A. The following questions have been received by industry prior to the cutoff date of 11:00 am Eastern Time on
July 19, 2023. A response to each question is provided below:
1. Industry Questions: We request a 2-week extension to the close period so that we can respond correctly and completely? A spec such as this issued by Navy or CG would be a minimum of 30 days and more likely 45 days. I would like to point out that we build this same boat for the Navy, but over 100 units of. The data you request after changes to the base boat is somewhat excessive for a single unit, and not unlike the Navy, however they are buying 102 units. Hence the specification is adding considerable cost to your single unit purchase.
Government Response: The government declines to extend the quote due date. This is not a Navy or Coast Guard requirement. This is not a requirement for 100 or 102 units. This is a requirement for the vessel specifications and services as noted in the Performance Work Statement.
2. Industry Question: May I suggest you relax the requirements to reduce cost to NOAA.
Government Response: The government declines to change the requirements as stated in the Solicitation and the Performance Work Statement as it is the government’s need.
3. Industry Question: You include the notice of Milestones can you confirm that interim payments will be based on these milestones?
Government Response: No, payments will not be made based on the milestones. Please refer to NAM
1330-52.242-70 SUBMITTAL OF INVOICES (FEB 2011) in the solicitation.
4. Industry Question: NOAA specification states approximately 28’ bow to transom, is there room to allow for an outboard bracket/extension?
Government Response: Yes, a boat measuring 28' bow to transom may have a larger total length when outboard brackets and outboard motors are installed.
B. The due date for quotes remains unchanged at 2:00pm Eastern Time on July 26, 2023.
