About this file

This Statement of Need (SON) details the National Cancer Institute's (NCI) requirement for renewing iLab Operations Software for its Center for Cancer Research (CCR) core facilities. The software is a modular, web-based asset management solution that supports operations across 5 core facilities, with critical features including core facilities management, instrument access and control, sample processing management, and publication tracking. Key technical requirements specify the software must integrate with institutional financial systems, provide customizable sample sheets, offer an intuitive billing platform, enable usage tracking via kiosk interface, and allow manual equipment access controls.

The contract opportunity is a sole-source procurement planned with Agilent Technologies Inc., anticipated to be processed under FAR Part 12 for commercial items. While primarily intended as a non-competitive acquisition, the notice allows interested parties, especially small businesses, to submit capability statements or proposals for consideration. The software renewal supports research management tools including service request management, sample management, equipment reservation, usage tracking, billing, invoicing, and reporting functionalities. Respondents must submit written responses via email to the Contracting Officer, Renee Jones-Chuang, and be registered in SAM.GOV to be eligible for award.
