STATEMENT OF NEED (SON)

1.0 TITLE

One (1) Brand Name or Equal Acquisition of an automated NanoZoomer S60 Brightfield Whole Slide Scanner System

2.0 BACKGROUND

The National Cancer Institute's (NCI) Center for Cancer Research, Laboratory of Cancer Biology and Genetics depends on high-resolution digital slide scanners to analyze molecular markers in tissue samples. This technology enables researchers to use advanced imaging techniques and analysis tools, including computer vision and machine learning, to better understand cancer development and progression. The Molecular Pathology Unit (MPU) provides crucial support by delivering these high-quality digital images to researchers and facilitating their transfer to the NIH's digital image repository. However, the MPU's current scanners are obsolete and lack manufacturer support, jeopardizing their ability to provide these vital services. The acquisition of a replacement scanner is therefore critical to avoid disrupting ongoing and future research at the Laboratory.

3.0 BRAND NAME OR EQUAL

This requirement is for a Brand Name or Equal automated NanoZoomer S60 Brightfield Whole Slide Scanner System for Digital Pathology. The Federal Acquisition Regulation (FAR) provision 52.211-6 Brand Name or Equal (AUG 1999) is applicable to this requirement.

4.0 TYPE OF ORDER

This is a Firm Fixed-Price Purchase Order.

5.0 SPECIAL ORDER REQUIREMENTS

5.1 PRODUCT FEATURES/SALIENT CHARACTERISTICS

For this requirement the vendor must provide the Government with one (1) Brand Name or Equal NanoZoomer S60 Brightfield Whole Slide Scanner System as follow:

• The system must offer 20x and 40x scanning modes.

• The system must accommodate both standard 26 mm × 76 mm (thickness from 0.9 mm to

1.2 mm) and large 52 mm × 76 mm (thickness from 0.9 mm to 1.2 mm) slides.

• The system must provide a resolution of at least 0.46 μm/pixel (20x mode) and 0.23 μm/pixel

(40x mode).

• Slide image scan acquisition time must not exceed 2.5 minutes per slide.

• A manufacturer service contract must be available.

• The system must be upgradable to perform fluorescent optical scanning on the existing unit. This upgrade must include instrument-compatible operating software with multi-color (minimum 3) capability. The upgrade must also include an integration capability permitting overlay registration of brightfield and fluorescence image files.

• The system must allow for the simultaneous viewing of multiple slide images.

• The system must have a maximum automated scanning throughput of 60 or more slides.

• The system must offer operator-selected Z-stack image acquisition and depth interval adjustment capability.

• The system must provide unlimited user access to analysis and viewer software compatible with both MacOS and PC operating systems. Image viewing and analysis software must not require a license.

• The system's dimensions cannot exceed 28" D x 26.5" H x 26" W to fit in existing laboratory space.

• The system must be demonstrably compatible with existing NCI CBIIT cloud enterprise image storage and analysis software, including the NIH-wide platform Halo by IndicaLabs, to meet pathologist needs for telepathology and primary diagnosis. Image data file format, digital display rendering, and operability must be reliable and adaptable.

5.2 WARRANTY

In addition to the Implied warranty contained in FAR Clause 52.212-4, quoters are encouraged to provide express warranties. At a minimum, the Contractor shall provide a 12-month warranty or longer from date of final installation on all equipment and associated items provided under, or as a part of this purchase order.
