NCI DRAFT STATEMENT OF WORK (SOW)

1.0 TITLE

webMethods OneData MDM Bundle and Integration Platform Software Licenses and Remote

Mission Critical Support

2.0 BACKGROUND

The U.S. Department of Health and Human Services, National Institutes of Health, National Cancer

Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT) mission is to provide and advocate for the appropriate use of data science, informatics, and information technology (IT) to support and accelerate the NCI Mission to prevent cancer, treat cancer, and improve cancer outcomes. An important role of the NCI Semantic Infrastructure (SI) is to support the

NCI research mission through community definition and collection of metadata. Data that have well defined linked metadata can improve the use, interpretation, and reuse of data and the extraction of information and knowledge from these data.

A metadata registry to supporting both human readable and machine-readable definitions has been an important component of supporting standardized clinical trial data since 2000 and is part of the NCI

CBIIT Semantic Infrastructure. These general metadata characteristics are also among the key principles for ensuring data meet principles of findability, accessibility, interoperability, and reusability (FAIR), for data citation and are noted to enable data access, verifiability, mapping, and discoverability. The metadata repository created by CBIIT is called NCI Cancer Data Standards

Registry (caDSR) which is currently utilized by the NCI and stakeholder community and will continue to be used for the foreseeable future.

The primary features enhancements are:

• Creation of data standards using the ISO/IEC 11179 Metadata Registry standard as

Common Data Element (CDEs). These are used to create Case Report Forms (CRFs) and

Data Models for harmonization, data validation, and mapping and transformation.

• Simplified and streamlined creation, curation, maintenance, discovery, and reuse.

• Support for content harmonization leveraging automated means for identification of overlapping content;

• Support semantics interoperability and integration of data across data collection initiatives and data models; and

• Support knowledge extraction.

NCI staff and contractors implemented webMethods products to modernize and replace the underlying 22-year-old legacy infrastructure of the caDSR, renamed caDSR II. This modernized infrastructure was put into production in May 2022 forming the basis for all the NCI CBIIT metadata content and services that extend to other NIH institutes and centers.

2.1 OBJECTIVE

To support ongoing operation of the NCI caDSR, NCI seeks to renew licenses and support for continued use of the brand name products. This renewal will enable continued enhancement of functionality to meet mission critical requirements. Data Science initiatives demand higher quality and quantity of data that can be used in novel ways including machine learning. These licenses will also support development of new services to assist NCI CRDC and other federal agencies to create and manage metadata for data elements, forms and models that are hosted in the caDSR database.

The objectives of this renewal are:

• Continued support and operation of caDSR II infrastructure.

• Uninterrupted support of the NCI Clinical Trials Network for rollout of new clinical trials, including support for standardized eligibility criteria for CTSU Open Enrollment application.

• Maintaining a system that is flexible enough to rapidly meet current and emerging requirements.

• Continue to achieve exceptionally high customer satisfaction as evidenced by caDSR II’s receipt of a 2023 NIH Director’s Award for Customer Service

3. SCOPE
