STATEMENT OF WORK

Van Driver Safety Assessment

For the NCCC Southwest Region

REQUESTOR INFORMATION

AmeriCorps NCCC is a residential national service program operated by the Corporation for National and Community Service. AmeriCorps NCCC’s mission is to strengthen communities and develop leaders through team-based national and community service. This mission is accomplished through the engagement of young people ages 18 – 24 in team-based service projects in communities throughout the country. Approximately 320 members, organized into 10- to-12-member teams, deploy from the Southwest Region.

PURPOSE

The purpose of the Van Driver Safety Assessment Blanket Purchase Agreement (BPA) is to secure behind-the-wheel driver assessments for member/driver candidates prior to being granted driving privileges. This assessment is designed to validate the candidates’ driving skills, reinforce driving laws and defensive driving strategies, and contribute to the reduction of accidents/damages to NCCC’s fleet.

The NCCC Southwest Region is committed to ensuring that member/drivers that operate 15 passenger vans/cargo vehicles have the knowledge and skill to transport passengers and equipment as safely as possible.

PERIOD OF PERFORMANCE

This Blanket Purchase Agreement (BPA) has been set for One (1) Base-Period and four (4) Option Periods. Pricing shall remain in effect for the duration of the BPA, inclusive of the Base-Period and all Option Periods.

CALL LIMIT AND NTE

Single call limit will be a maximum of $11,000, entire BPA not to exceed $55,000 over the course of five years, unless amended.

INITIAL PERIOD OF PERFORMANCE

This BPA shall be utilized to procure Van Driver Safety Testing for a minimum of 1 to a maximum of 140 students per the fiscal year. An initial estimate of up to 35-50 driver candidates are anticipated during the first assessment in July 2019, and up to 110-150 candidates during a second assessment period in Sept/Oct 2019. Specific service dates during the Period of Performance will be coordinated between Southwest Region POC and vendor POC. AmeriCorps NCCC reserves the right to request, modify, or additional assessment dates.

SERVICE DESCRIPTION

Corps member drivers are primary operators of NCCC government vehicles in a wide range of conditions without direct on-site supervision. It is critical to ensure CMs be safe drivers and custodians of government vehicles. Passenger vans have unique operating characteristics that require orientation and specific training.

This BPA seeks to secure the services of a professional driving instructors/testers to evaluate the driving skills of NCCC corps members who are being considered for driving privileges following the completion of a van driver education program taught by NCCC region staff.

STUDENT PROFILE: Driver candidates will be between the ages of 18-25 years old and actively enrolled in the NCCC program. Prior to the on-road assessment, all driver candidates will have completed screening and classroom instruction that includes:

- confirmation of holding current state-issued driver's license, ranging from a provisional to full licenses, however no learner’s permits will be allowed;

- having submitted driving records for review by an NCCC Unit Leader;

- having completed a minimum of two-hour classroom training on Coaching the Van Driver curriculum by Coaching Systems Topics addressed include: van characteristics, pre-trip inspection, safety belts, van characteristics, scanning, backing, cushion of safety, reading traffic, blind spots, transporting passengers and cargo, and considerations in city, highway and rural driving

- completing 45 minute -one-hour classroom training NCCC and federal driving policies

- passing an NCCC written exam containing questions from Coaching the Van driver and NCCC driver policies.

- completing a Confidence Course/Motor Stables instruction, (average 4-6 hours) which includes practice stations on starting, stopping, turning, ground guiding and motor stable stations. A description of the Course is available upon request.

EVALUATOR ASSESSMENT REQUIREMENTS: Each on-road Driving Evaluator will need to comply with the following lists of tasks:

- Become familiar with and enforce NCCC driving policies outlined in the Attachment - NCCC Member Handbook (attached), and NCCC Policy 571 - Vehicle Management, Usage, and Safety (provided upon request).

- Use NCCC vans for the assessments. These 10 to 15 passenger vans are registered with the Federal Motor Vehicle Registration System (sample Registration attached), have liability coverage through the Federal government, (sample Proof of Liability attached), and meet or exceed maintenance and operability set forth by the US General Services Administration.

- Take multiple driver candidates out at a time for on-the road testing. Approximate Evaluator to student ratio anticipated to be between 1-4 to 1-6, to be recommended by vendor.

- Conduct the assessment beginning and ending at the AmeriCorps NCCC Southwest Region Campus unless otherwise specified, keeping track of the mileage for each driver, and having the assessment route that stays within 1 driving hours of the Campus or designated location.

- Sit in the front passenger seat during every test, serving as an “assistant driver” during the test by directing the driver along the route and coaching the driver through the testing process.

- Ensure each driver completes the actions and skills listed on the NCCC on-road skills checklist.

See Driver Skill Observation Checklist (attached), and signs NCCC Acknowledgment Form 571

- (attached), accepting responsibility for driving the vehicle and liability coverage (packets provided by NCCC.)

- Provide constructive feedback that increases driver awareness, reinforces driving laws and shares defensive driving strategies in a calm, courteous manner.

- NCCC drivers must have a “ground guide” when backing up the van or encountering tight spaces. Passengers in the van can serve as ground guides, but the instructor/tester may need to provide ground guiding support at times.

- Conduct on-road evaluations lasting 30 to 60 minutes per candidate unless the Evaluator stops the assessment because the driver does not demonstrate enough skills, experience, or caution to continue.

- Designate the driver’s rating based on a ‘Recommend’, ‘Needs Improvement’ or ‘Not Recommend’ scale based on the provided criteria in the Observation Checklist and the make comments based on the Evaluator’s informed judgement.

- Ensure that testing forms and mileage records are fully and accurately completed and signed for authentication and turned in to NCCC at the completion of the testing each day.

- Complete all assessments requested within 1 day (preferred) to 3 days.

- Allow NCCC staff to serve as observers of any/all assessments upon request. Staff observers will be NCCC approved drivers that have completed the Coaching the Van Driver course.

- No person other than the instructor/tester, NCCC members and NCCC staff may ride in the vans.

Awarding of Driving Privileges Post-Assessment: Post-road test ratings may be shared with the driver candidates, but Evaluators are not required to immediately inform the candidates of the rating. NCCC Unit Leaders will notify the candidate of the approval or non-approval of driving privileges following completion of on-road and Evaluator comments, Candidates seeking a repeat on-road test should contact their Unit Leader. Unit Leaders have the full authority to revoke driving privileges if a driver’s behavior is not safe, lawful or results in a ticket, accident or damage to NCCC’s or other vehicles.

EVALUATOR PREREQUISITES: All evaluators must meet the requirements for Basic Operator Skills Testers (BOST) established by the Colorado Department of Revenue, Division of Motor Vehicles, Driver Testing and Education Section Unit. These requirements cover rules, regulations and conduct of instructors eligible to test drivers within commercial driving schools within the state and evaluator qualifications including, but not limited to, training, certifications, years of experience, etc. All evaluators shall be free of alcohol, drugs or medications that could influence their performance or perception.

The selected vendor will provide NCCC with written documentation that all Driver Evaluators utilized for this BPA meet the above certification/description a minimum of three days prior to the start of each testing period. This documentation will be submitted to the Southwest Region Point of Contact identified in the BPA award.

VENDOR REQUIREMENTS

The selected vendor must submit proof of be a commercial driving school registered in good standing with the State of Colorado. Vendor must have proof of current and valid general liability insurance, vehicle insurance and registration, surety bond in the amount of $10,000, and worker’s compensation insurance in the form of an insurance certificate, if required by the Workers’ Compensation Act on file with the Department of Revenue. NCCC may request a copy of the insurance information upon selection as the potential awardee of this BPA.

It is the responsibility of the vendor to notify NCCC of any change in its State registration status, change in location, phone numbers and change in principal owners/agents.

Vendors must be registered or agree to register in the federal procurement system as part of the bid process.

WORK SERVICE GUARANTEE

Contractors shall provide a 100% satisfaction guarantee for the services and must fully meet the responsibilities outlined for Evaluator Requirements and Prerequisites and meet the Vendor Requirements outlined above.
