About this file
This document is a Statement of Work (SOW) for a cloud-based Platform as a Service (PaaS) to support the Confluence Project, a research project funded by the National Cancer Institute (NCI) Intramural Research Program.
The SOW requires the contractor to provide a FedRAMP-approved, GDPR-compliant, cloud-based PaaS to facilitate data management, governance, and analysis for the Confluence Project. The platform must provide computational resources, analytical tools, and a secure environment for collaborative data sharing and custom application development. The contract will be a firm fixed-price order with a 12-month base period and two 12-month option periods. The related federal contract opportunity is a sole-source notice for this PaaS requirement, as DNANexus Inc. is the only provider that meets all the specified technical and regulatory requirements.

STATEMENT OF WORK (SOW)
1.0 TITLE
DNANexus Platform as a Service (PaaS) for a cloud-based data analysis and management platform to support the Confluence Project
2.0 BACKGROUND
The Confluence Project is a research project funded by the National Cancer Institute (NCI)
Intramural Research Program under the U.S Department of Health and Human Services (HHS), National Institutes of Health (NIH), NCI, Division of Cancer Epidemiology and Genetics (DECG).
The Confluence Project aims to build a large research resource for the scientific community for studying the genetic architecture of breast cancer. This will be accomplished by the confluence of existing and new genome-wide genotyping data to be generated through the project. The aims of the
Confluence Project are:
1. To discover susceptibility loci and advance knowledge of etiology of breast cancer overall and by subtypes.
2. To develop polygenic risk scores and integrate them with known risk factors for personalized risk assessment for breast cancer overall and by subtypes.
3. To discover loci for breast cancer prognosis, long-term survival, response to treatment, and second breast cancer.
The Confluence Project seeks to utilize a cloud-based platform to facilitate data management and collaborative data analyses among investigators participating in the Confluence Project. This
Platform As A Service (PAAS) will be used for storing, managing, governing, and analyzing data being shared with the Confluence Project. The platform must also provide access to statistical software to facilitate collaborative data analyses among investigators participating in the Confluence
Project.
3.0 SCOPE
The contractor shall provide a cloud-based analysis and data management platform that will facilitate data storage, management, and governance of genome wide analysis data and associated epidemiological data that is being shared with the Confluence Project. The platform must provide analytic resources to facilitate collaborative analyses, including providing access to bioinformatics and data science tools.
4.0 CONTRACT REQUIREMENTS/ AND PERSONNEL QUALIFICATIONS
The Contractor shall:
4.1 Provide a cloud-based Platform As A Service (PAAS) to facilitate data management, data governance, and analysis.
4.2 The cloud-based PAAS shall must be FedRAMP approved by the National Cancer Institute
(https://marketplace.fedramp.gov/agencies/22-005-03)
4.3 The servers for the cloud-based PASS used for storing, analyzing, and backing-up data must be located within the European Union and be compliant with the General Data
Protection Regulations (https://gdpr-info.eu/).

STATEMENT OF WORK (SOW)
• The product shall be a cloud-based Platform-as-a-Service (PaaS)
• The platform shall provide the facility for sharing of data, analytical pipelines, and derived results between authorized collaborators within and without the NIH research community.
• The platform shall be scalable to match the computational and storage of the research community.
• The platform shall provide a secure environment for data storage and analysis and shall be compliant with the industry’s strictest security & privacy regulations, including
ISO27001, NIST 800 framework, HIPAA, GDPR, GxP/ICH regulations, CAP/CLIA, and
FedRAMP Moderate.
• The platform shall support single sign-on technology (using the SAML 2.0 protocol ) to allow integration with NIH’s Active Directory.
• The platform shall provide on-demand computational resources via both Amazon Web
Service AWS-US-East & AWS-Frankfurt and Azure-US-West clouds.
• The platform shall contain a library of ready-to-use industry-standard pipelines with a workflow orchestration framework that offers the flexibility to import or build custom applications or pipelines.
• The platform shall provide (through an open SDK and APIs) the facility for bioinformaticians and computational biologists to develop custom tools and pipelines, automate data upload, and manage a variety of different file types.
• The development environment must accept a code developed in at least the following programming languages: C, C++, java, python, shell scripts and docker images.
• The platform shall provide the facility to deploy custom GUI-based apps (i.e. data visualization) through the interaction with worker nodes and HTTPS port
• The platform’s file management tools shall enable users to easily search, add metadata, and view a file’s source.
• The platform shall provide access to a human and machine-readable daily log of all activities (login, upload/download, run analysis, data sharing, etc.) related to users and projects of the organization for seamless audit and reproducibility.
• The platform shall provide simple methods for the archive and unarchive of files, folders, and projects. These archives shall be readily viewed and searched.
5.0 TYPE OF ORDER
This is a Firm Fixed Price Purchase Order.
6.0 PERIOD OF PERFORMANCE
