staff experience.

Fee Proposals will be evaluated separately and based on potential best value, not lowest cost. The evaluations of fee proposals will not take precedence over the technical proposal scoring, and the lowest estimated fee proposal may not be selected if an award to a higher priced application affords NCPC a greater overall benefit.

If needed, a shortlist for interviews and discussions will be based on the Selection Panel’s rank of the Offerors based on the firm(s) considered most highly qualified to perform the work. Details on in interview will be defined with shortlist notifications.
