16. Descripon

The Naonal Capital Planning Commission (NCPC) is seeking a qualified consultant team to provide professional services to prepare the New Pennsylvania Avenue Plan (New PA Plan) through a Full and Open Compeon.

Federal and District agencies have come together and agree that now is the me to update the anquated Pennsylvania Avenue Plan 1974 (1974 Plan) to guide physical improvements and operaons for the next 50 years. Building on the vision, early concepts, and studies completed to date, the NCPC in collaboraon with federal and District partners, seeks a qualified consultant team to prepare the New Pennsylvania Avenue Plan (New PA Plan). The New PA Plan will include an Implementaon Program and a Public Space Master Plan for the Pennsylvania Avenue corridor.

The 1974 Plan focuses on an approximately 116-acre area that encompasses the Pennsylvania Avenue corridor from 3rd Street, NW to 15th Street, NW and several blocks to the north along its length. Federal law and a Memorandum of Agreement established the 1974 Plan and its jurisdiconal and regulatory framework that is further defined by a combinaon of overall General Guidelines and specific Square Guidelines for each block.

The New PA Plan should be a usable and comprehensive document that will guide decision making on planning, design, development, operaons, and programming into the coming decades. It should include:

• An Implementaon Program, including a funding strategy to administer and/or coordinate the future operaons, maintenance, and programming of the Avenue.

• A Public Space Plan to guide urban form, public space, roadway, security, and infrastructure improvements.

• A new stewardship enty or partnership to implement the New PA Plan:

• An updated regulatory framework to ensure that urban form, land uses, and any new or modified site or building development, modificaons, or redevelopment, reflect best urban development pracces.

This work will entail obtaining required jurisdiconal approvals and potenally assisng with any future legislave acons necessary to implement the New PA Plan.

The Scope of Work (SOW) to prepare the New PA Plan entails two primary phases that will be contracted separately through two Request for Proposals (RFPs) that must be closely coordinated. The first RFP, Phase 1, was released in September 2023, and focused on the Implementaon Program; this second RFP, Phase 2, will focus on physical design.

A future RFP for the third phase will include implementaon of the New PA Plan, such as preparaon of design and

NCPC Business Opportunities email: bizops@ncpc.gov Version 1.0 construcon documents. This phase will be scoped and released by the new stewardship enty aer the New PA Plan is accepted by the required congressional subcommitees.

NCPC is issuing two RFPs in 2023, procured and awarded as separate contracts.

• The first RFP 1/ Phase 1, was released in September 2023 and focused on the Implementaon Program.

• This solicitaon of for the second RFP 2/ Phase 2, Public Space Master Plan/Concept Design which focuses on the physical design of the corridor and public spaces and infrastructure modernizaon, including includes data collecon and master plan concept development.

Phases 1b and 1c are intended to be done in collaboration with work developed in conjunction with Phase 2.

• Phase 1a focuses on development of the Implementaon Program, including: the event and public space program of requirements to inform concept development in Phase 2; a baseline economic model(s) to build the preliminary business case for the vision; and an implementaon program framework that includes potenal strategies for: a new stewardship enty; on-going operaons and maintenance; regulatory requirements;

daily/event programming; and funding.
